N\u00eb nj\u00eb rast, DPSHTRR i ka dhuruar televizionit Top Channel 67 mij\u00eb euro si ndihm\u00eb sociale nga fitimi i vitit 2021.<\/strong><\/em><\/p>\n<h4 class=\"wp-block-heading\"><strong>Rritje e kostove p\u00ebr qytetar\u00ebt<\/strong><\/h4>\n<p>M\u00eb 16 janar t\u00eb k\u00ebtij viti K\u00ebshilli Drejtues i Drejtoris\u00eb s\u00eb P\u00ebrgjithshme t\u00eb Sh\u00ebrbimeve t\u00eb Transportit Rrugor (DPSHTRR) rriti tarifat p\u00ebr sh\u00ebrbimet m\u00eb t\u00eb k\u00ebrkuara nga qytetar\u00ebt.<\/p>\n<p>Disa prej tyre i dyfishoi. T\u00eb ardhurat p\u00ebr k\u00ebt\u00eb agjenci gjat\u00eb vitit 2023 ishin 35 milion\u00eb euro, duke e b\u00ebr\u00eb DPSHTRR-n\u00eb nj\u00eb nga institucionet publike me buxhetin m\u00eb t\u00eb madh n\u00eb vend.<\/p>\n<p>Regjistrimi p\u00ebr provimin e teoris\u00eb p\u00ebr kursant\u00ebt, q\u00eb duan t\u00eb pajisen me leje drejtimi, u b\u00eb 2.000 lek\u00eb nga 1.000 lek\u00eb q\u00eb ishte m\u00eb par\u00eb. P\u00ebr testin praktik \u00e7mimi u rrit me 800 lek\u00eb. Sipas tyre, kostot shtes\u00eb do t\u00eb reflektohen te \u00e7mimet e autoshkollave, nj\u00eb pjes\u00eb e t\u00eb cilave rrezikojn\u00eb mbylljen.<\/p>\n<p>\u201cDikur 10 kandidat\u00eb i regjistroja me 120 mij\u00eb lek\u00eb (t\u00eb vjetra), sot m\u00eb duhen 280 mij\u00eb lek\u00eb (t\u00eb vjetra). N\u00ebse un\u00eb regjistroja nj\u00eb rimarrje pik\u00ebsh, m\u00eb par\u00eb ishte 20 mij\u00eb lek\u00eb. Nj\u00eb rimarrje pik\u00ebsh p\u00ebr nj\u00eb kursant \u00ebsht\u00eb 50 mij\u00eb lek\u00eb (t\u00eb vjetra), nd\u00ebrkoh\u00eb q\u00eb autoshkolla s\u2019ka fare tarif\u00eb n\u00eb k\u00ebt\u00eb pjes\u00eb p\u00ebr kursantin, \u00ebsht\u00eb zero. N\u00eb k\u00ebto raste kemi vet\u00ebm humbje\u201d, \u2013 thot\u00eb Tonin Gjinaj, Sekretar i P\u00ebrgjithsh\u00ebm i Federat\u00ebs s\u00eb Transportit dhe Telekomunikacionit t\u00eb Shqip\u00ebris\u00eb.<\/p>\n<p>P\u00ebrve\u00e7 tyre edhe tarifa e pajisjes me leje drejtimi u rrit me 1.000 lek\u00eb m\u00eb shum\u00eb, nd\u00ebrsa afati i vlefshm\u00ebris\u00eb s\u00eb saj u zgjat nga 10 n\u00eb 15 vjet. Leja e drejtimit nd\u00ebrkomb\u00ebtar nga 500 lek\u00eb, tashm\u00eb kushton 1.000 lek\u00eb, me afat vlefshm\u00ebrie deri n\u00eb 3 vjet.<\/p>\n<p>DPSHTRR \u00ebsht\u00eb nj\u00eb agjenci jobuxhetore, e cila i gjeneron vet\u00eb t\u00eb ardhurat p\u00ebr 173 sh\u00ebrbime, q\u00eb lidhen me transportin rrugor dhe sigurin\u00eb e tij, p\u00ebrfshir\u00eb s\u00eb fundi kontrollin teknik t\u00eb automjeteve. Si institucioni i vet\u00ebm, q\u00eb ka t\u00eb drejt\u00ebn t\u00eb ofroj\u00eb sh\u00ebrbime n\u00eb dh\u00ebnien e lejeve t\u00eb drejtimit, t\u00eb qarkullimit, t\u00eb pajisjes me targa t\u00eb mjeteve apo kolaudimit t\u00eb tyre, tarifat e vendosura jan\u00eb detyruese p\u00ebr qytetar\u00ebt.<\/p>\n<p>Pas K\u00ebshillit Drejtues vendimi p\u00ebr tarifat e reja u miratua nga Ministria e Infrastruktur\u00ebs dhe e Energjis\u00eb, si autoriteti final p\u00ebr \u00e7mimet e sh\u00ebrbimeve n\u00eb k\u00ebt\u00eb agjenci. Por, rritja e tarifave rezulton n\u00eb shkelje t\u00eb frym\u00ebs s\u00eb Kodit Rrugor, i cili dikton se vjelja e tyre b\u00ebhet n\u00eb mas\u00ebn e duhur p\u00ebr t\u00eb mbuluar shpenzimet, q\u00eb lidhen me dh\u00ebnien e sh\u00ebrbimeve, me investimet dhe me kontrollet e fush\u00ebs s\u00eb transportit dhe siguris\u00eb rrugore.<\/p>\n<p>\u201cTarifa nuk duhet trajtuar si nj\u00eb e ardhur q\u00eb vilet n\u00eb kurriz t\u00eb qytetarit, por duhet t\u00eb mbuloj\u00eb koston. Tarifa me kalimin e koh\u00ebs duhet t\u00eb ulet, pasi kthehet n\u00eb sh\u00ebrbim rutin\u00eb, q\u00eb nuk i ka m\u00eb kostot fillestare\u201d, \u2013 thot\u00eb Eduart Gjokutaj, ekspert fiskal nga qendra\u00a0<em>Altax<\/em>.<\/p>\n<p>DPSHTRR n\u00eb nj\u00eb p\u00ebrgjigje me shkrim shpjegon se ndryshimi i tarifave bazohet n\u00eb nj\u00eb rekomandim t\u00eb l\u00ebn\u00eb nga Kontrolli i Lart\u00eb i Shtetit n\u00eb vitin 2016 p\u00ebr indeksimin e inflacionit, si dhe te rritja e investimeve. Agjencia shprehet se p\u00ebr disa tarifa, si\u00e7 jan\u00eb lejet e drejtimit dhe t\u00eb qarkullimit, jan\u00eb zgjatur afatet, duke sjell\u00eb ulje t\u00eb kostove t\u00eb sh\u00ebrbimit.<\/p>\n<p>\u201cTarifa mesatare e sh\u00ebrbimeve t\u00eb mjetit \u00ebsht\u00eb ulur me -38 lek\u00eb ose -0.23% t\u00eb tarif\u00ebs mesatare t\u00eb sh\u00ebrbimeve t\u00eb mjetit\u201d, \u2013 thot\u00eb DPSHTRR.<\/p>\n<p>Ministria e Infrastruktur\u00ebs dhe e Energjis\u00eb nuk iu p\u00ebrgjigj pyetjeve lidhur me m\u00ebnyr\u00ebn se si i shpenzojn\u00eb fondet agjencit\u00eb publike, jo-buxhetore n\u00eb var\u00ebsi t\u00eb saj.<\/p>\n<h4 class=\"wp-block-heading\"><strong>Fitime t\u00eb larta dhe shpenzime luksi<\/strong><\/h4>\n<p>N\u00eb vitin 2022 Drejtoria e P\u00ebrgjithshme e Sh\u00ebrbimeve t\u00eb Transportit Rrugor arriti nj\u00eb bilanc pozitiv me 5.6 milion\u00eb euro fitime nga 30.1 milion\u00eb euro t\u00eb ardhura, t\u00eb mbledhura nga tarifat. Fitimi i vitit 2021 ishte dhe m\u00eb i lart\u00eb, 6.8 milion\u00eb euro. Me fitim 1.8 milion\u00eb euro rezultoi kjo agjenci edhe gjat\u00eb vitit t\u00eb pandemis\u00eb, 2020, kur shumica e kompanive publike dhe private p\u00ebsuan humbje t\u00eb thella.<\/p>\n<p>T\u00eb ardhurat e agjencis\u00eb vet\u00ebm vitin e shkuar u shtuan me 5 milion\u00eb euro, nd\u00ebrsa fondet e saj n\u00eb bank\u00eb kapin vler\u00ebn 30 milion\u00eb euro.<\/p>\n<p>\u201cSi rregull, institucionet kan\u00eb edhe borde drejtues, t\u00eb cil\u00ebt nuk vendosin aty thjesht p\u00ebr t\u00eb b\u00ebr\u00eb \u2018qoka\u2019, por funksionojn\u00eb p\u00ebr t\u00eb monitoruar lidhjet e linj\u00ebs politike dhe ekonomike me at\u00eb q\u00eb b\u00ebn administrimi, q\u00eb \u00ebsht\u00eb drejtori ekzekutiv apo administratori. Kur \u00e7edohet nga kjo hallk\u00eb, lihet hap\u00ebsir\u00eb p\u00ebr abuzim n\u00eb shpenzime\u201d, \u2013 thot\u00eb Eduart Gjokutaj.<\/p>\n<p>Statuti e lejon DPSHTRR q\u00eb nj\u00eb pjes\u00eb t\u00eb fitimit ta mbaj\u00eb p\u00ebr rezerv\u00eb t\u00eb kapitalit dhe p\u00ebr zhvillim. Deri n\u00eb 15% mund ta ndaj\u00eb p\u00ebr shp\u00ebrblim t\u00eb punonj\u00ebsve dhe nj\u00eb pjes\u00eb tjet\u00ebr, p\u00ebr ndihma sociale. Mb\u00ebshtetur n\u00eb k\u00ebt\u00eb nen t\u00eb statutit, K\u00ebshilli Drejtues i k\u00ebsaj agjencie n\u00eb korrik t\u00eb vitit 2022 ka dh\u00ebn\u00eb 67 mij\u00eb euro mb\u00ebshtetje financiare p\u00ebr televizionin\u00a0<em>Top Channel<\/em>. Ky fakt \u00ebsht\u00eb sh\u00ebnuar edhe n\u00eb bilancin e audituar t\u00eb k\u00ebsaj agjencie, por q\u00eb mohohet nga DPSHTRR.<\/p>\n<p>\u201cDPSHTRR nuk e ka financuar televizionin\u00a0<em>Top Channel<\/em>\u00a0n\u00eb asnj\u00eb lloj forme, as n\u00eb form\u00ebn e ndihm\u00ebs sociale\u201d, \u2013 shprehet agjencia. Zyra e Marketingut t\u00eb\u00a0<em>Top Channel<\/em>-it nuk iu p\u00ebrgjigj interesimit t\u00eb\u00a0<em>INA Medias<\/em>\u00a0lidhur me k\u00ebt\u00eb fond.<\/p>\n<p>\u201cBamir\u00ebsia\u201d p\u00ebr televizionin m\u00eb t\u00eb madh n\u00eb Shqip\u00ebri nuk \u00ebsht\u00eb shpenzimi i vet\u00ebm, i pajustifikuar i DPSHTRR. Vitet e fundit agjencia ka nisur nj\u00eb plan p\u00ebr t\u00eb rikonstruktuar pjes\u00ebn m\u00eb t\u00eb madhe t\u00eb godinave t\u00eb saj.<\/p>\n<p>N\u00eb vjesht\u00ebn e vitit t\u00eb kaluar DPSHTRR zhvilloi tenderin p\u00ebr t\u00eb rikonstruktuar nd\u00ebrtes\u00ebn qendrore n\u00eb kryeqytet p\u00ebr 7 milion\u00eb euro. Projekti i hartuar nga arkitekti italian,\u00a0<em>Stefano Boeri<\/em>, dhe firma\u00a0<em>Son Engineering<\/em>, parashikon nj\u00eb nd\u00ebrtes\u00eb 7-kat\u00ebshe (5 mbi dhe dy n\u00ebntok\u00eb), me sip\u00ebrfaqe 6.105 m<sup>2<\/sup>, bashk\u00eb me 39 vende parkimi. Kostoja e rikonstruksionit p\u00ebr met\u00ebr katror llogaritet 1.146 euro. Kjo shif\u00ebr \u00ebsht\u00eb gati dy her\u00eb m\u00eb e lart\u00eb sesa kostoja e nd\u00ebrtesave civile n\u00eb kryeqytet, t\u00eb cilat kan\u00eb shpenzime shtes\u00eb t\u00eb truallit dhe t\u00eb taksave dhe 3 her\u00eb m\u00eb e lart\u00eb se \u00e7mimi q\u00eb nd\u00ebrton Enti Komb\u00ebtar i Banesave.<\/p>\n<p>Q\u00eb nga viti 2020 agjencia, q\u00eb ofron sh\u00ebrbimet e transportit rrugor, ka nisur rikonstruksionin e zyrave n\u00eb Kor\u00e7\u00eb, n\u00eb Kuk\u00ebs, n\u00eb Fier, n\u00eb Berat dhe n\u00eb Durr\u00ebs; shpejt do t\u00eb nis\u00eb rikonstruksionin n\u00eb zyr\u00ebn e Burrelit. K\u00ebshilli Drejtues ka miratuar 7.7 milion\u00eb euro p\u00ebr investime n\u00eb nd\u00ebrtim p\u00ebr vitin 2024. 8.7 milion\u00eb euro planifikohen p\u00ebr vitin e ardhsh\u00ebm. P\u00ebr tre vite (2020-2023), jan\u00eb shpenzuar 62 milion\u00eb euro p\u00ebr investime kapitale, p\u00ebrfshir\u00eb k\u00ebtu edhe financimin e nj\u00eb piste moderne p\u00ebr garat me makina n\u00eb qarkun e Elbasanit,\u00a0<em>Auto Moto Park<\/em>. Pas kontraktimit t\u00eb projektit nga nj\u00eb studio e huaj, u zhvillua nj\u00eb konkurs nd\u00ebrkomb\u00ebtar p\u00ebr t\u00eb nisur punimet. Nd\u00ebrsa punimet nis\u00ebn, DPSHTRR hapi gar\u00ebn p\u00ebr t\u00eb kryer studimin e fizibilitetit, procedur\u00eb, e cila b\u00ebhet p\u00ebrpara vendimit p\u00ebr t\u00eb nisur investimin. Agjencia do t\u00eb paguaj\u00eb 146 mij\u00eb euro p\u00ebr firm\u00ebn\u00a0<em>Net-Group<\/em>, kompani e vendosur n\u00ebn sekuestro me vendim t\u00eb Gjykat\u00ebs s\u00eb Posa\u00e7me, pasi dyshohet se transferonte par\u00e1 p\u00ebr llogari t\u00eb ish-drejtorit t\u00eb Autoritetit Rrugor Shqiptar, Evis Berberi.<\/p>\n<p>\u201cRikonstruksionet e objekteve t\u00eb\u00a0kryera nga DPSHTRR jan\u00eb\u00a0realizuar duke patur parasysh nevoj\u00ebn p\u00ebr nd\u00ebrhyrje, me q\u00ebllim p\u00ebrmir\u00ebsimin e kushteve dhe t\u00eb ambienteve p\u00ebr qytetar\u00ebt dhe p\u00ebr administrat\u00ebn\u201d, \u2013 thot\u00eb DPSHTRR.<\/p>\n<p>Lidhur me studimin e fizibilitetit p\u00ebr\u00a0<em>Auto Moto Park<\/em>\u00a0shprehet se, \u201cq\u00ebllimi i tij \u00ebsht\u00eb p\u00ebr projektin\u00a0<em>Auto-Moto Park<\/em>\u00a0me pist\u00eb testimi dhe eventesh, ngjarjesh sportive, si dhe p\u00ebr kontrollin e aft\u00ebsis\u00eb p\u00ebr qarkullim dhe homologim t\u00eb mjeteve rrugore, si dhe p\u00ebr muzeun\u00a0<em>Historiku i Automotorizimit t\u00eb Transportit Rrugor, Shqiptar<\/em>\u00a0dhe jo p\u00ebr nd\u00ebrtimin e pist\u00ebs.\u201d<\/p>\n<p>\u201cKur b\u00ebhet nj\u00eb planifikim i shpenzimeve t\u00eb \u201cluksit\u201d t\u00eb institucioneve, zakonisht k\u00ebto lloj shpenzimesh z\u00ebn\u00eb nj\u00eb vler\u00eb shum\u00eb t\u00eb vog\u00ebl n\u00eb pesh\u00ebn e tyre dhe nga ana tjet\u00ebr duhet t\u00eb jen\u00eb n\u00eb funksion t\u00eb q\u00ebllimeve kryesore t\u00eb institucionit. Rasti i financimit t\u00eb\u00a0<em>Auto Moto Park<\/em>\u00a0nuk lidhet me funksionin e agjencis\u00eb\u201d, \u2013 sqaron Gjokutaj nga qendra\u00a0<em>Altax<\/em>.<\/p>\n<p>N\u00eb vazhd\u00ebn e financimeve t\u00eb luksit, t\u00eb vetmit q\u00eb v\u00ebn\u00eb n\u00eb pik\u00ebpyetje ecurin\u00eb e biznesit t\u00eb tyre jan\u00eb autoshkollat, t\u00eb cilat var\u00ebn shpresat se nj\u00eb bojkot mund ta ndryshonte vendimin e beft\u00eb dhe t\u00eb pakonsultuar q\u00eb K\u00ebshilli Drejtues i agjencis\u00eb mori p\u00ebr tarifat e reja. Grupi tjet\u00ebr, q\u00eb do t`i financoj\u00eb k\u00ebto shpenzime, jan\u00eb qytetar\u00ebt, t\u00eb cil\u00ebt do t\u00eb paguajn\u00eb m\u00eb shum\u00eb.<\/p>\n<p>\u201cE kan\u00eb marr\u00eb vendimin pa na pyetur dhe pa na konsultuar si grup interesi. Po e trajtojn\u00eb institucionin si \u00e7ifligun e vet dhe as na takoi njeri. 1 dit\u00eb e b\u00ebm\u00eb bojkotin dhe nuk zgjati, sepse iu b\u00ebn\u00eb autoshkollave presion. Kemi depozituar padi n\u00eb gjykat\u00eb, do t\u00eb b\u00ebjm\u00eb kall\u00ebzim dhe n\u00eb prokurori p\u00ebr shp\u00ebrdorim detyre, nuk kemi \u00e7far\u00eb t\u00eb b\u00ebjm\u00eb m\u00eb\u201d, \u2013 shprehet i shqet\u00ebsuar Tonin Gjinaj nga Federata e Transportit.<\/p>\n<h4 class=\"wp-block-heading\"><strong>Evente, dieta, bileta, shp\u00ebrblime dhe gjoba<\/strong><\/h4>\n<p>Agjencia e Sh\u00ebrbimeve t\u00eb Transportit Rrugor funksionon si agjent tatimor i qeveris\u00eb n\u00eb dy raste: p\u00ebr mbledhjen e taks\u00ebs s\u00eb mjeteve t\u00eb p\u00ebrdorura dhe n\u00eb vjeljen e taks\u00ebs s\u00eb luksit t\u00eb makinave.<\/p>\n<p>\u00c7do vit DPSHTRR merr 5% t\u00eb k\u00ebtyre t\u00eb ardhurave si agjent tatimor, duke ark\u00ebtuar 4 milion\u00eb euro. Edhe nga gjobat n\u00eb vones\u00ebn e pages\u00ebs s\u00eb taksave DPSHTRR merr 60% dhe Drejtoria e Tatimeve, 40%. Sipas bilancit t\u00eb dor\u00ebzuar p\u00ebr vitin 2022, p\u00ebrfitimet nga gjobat ishin 1.2 milion\u00eb euro.<\/p>\n<p>P\u00ebr prodhimin e dokumentacioneve dhe kontrollit i duhen 5 milion\u00eb euro dhe 17.6 milion\u00eb euro t\u00eb tjera p\u00ebr pagat e 1.097 punonj\u00ebsve. Shpenzimet e tjera mund t\u00eb konsiderohen luks.<\/p>\n<p>\u00c7do vit mij\u00ebra euro kan\u00eb financuar evente, pagesa p\u00ebr skena, konkurse, gara me makina, ekspozita\u00a0<em>retro\u00a0<\/em>dhe sponsorizime t\u00eb ndryshme.<\/p>\n<p>Gjat\u00eb vitit 2023 jan\u00eb shpenzuar 20 mij\u00eb euro p\u00ebr bileta avioni, 60 mij\u00eb euro p\u00ebr t\u00eb zhvilluar materiale videosh promovuese dhe 156 mij\u00eb euro p\u00ebr evente, nga t\u00eb cilat 80 mij\u00eb euro kan\u00eb shkuar p\u00ebr podiume dhe foni. P\u00ebr mallrat rifuxho kompania\u00a0<em>EMS Shipping and Trading<\/em>\u00a0derdh 11% t\u00eb tarifave p\u00ebr Autoritetin Portual, nd\u00ebrsa\u00a0<em>Albania Ferry Terminal<\/em>, 49% t\u00eb tyre. Tarifa p\u00ebr terminalin e konteiner\u00ebve ka pesh\u00ebn m\u00eb t\u00eb madhe n\u00eb buxhetin e APD. P\u00ebr k\u00ebt\u00eb sh\u00ebrbim Autoriteti Portual kontraktoi disa vjet m\u00eb par\u00eb firm\u00ebn private\u00a0<em>Mariner Adriatic<\/em>. Kompania paguhet 7.1 milion\u00eb euro n\u00eb vit, nd\u00ebrsa nga tarifa p\u00ebr konteiner\u00ebt iu sigurohen mesatarisht 14.5 milion\u00eb euro n\u00eb vit. 3.7 milion\u00eb euro jan\u00eb vjel\u00eb nga terminali i mallrave rifuxho dhe 6 milion\u00eb euro nga koncesioni i trageteve.<\/p>\n<p>Autoriteti Portual i Durr\u00ebsit ark\u00ebtoi 27.8 milion\u00eb euro vitin e shkuar, nga t\u00eb cilat 1.1 milion\u00eb euro ishin fitim. Fitimet vitet e m\u00ebparshme kan\u00eb qen\u00eb dhe m\u00eb t\u00eb larta. 1.6 milion\u00eb euro n\u00eb vitin 2022, 2.4 milion\u00eb p\u00ebr vitin 2021 dhe 4.1 milion\u00eb euro gjat\u00eb pandemis\u00eb s\u00eb vitit 2020. 10 milion\u00eb euro nga fitimet e mbledhura nd\u00ebr vite ishin investuar n\u00eb fondin privat\u00a0<em>Credins Invest<\/em>, portofol i nj\u00eb banke tregtare, i cili investohet n\u00eb bono thesari. Ky \u00ebsht\u00eb nj\u00eb rast tipik se si agjencit\u00eb publike, n\u00eb vend q\u00eb t`i rishikojn\u00eb tarifat me ulje ose t\u00eb derdhin fitimin n\u00eb buxhet, mbajn\u00eb fonde n\u00eb bank\u00eb p\u00ebr t\u2019i dh\u00ebn\u00eb borxh me interes shtetit. Pasi e m\u00ebsoi k\u00ebt\u00eb devijim, Ministria e Infrastruktur\u00ebs dhe e Energjis\u00eb k\u00ebrkoi prishjen e investimit dhe drejtimi i portit e t\u00ebrhoqi depozit\u00ebn, duke e mbajtur n\u00eb rezerv\u00ebn e kapitalit.<\/p>\n<p>Edhe pse rezultatet financiare jan\u00eb pozitive, vitin e shkuar APD iu propozoi ministrive p\u00ebrgjegj\u00ebse (Ministris\u00eb s\u00eb Infrastruktur\u00ebs dhe Ministris\u00eb s\u00eb Financave) rritjen e tarifave portuale. Vendimi hyri n\u00eb fuqi n\u00eb muajin shkurt, por u shfuqizua n\u00eb korrik, pas ankesave t\u00eb operator\u00ebve tregtar\u00eb dhe k\u00ebrc\u00ebnimit p\u00ebr rritjen e \u00e7mimeve p\u00ebr konsumator\u00ebt fundor\u00eb. Operator\u00ebt shprehen se ka ende tarifa t\u00eb fshehta, q\u00eb jan\u00eb rritur, nd\u00ebrsa kostot jan\u00eb shtrenjtuar edhe n\u00eb portet e huaja, ku ata operojn\u00eb p\u00ebr t\u00eb importuar mallra.<\/p>\n<p>\u201cTarifat portuale jan\u00eb rritur, ishin t\u00eb larta m\u00eb par\u00eb me nisjen e konfliktit Rusi-Ukrain\u00eb dhe pas stabilizimit ran\u00eb \u00e7mimet, tashm\u00eb jan\u00eb rritur s\u00ebrish p\u00ebr shkak t\u00eb mbylljes s\u00eb kanalit t\u00eb Suezit, q\u00eb po e bombardojn\u00eb si pasoj\u00eb e agresionit t\u00eb Izraelit n\u00eb Gaza. Edhe k\u00ebt\u00eb vit n\u00eb baz\u00eb t\u00eb regjistrit t\u00eb parashikimeve t\u00eb prokurimit publik, 830 mij\u00eb euro do t\u00eb shkojn\u00eb p\u00ebr mobilim dhe p\u00ebr rregullim t\u00eb zyrave dhe nj\u00eb pjes\u00eb e k\u00ebtij fondi do t\u00eb p\u00ebrdoret p\u00ebr mir\u00ebmbajtjen e infrastruktur\u00ebs s\u00eb portit.<\/p>\n<p>Porti i Durr\u00ebsit parashikon t\u00eb b\u00ebj\u00eb restaurim t\u00eb tualeteve, t\u00eb blej\u00eb perde me mekaniz\u00ebm, pajisje elektro-sht\u00ebpiake, dyer t\u00eb reja dhe punime mermeri. 110 mij\u00eb euro do t\u00eb kushtoj\u00eb mir\u00ebmbajtja e gjelb\u00ebrimit, edhe pse n\u00eb ambientet e portit nuk ka asnj\u00eb bim\u00eb. P\u00ebr arg\u00ebtimin e stafit do t\u00eb blihet nj\u00eb objektiv p\u00ebr poligon qitjeje me vler\u00eb 5 mij\u00eb euro.<\/p>\n<p>\u201cN\u00eb thelb,\u00a0<em>Ligji p\u00ebr Menaxhimin Financiar<\/em>\u00a0duhet t\u00eb jet\u00eb i zbatuesh\u00ebm edhe p\u00ebr k\u00ebto institucione\u201d, \u2013 thot\u00eb eksperti financiar nga qendra\u00a0<em>Altax<\/em>, Eduart Gjokutaj, nd\u00ebrsa APD nuk dha koment p\u00ebr asnj\u00eb nga pyetjet e d\u00ebrguara nga\u00a0<em>INA Media<\/em>.<\/p>\n<h4 class=\"wp-block-heading\"><strong>Port \u201cinteligjent\u201d, por mallrat shkarkohen n\u00eb tok\u00eb<\/strong><\/h4>\n<p>Manis\u00eb p\u00ebr digjitalizimin e sh\u00ebrbimeve nuk i kan\u00eb shp\u00ebtuar as agjencit\u00eb jo-buxhetore, ku shpenzimet n\u00eb sistemet e IT-s\u00eb kan\u00eb pesh\u00ebn kryesore n\u00eb buxhet.<\/p>\n<p>Gjat\u00eb k\u00ebtij viti APD parashikon 1.3 milion\u00eb euro p\u00ebr sisteme teknologjike, shum\u00eb q\u00eb z\u00eb 40% t\u00eb buxhetit t\u00eb prokurimeve. Vet\u00ebm p\u00ebr sistemin\u00a0<em>Mail Cloud<\/em>, i cili ble hap\u00ebsir\u00eb p\u00ebr t\u00eb ruajtur post\u00ebn elektronike, do t\u00eb shpenzohen 49 mij\u00eb euro, 250 mij\u00eb euro do t\u00eb kushtoj\u00eb sistemi elektronik i inteligjenc\u00ebs p\u00ebr mbrojtjen nga hakerimi. P\u00ebr p\u00ebrmir\u00ebsimin e sh\u00ebrbimeve do t\u00eb investohen 730 mij\u00eb euro. Por, pavar\u00ebsisht k\u00ebtyre investimeve, numri i punonj\u00ebsve \u00ebsht\u00eb rritur, nga 455 n\u00eb vitin 2022 n\u00eb 460 p\u00ebr vitin 2023 dhe fondi i pagave \u00ebsht\u00eb shtuar me 300 mij\u00eb euro, pa justifikuar thelbin e investimeve n\u00eb teknologji.<\/p>\n<p>\u201cTeknologjia \u00ebsht\u00eb ajo q\u00eb ka ndikimin kryesor p\u00ebr qytetar\u00ebt dhe q\u00eb ndikon tek ulja e kostos\u201d, \u2013 thot\u00eb eksperti Gjokutaj.<\/p>\n<p>Operator\u00ebt, q\u00eb punojn\u00eb pran\u00eb Portit t\u00eb Durr\u00ebsit, nuk jan\u00eb t\u00eb shqet\u00ebsuar p\u00ebr tarifat m\u00eb shum\u00eb sesa p\u00ebr cil\u00ebsin\u00eb e sh\u00ebrbimeve, q\u00eb ofron ky institucion. Rodolf Xhillari thot\u00eb se investimet kryesore duhet t\u00eb orientohen n\u00eb pajisje p\u00ebr mir\u00ebmbajtjen e mallrave, q\u00eb shkarkohen dhe q\u00eb kontrollohen n\u00eb ambientet e portit.<\/p>\n<p>\u201cShkarkohen konteiner\u00ebt nj\u00eb p\u00ebr nj\u00eb, malli shkarkohet n\u00eb tok\u00eb. \u00cbsht\u00eb rrezik p\u00ebr infeksione dhe viruse, sepse nuk ka nj\u00eb baz\u00eb frigoriferike\u201d, \u2013 thot\u00eb ai.<\/p>\n<p>P\u00ebrve\u00e7 frik\u00ebs s\u00eb prishjes s\u00eb produkteve, z. Paguhen p\u00ebr k\u00ebto dit\u00eb rrogat e kamionist\u00ebve, bie cil\u00ebsia e produktit dhe kalorit\u00eb e tij, nd\u00ebrsa ne rrim\u00eb e presim. Por, n\u00eb fund fare, ai q\u00eb e paguan k\u00ebt\u00eb fatur\u00eb, \u00ebsht\u00eb konsumatori\u201d, \u2013 tregon ai.<\/p>\n<p>Vitet e fundit p\u00ebr shkak t\u00eb rritjes s\u00eb trafikimit t\u00eb l\u00ebnd\u00ebve narkotike nga kontrollet nuk shp\u00ebton asnj\u00eb biznes.<\/p>\n<p>\u201cKontrolli b\u00ebhet p\u00ebr \u00e7do konteiner, sidomos p\u00ebr ata me mish, q\u00eb vijn\u00eb nga zonat e Brazilit, t\u00eb Argjentin\u00ebs etj. Jan\u00eb futur t\u00eb t\u00ebr\u00eb n\u00eb nj\u00eb thes\u201d.<\/p>\n<h4 class=\"wp-block-heading\"><strong>Autoriteti i Aviacionit Civil, ark\u00ebtime pa kontroll<\/strong><\/h4>\n<p>N\u00eb vitin 2010 Shqip\u00ebria ngriti si institucion publik, jo-buxhetor Autoritetin e Aviacionit Civil (AAC). Detyra e tij \u00ebsht\u00eb mbik\u00ebqyrja e veprimtarive t\u00eb transportit ajror p\u00ebrmes vet\u00eb-financimit, q\u00eb vilet nga tarifa e siguris\u00eb, tarifa\u00a0<em>en route<\/em>\u00a0dhe nga licenca t\u00eb operator\u00ebve. T\u00eb ardhurat kryesore vijn\u00eb nga tarifa e siguris\u00eb prej 4 eurosh, q\u00eb paguan \u00e7do pasagjer q\u00eb udh\u00ebton jasht\u00eb vendit.<\/p>\n<p>Nga kjo, 1 euro i shkon AAC-s\u00eb. N\u00eb vitin 2022 t\u00eb ardhurat nga kjo tarif\u00eb ishin 1.95 milion\u00eb euro, nd\u00ebrsa vitin e shkuar shuma arriti n\u00eb 3.2 milion\u00eb euro.<\/p>\n<p>Rritja e numrit t\u00eb pasagjer\u00ebve ka shtuar t\u00eb ardhurat p\u00ebr AAC, duke i lejuar t\u00eb krijoj\u00eb fonde t\u00eb mbartura n\u00eb vler\u00ebn 780 mij\u00eb euro n\u00eb fund t\u00eb vitit 2022 dhe 1.7 milion\u00eb euro gjat\u00eb vitit t\u00eb shkuar. Rritja e fitimit n\u00eb shum\u00ebn 1 milion euro p\u00ebr vitin 2023 nuk \u00ebsht\u00eb transmetuar n\u00eb rishikimin e tarifave, si\u00e7 e sanksionon Kodi Ajror dhe\u00a0<em>Ligji p\u00ebr Autoritetin e Aviacionit Civil<\/em>. Ky parim \u00ebsht\u00eb n\u00ebnvizuar edhe n\u00eb pasqyrat financiare, t\u00eb audituara nga grupi i ekspert\u00ebve kontab\u00ebl n\u00eb nj\u00eb let\u00ebr drejtuar Ministris\u00eb s\u00eb Infrastruktur\u00ebs dhe Energjis\u00eb.<\/p>\n<p>\u201cT\u00eb ardhurat e realizuara, por t\u00eb pashp\u00ebrndara n\u00eb fund t\u00eb vitit t\u00eb par\u00eb, buxhetor mbarten p\u00ebr vitin pasardh\u00ebs dhe reflektohen n\u00eb nivelin e tarifave dhe t\u00eb ardhurat e parealizuara m\u00eb pas derdhen n\u00eb buxhetin e shtetit.\u201d<\/p>\n<p>T\u00eb pyetur nga\u00a0<em>INA<\/em>, zyrtar\u00eb t\u00eb AAC than\u00eb se tarifat\u00a0<em>en route<\/em>\u00a0jan\u00eb ulur, nga 55.81 euro n\u00eb vitin 2022, n\u00eb 48.87 euro gjat\u00eb k\u00ebtij viti, nd\u00ebrsa ajo e siguris\u00eb \u00ebsht\u00eb vendosur t\u00eb mbahet n\u00eb fondin rezerv\u00eb \u201cp\u00ebr t\u00eb kontrolluar rrezikun q\u00eb vjen si pasoj\u00eb e ngjarjeve t\u00eb paparashikuara, sikurse ishte rasti i\u00a0<em>COVID-19<\/em>.\u201d<\/p>\n<p>Grupi i auditimit i ka rekomanduar Aviacionit Civil, q\u00eb t\u00eb forcoj\u00eb sistemin e kontrollit p\u00ebr koncesionarin e Aeroportit t\u00eb Tiran\u00ebs, n\u00eb rolin q\u00eb ka si agjent tatimor p\u00ebr vjeljen e tarif\u00ebs s\u00eb siguris\u00eb.<\/p>\n<p>\u201cProcedura e faturimit t\u00eb siguris\u00eb s\u00eb TIA-s bazohet n\u00eb statistikat e t\u00eb dh\u00ebnave t\u00eb d\u00ebrguara nga TIA. Konstatojm\u00eb se p\u00ebr informacionin e d\u00ebrguar nga koncesionari nuk ka nj\u00eb procedur\u00eb p\u00ebr verifikimin e sakt\u00ebsis\u00eb s\u00eb t\u00eb dh\u00ebnave p\u00ebr k\u00ebt\u00eb q\u00ebllim.\u201d<\/p>\n<p>Kjo \u00ebsht\u00eb nj\u00eb nga arsyet q\u00eb grupi i audituesve ka vendosur q\u00eb opinioni p\u00ebr AAC t\u00eb jet\u00eb me \u201crezerv\u00eb\u201d.<\/p>\n<p>N\u00eb nj\u00eb p\u00ebrgjigje p\u00ebr\u00a0<em>INA<\/em>, Autoriteti tha se n\u00eb baz\u00eb t\u00eb k\u00ebtyre rekomandimeve \u00ebsht\u00eb ushtruar nj\u00eb kontroll m\u00eb 30 mars 2022, ku nuk \u00ebsht\u00eb konstatuar se numri i udh\u00ebtar\u00ebve raportohet sakt\u00eb.<\/p>\n<p>\u201cKur kalohet logjika ekonomike dhe nd\u00ebrtimi i tarifave nuk ka kontroll bazik, kthehet m\u00eb pas n\u00eb bumerang, q\u00eb rrit kostot dhe si rezultat, edhe tarifat p\u00ebr qytetar\u00ebt; q\u00eb kjo mos t\u00eb ndodh\u00eb, duhet q\u00eb t\u00eb funksionojn\u00eb hallkat e kontrollit financiar\u201d, \u2013 shprehet Eduart Gjokutaj nga\u00a0<em>Altax<\/em>.<\/p>\n<h4 class=\"wp-block-heading\"><strong>AAC dyfishon t\u00eb ardhurat, por edhe shpenzimet<\/strong><\/h4>\n<p>N\u00ebse dyfishimi i t\u00eb ardhurave p\u00ebr Autoritetin e Aviacionit Civil, nga 3.1 milion\u00eb euro n\u00eb vitin 2022, n\u00eb 7.4 milion\u00eb euro p\u00ebr vitin q\u00eb lam\u00eb pas, do t\u00eb ulte tarifat p\u00ebr pasagjer\u00ebt q\u00eb udh\u00ebtojn\u00eb nga Shqip\u00ebria p\u00ebrmes dy aeroporteve, atij t\u00eb Rinasit dhe atij t\u00eb Kuk\u00ebsit, ndodhi e kund\u00ebrta: agjencia vendosi q\u00eb t`i shtoj\u00eb shpenzimet, nga 2.8 milion\u00eb euro, q\u00eb ishin m\u00eb par\u00eb, n\u00eb 6.4 milion\u00eb.<\/p>\n<p>Biletat e udh\u00ebtimeve, t\u00eb cilat p\u00ebr vitin 2021 ishin 20 mij\u00eb euro, m\u00eb pas u shtuan n\u00eb 60 mij\u00eb euro n\u00eb vitin 2022, p\u00ebr t\u00eb kapur vler\u00ebn 100 mij\u00eb euro vitin e shkuar. Bashk\u00eb me shpenzimet p\u00ebr bileta, buxheti i AAC-s\u00eb planifikoi q\u00eb t\u00eb financoj\u00eb edhe 45 mij\u00eb euro p\u00ebr dieta dhe hotele.<\/p>\n<p>Rritja e t\u00eb ardhurave sh\u00ebrbeu gjithashtu q\u00eb dhe Aviacioni Civil t\u00eb niste rikonstruksionin e godin\u00ebs, ku p\u00ebr punime rehabilituese, lyerje, mobilie, dyer, dritare, kondicionim dhe p\u00ebr vendosjen e nj\u00eb kuzhine ngr\u00ebnieje jan\u00eb shpenzuar 125 mij\u00eb euro.<\/p>\n<p>Autoriteti i Aviacionit Civil ka rritur me 56% edhe shpenzimet p\u00ebr 80 punonj\u00ebsit e tij, nga 1.75 milion\u00eb euro n\u00eb 3.08 milion\u00eb euro. Fondi i pagave n\u00eb vitin 2023 u rrit n\u00eb 2 milion\u00eb euro, nga 1.5 milion\u00eb q\u00eb ishte n\u00eb vitin 2022. P\u00ebr vitin 2022 AAC nuk e dha fondin e shp\u00ebrblimeve, q\u00eb planifikoi n\u00eb fillim t\u00eb vitit, p\u00ebr t\u00eb dh\u00ebn\u00eb m\u00eb pas nj\u00eb fond t\u00eb dyfishuar gjat\u00eb vitit 2023, me vler\u00eb 400 mij\u00eb euro. Punonj\u00ebsit e Autoritetit t\u00eb Aviacionit Civil kan\u00eb t\u00eb siguruar jet\u00ebn dhe institucioni investon n\u00eb fondin e pensionit privat, p\u00ebrve\u00e7 sigurimeve shoq\u00ebrore, q\u00eb paguhen p\u00ebr skem\u00ebn komb\u00ebtare.
