Nd\u00ebrtimi i k\u00ebtij aksi ka sjell edhe protesta t\u00eb shumta nga banor\u00eb t\u00eb B\u00ebrxull\u00ebs, t\u00eb cil\u00ebt kan\u00eb hedhur akuza n\u00eb drejtim t\u00eb qeveris\u00eb, se ky projekt \u00ebsht\u00eb b\u00ebr\u00eb pa i pyetur dhe n\u00eb fsheht\u00ebsi, madje edhe \u00ebsht\u00eb devijuar, duke \u00e7uar n\u00eb shembjen e banesave t\u00eb tyre. Por pavar\u00ebsisht k\u00ebtyre protestave, punimet kan\u00eb vijuar pa problem.<\/p>\n<p>P\u00ebr ministren Balluku, ky aks rrugor, 21 km i gjat\u00eb, do t\u00eb leht\u00ebsoj\u00eb trafikun e r\u00ebnduar nga Rinasi, e sidomos gjat\u00eb periudh\u00ebs s\u00eb ver\u00ebs.<\/p>\n<p>Kompanit\u00eb \u201cG2 INFRA\u201d dhe \u201cGener 2\u201d kan\u00eb fituar koncesionin \u201cP\u00ebr Projektimin, Nd\u00ebrtimin, Operimin, Mir\u00ebmbajtjen dhe Transferimin e Aksit Rrugor \u201cThuman\u00eb \u2013 Vor\u00eb \u2013 Kashar\u201d me nj\u00eb vendim t\u00eb qeveris\u00eb n\u00eb maj 2022.<\/p>\n<p>Ndaj dy kompanive pati akuza t\u00eb shumta nga banor\u00ebt, kjo p\u00ebr shkak se projekti kalon n\u00ebp\u00ebr zonat e banuara por mbi t\u00eb gjitha ata k\u00ebrkuan edhe shpron\u00ebsim me vler\u00ebn e tregut. Megjithat\u00eb k\u00ebrkesat e tyre kan\u00eb shkuar n\u00eb vesh t\u00eb shurdh\u00ebt.<\/p>\n<p>Por le t\u00eb ndalemi te kontrata koncesionare.<\/p>\n<p>Nj\u00eb plan t\u00eb ardhurash baz\u00eb p\u00ebr gjith\u00eb periudh\u00ebn e koncesionit t\u00eb rrug\u00ebs Thuman\u00eb -Vor\u00eb-Kashar parashikon mbi 1.3 miliard\u00eb euro (pa TVSH) dhe 1.56 miliard\u00eb euro me TVSH, q\u00eb do t\u00eb shkojn\u00eb p\u00ebr p\u00ebrfituesit e kontrat\u00ebs tashm\u00eb t\u00eb b\u00ebr\u00eb publike.<\/p>\n<p>Kontrata e lidhur mes Ministris\u00eb s\u00eb Infrastruktur\u00ebs dhe Energjis\u00eb dhe kompanive\u201d Gener 2 sh.p.k\u201d dhe \u201cG2 Infra sh.p.k\u201d ka ndryshuar dhe parashikon nj\u00eb koncesion 35 vje\u00e7ar, ku dy vitet e para do t\u00eb jet\u00eb nd\u00ebrtim i k\u00ebtij aksi dhe pjesa tjet\u00ebr operim dhe mir\u00ebmbajtje.<\/p>\n<p>Nj\u00eb element tjet\u00ebr i kontrat\u00ebs \u00ebsht\u00eb ai lidhur me garantimin e t\u00eb ardhurave baz\u00eb q\u00eb do t\u00eb vijn\u00eb nga operimi i rrug\u00ebs. Shteti merr p\u00ebrsip\u00ebr q\u00eb n\u00eb 8 vitet e para t\u00eb nisjes s\u00eb operimit n\u00ebse nuk arrihet plani baz\u00eb t\u00eb ofroj\u00eb mb\u00ebshtetje.<\/p>\n<p>P\u00ebr ta shpjeguar m\u00eb qart\u00eb, n\u00eb vitin e par\u00eb plani baz\u00eb i t\u00eb ardhurave p\u00ebr operim dhe mir\u00ebmbajtje \u00ebsht\u00eb 26.85 milion\u00eb euro nd\u00ebrkoh\u00eb q\u00eb shteti do t\u00eb garantoj\u00eb 8 milion\u00eb euro, n\u00eb vitin e dyt\u00eb q\u00eb p\u00ebrkon me vitin 2025 plani baz\u00eb i t\u00eb ardhurave \u00ebsht\u00eb 25.58 milion\u00eb euro dhe garancia e shtetit ulet n\u00eb 5.6 milion\u00eb euro.<\/p>\n<p>N\u00eb vitin e tret\u00eb t\u00eb operimit plani i t\u00eb ardhurave \u00ebsht\u00eb 25.10 nd\u00ebrkoh\u00eb q\u00eb n\u00ebse nuk arrihet ky plan garancia e shtetit \u00ebsht\u00eb p\u00ebr 3.92 milion\u00eb euro. Vit pas viti plani i t\u00eb ardhurave ndryshon duke kulmuar n\u00eb 63.15 milion\u00eb euro n\u00eb vitin 2055 teksa mb\u00ebshtetja e shtetit ndalet n\u00eb vitin 2031 kur garancia e parashikuar \u00ebsht\u00eb 360 mij\u00eb euro.<\/p>\n<p>Tarifa q\u00eb qytetar\u00ebt do t\u00eb paguajn\u00eb p\u00ebr k\u00ebt\u00eb aks do t\u00eb jet\u00eb 12 cent\/km, m\u00eb e larta n\u00eb Europ\u00eb, pasi qytetar\u00ebt europian\u00eb paguajn\u00eb 7cent\/km. Pra, nj\u00eb shqiptari t\u00eb Kosov\u00ebs do t\u2019i duhet t\u00eb paguaj\u00eb 7.5 euro p\u00ebr t\u00eb ardhur n\u00eb Shqip\u00ebri, duke p\u00ebrfshir\u00eb edhe pages\u00ebn n\u00eb Rrug\u00ebn e Kombit.<\/p>\n<p>Ajo \u00e7far\u00eb duhet theksuar \u00ebsht\u00eb se deri n\u00eb kat\u00ebr her\u00eb m\u00eb shum\u00eb se rrug\u00ebt europiane do t\u2019i kushtoj\u00eb Shqip\u00ebris\u00eb koncesioni Thuman\u00eb-Kashar.<\/p>\n<p>Nj\u00eb raport i Bank\u00ebs Europiane t\u00eb Investimeve tregon se n\u00eb 2021, nj\u00eb kontrat\u00eb koncesionare p\u00ebr nd\u00ebrtimin e nj\u00eb autostrade n\u00eb \u00c7eki 32 km t\u00eb gjat\u00eb, si dhe mir\u00ebmbajtje p\u00ebr 28 vite do t\u00eb kushtoj\u00eb\u00a016.5 milion\u00eb euro\/km.<\/p>\n<p>Nd\u00ebrkoh\u00eb nj\u00eb koncesion tjet\u00ebr, Kekava Bypass n\u00eb Letoni, nd\u00ebrtim dhe mir\u00ebmbajtje p\u00ebr 20 vjet do t\u00eb kushtoj\u00eb\u00a014.2 milion\u00eb euro\/km.<\/p>\n<p>N\u00eb Shqip\u00ebri, \u201cGener 2\u201d ka planifikuar nj\u00eb koncesion me vler\u00eb 1.3 miliard\u00eb euro p\u00ebr 35 vite. Nd\u00ebrtimi, mir\u00ebmbajtja dhe transferimi i saj do t\u00eb kushtoj\u00eb\u00a061.9 milion\u00eb euro\/km, vler\u00eb 3 deri n\u00eb 4 her\u00eb m\u00eb e lart\u00eb se partneritetet europiane.<\/p>\n<p>Projekti i partneritetit publik privat p\u00ebr nd\u00ebrtimin dhe mir\u00ebmbajtjen e rrug\u00ebs Thuman\u00eb- Kashar ishte pjes\u00eb e programit infrastrukturor \u201c1 miliard\u00eb euro\u201d t\u00eb shpallur gjat\u00eb mandatit t\u00eb dyt\u00eb q\u00eb qeveris\u00eb s\u00eb kryeministrit Edi Rama. Ai u fitua nga kompania \u201cGener 2\u201d e biznesmenit Bashkim Ulaj, e cila mori paraprakisht nj\u00eb bonus nga qeveria p\u00ebr propozimin e saj t\u00eb pak\u00ebrkuar. Pas shpalljes fituese, \u201cGener 2\u201d themeloi kompanin\u00eb bij\u00eb \u201cG2 Infra\u201d p\u00ebr zbatimin e koncesionit.<\/p>\n<p>Rruga, sipas projektit, parashikohet t\u00eb jet\u00eb 21 kilometra e gjat\u00eb dhe e kategoris\u00eb \u201cA\u201d. Gjurma e saj nis nga Thumana, 150 metra n\u00eb brend\u00ebsi t\u00eb autostrad\u00ebs ekzistuese me 4 korsi, q\u00eb lidh Milotin me Thuman\u00ebn n\u00eb drejtim t\u00eb Fush\u00eb\u2013Kruj\u00ebs.<\/p>\n<p>Vijon me nj\u00eb djathtas dhe vazhdon e drejt\u00eb n\u00eb fusha deri n\u00eb af\u00ebrsi t\u00eb Fush\u00eb-Kruj\u00ebs. M\u00eb pas, me an\u00eb t\u00eb nj\u00eb kthese t\u00eb dyfisht\u00eb i afrohet Aeroportit t\u00eb Rinasit. Gjurma e rrug\u00ebs vazhdon n\u00eb krah\u00eb t\u00eb djatht\u00eb t\u00eb rrug\u00ebs automobilistike t\u00eb Rinasit, deri n\u00eb lidhjen e saj me Autostrad\u00ebn Tiran\u00eb-Durr\u00ebs n\u00eb Kashar (rreth km t\u00eb 12 n\u00eb drejtimin Tiran\u00eb \u2013 Durr\u00ebs).<\/p>\n<p>Shpejt\u00ebsia e projektuar p\u00ebr k\u00ebt\u00eb rrug\u00eb \u00ebsht\u00eb 130 kilometra\/or\u00eb, nd\u00ebrkoh\u00eb q\u00eb pjes\u00eb p\u00ebrb\u00ebr\u00ebse e saj jan\u00eb 14 n\u00ebnkalime, 12 ura me gjat\u00ebsi totale 4 kilometra, 3 mbikalime korsi emergjencash n\u00eb secil\u00ebn an\u00eb me nga 3 metra.
