Duke ju referuar p\u00ebrfundimit t\u00eb rrug\u00ebs Thuman\u00eb-Kashar, Rama p\u00ebrmendi se shum\u00eb shpejt do t\u00eb nis\u00eb puna p\u00ebr nd\u00ebrtimin e dy akseve t\u00eb tjera, at\u00eb Kashar-Lekaj dhe Lekaj-Fier.<\/p>\n<p>Po k\u00ebshtu qeveria synon q\u00eb brenda muajit t\u00eb tenderoj\u00eb dhe dy segmentet e mbetura t\u00eb Korridorit Turistik t\u00eb vendit, ato nga Miloti deri n\u00eb Murriqan p\u00ebr t\u00eb lidhur kufirin nga Mali i Zi deri n\u00eb Vlor\u00eb me nj\u00eb autostrad\u00eb shpejt\u00ebsie.<\/p>\n<p>P\u00ebrtej investimeve n\u00eb rrug\u00eb, kreu i qeveris\u00eb tha se do t\u00eb ket\u00eb projekte masive edhe n\u00eb porte, aeroporte p\u00ebr t\u00eb mund\u00ebsuar q\u00eb Shqip\u00ebria e vitit 2030 t\u00eb ket\u00eb nj\u00eb ofert\u00eb turistike absolutisht spektakolare n\u00eb aspektin e transportit, sa i p\u00ebrket flukseve q\u00eb shkojn\u00eb drejt bregdetit.<\/p>\n<p>Nd\u00ebrtimi i infrastruktur\u00ebs \u00ebsht\u00eb m\u00eb t\u00eb v\u00ebrtet\u00eb domosdoshm\u00ebri p\u00ebr t\u00eb p\u00ebrballuar flukset e bumit turistik t\u00eb vendit. Qeveria ka zgjedhur form\u00ebn e koncesionit p\u00ebr ta realizuar k\u00ebt\u00eb. T\u00eb gjitha segmentet e Korridorit Blu nga Shkodra n\u00eb Vlor\u00eb jan\u00eb tenderuar ose do t\u00eb tenderohen me koncesion.\u00a0Investimet n\u00eb porte dhe aeroporte po ashtu jan\u00eb koncesione private. Kjo shtron nj\u00eb pyetje. Kush do t\u2019i financoj\u00eb k\u00ebto projekte? Dhe p\u00ebrgjigja e k\u00ebsaj pyetje, \u00ebsht\u00eb gjith\u00e7ka p\u00ebrve\u00e7se e leht\u00eb.<\/p>\n<p>Tani dy llogari t\u00eb thjeshta. I gjith\u00eb kapitali i sistemit bankar n\u00eb Shqip\u00ebri \u00ebsht\u00eb rreth 1.8 miliard\u00eb euro. Kuadri rregullator n\u00eb fuqi p\u00ebrcakton se ekspozimi i bankave ndaj nj\u00eb kompanie ose grupi t\u00eb lidhura kompanish nuk mund t\u00eb jet\u00eb m\u00eb shum\u00eb se 20 p\u00ebr qind e kapitalit rregullator.\u00a0Me pak fjal\u00eb, edhe n\u00ebse t\u00eb gjitha bankat shqiptare b\u00ebhen bashk\u00eb n\u00eb form\u00ebn e sindikat\u00ebs ato nuk mund t\u00eb kreditojn\u00eb nj\u00eb kompani t\u00eb vetme m\u00eb shum\u00eb se 360 milion\u00eb euro. Vet\u00eb disa nga projektet infrastrukturore t\u00eb koncesionuara jan\u00eb edhe m\u00eb t\u00eb m\u00ebdha se kjo shif\u00ebr.<\/p>\n<p>P\u00ebr shembull, koncesioni i segmentit Kashar-Lekaj, i cili i \u00ebsht\u00eb dh\u00ebn\u00eb kompanis\u00eb Gjoka, kushton 474 milion\u00eb euro, nd\u00ebrsa ai i Lekaj-Fier 320 milion\u00eb euro. K\u00ebto jan\u00eb projekte q\u00eb k\u00ebrkojn\u00eb financime masive, t\u00eb cilat do t\u00eb kalonin p\u00ebrtej limiteve rregullatore t\u00eb gjith\u00eb sistemit financiar. Por kjo nuk \u00ebsht\u00eb e gjitha.<\/p>\n<p>Nj\u00eb pjes\u00eb e bankave, ve\u00e7an\u00ebrisht ato me kapital t\u00eb huaj duket se nuk kan\u00eb oreks p\u00ebr t\u00eb financuar projektet koncesionare t\u00eb infrastruktur\u00ebs ose kan\u00eb kufizime nga qendrat e tyre p\u00ebr t\u2019u p\u00ebrfshir\u00eb n\u00eb to. K\u00ebto jan\u00eb kryesisht bankat m\u00eb t\u00eb m\u00ebdha t\u00eb vendit, ato q\u00eb kan\u00eb dhe hap\u00ebsirat m\u00eb t\u00eb m\u00ebdha p\u00ebr t\u00eb financuar ekspozime n\u00eb k\u00ebto p\u00ebrmasa.<\/p>\n<p>Bankat shqiptare edhe n\u00ebse do t\u00eb kishin t\u00eb gjith\u00eb vullnetin apo interesin do ta ken\u00eb praktikisht t\u00eb pamundur p\u00ebr shkak t\u00eb kufizimeve rregullatore, por edhe p\u00ebrmasave t\u00eb vogla. N\u00eb k\u00ebt\u00eb situat\u00eb dy jan\u00eb risqet kryesore. Ose projektet do t\u00eb mbahen peng nga kompanit\u00eb fituese p\u00ebr munges\u00eb financimesh si\u00e7 ndodhi me koncesionin e par\u00eb t\u00eb Milot-Balldren\u00eb, ose do t\u00eb rritet presioni mbi sistemin financiar p\u00ebr t\u00eb shkelur kufizimet rregullatore t\u00eb huadh\u00ebnies.<\/p>\n<p>T\u00eb dy k\u00ebto rreziqe kan\u00eb probabilitet t\u00eb lart\u00eb materializimi. N\u00eb mos jan\u00eb materializuar sakaq, padyshim do t\u00eb materializohen shum\u00eb shpejt.
