{"id":83200,"date":"2024-06-26T11:19:35","date_gmt":"2024-06-26T11:19:35","guid":{"rendered":"https:\/\/rdnews.al\/?p=83200"},"modified":"2024-06-26T11:19:35","modified_gmt":"2024-06-26T11:19:35","slug":"pensionet-private-pensionet-e-se-ardhmes","status":"publish","type":"post","link":"https:\/\/rdnews.al\/index.php\/2024\/06\/26\/pensionet-private-pensionet-e-se-ardhmes\/","title":{"rendered":"\u201cPensionet Private, Pensionet e s\u00eb Ardhmes\u201c"},"content":{"rendered":"<p><strong>Nga Naim Hasa*<\/strong><\/p>\n<p>Pjes\u00eb e tregut financiar, pas viteve 2009, n\u00eb Shqip\u00ebri jan\u00eb b\u00ebr\u00eb edhe Pensionet Private.<\/p>\n<p>Aktualisht \u00ebsht\u00eb nj\u00eb treg i ri, ne zhvillim por me nj\u00eb mision mjaft t\u00eb r\u00ebnd\u00ebsish\u00ebm:\u00a0 \u201druajtjen e standartit t\u00eb jetes\u00ebs q\u00eb \u00e7do njeri ka arritur n\u00ebp\u00ebrjmet pun\u00ebs edhe gjat\u00eb mosh\u00ebs s\u00eb tret\u00eb\u201d.<\/p>\n<p>Sot, n\u00eb tregun e pensioneve private vullnetare ushtrojn\u00eb aktivitetin e tyre 6 fonde pensioni dhe kat\u00ebr shoq\u00ebri administrimi.<\/p>\n<p>Ky treg ka mbi 40 mij\u00eb an\u00ebtar\u00eb me afro 7 miliard\u00eb lek\u00eb asete ose mbi 68 milion\u00eb euro,\u00a0 me ritme rritje 1.4-1.5 her\u00eb \u00e7do vit.<\/p>\n<p>Por duhet pranuar se, pavar\u00ebsisht nga k\u00ebto rritje,\u00a0 jemi shum\u00eb larg zhvillimve q\u00eb ka ky treg n\u00eb Europ\u00eb e m\u00eb gjer\u00eb, qoft\u00eb edhe n\u00eb vendet rreth nesh si Maqedonia e Veriut, Kosova, Kroacia, Bullgaria etj, \u00e7ka tregon se nevoja p\u00ebr p\u00ebrkujdesje \u00ebsht\u00eb shum\u00eb e madhe si n\u00eb fush\u00ebn ligjore ashtu edhe at\u00eb institucionale.<\/p>\n<p>Ky zhvillim e fuqizim, b\u00ebhet akoma m\u00eb i domosdossh\u00ebm, duke marr\u00eb n\u00eb konsiderat\u00eb problematik\u00ebn q\u00eb mbart sistemi shtet\u00ebror i\u00a0 pensioneve.<\/p>\n<p>Sot problemet e pensioneve dhe sidomos dificitet financiare t\u00eb skemave shtet\u00ebrore, jan\u00eb nj\u00eb shqet\u00ebsim evident n\u00eb t\u00eb gjitha vendet. Kjo nd\u00ebr t\u00eb tjera edhe si rrjedhoj\u00eb e ritmeve me t\u00eb cilat rritet popullsia e tret\u00eb,si shkak i tre faktor\u00ebve:<\/p>\n<ol>\n<li><strong>a)<\/strong> t\u00eb rritjes s\u00eb jet\u00ebgjat\u00ebsis\u00eb s\u00eb popullat\u00ebs<\/li>\n<\/ol>\n<p><strong>b)<\/strong>t\u00eb r\u00ebnieve t\u00eb ritmeve t\u00eb lindjeve<\/p>\n<ol>\n<li><strong>c)<\/strong> emigracioni masiv i moshave t\u00eb pun\u00ebs<\/li>\n<\/ol>\n<p>K\u00ebto situata shtrojn\u00eb nevoj\u00ebn e domosdosshme t\u00eb reformimit t\u00eb sistemit t\u00eb pensioneve edhe n\u00eb Shqiperi, duke u fokusuar n\u00eb gjetjen e rrug\u00ebve te p\u00ebrshtatshme, duke krijuar p\u00ebrgjegj\u00ebsi te p\u00ebrbashk\u00ebt t\u00eb mbulimit t\u00eb nevojave jet\u00ebsore n\u00eb pleq\u00ebri, midis shtetit dhe individit.<\/p>\n<p>Nj\u00eb nga sistemet q\u00eb po fuksionon sot me sukses n\u00eb Europ\u00eb e m\u00eb gjer\u00eb, \u00ebsht\u00eb vendosja e sistemit t\u00eb Alternuar t\u00eb Pensioneve, me dy komponent t\u00eb r\u00ebnd\u00ebsish\u00ebm: nj\u00eb sistem publik baz\u00eb i konsoliduar dhe nj\u00eb sistem privat vetekapitalizues i zhvilluar, i detyruesh\u00ebm p\u00ebr brezin e ri dhe vullnetar p\u00ebr t\u00eb gjith\u00eb ata q\u00eb duan nj\u00eb pension m\u00eb t\u00eb lart\u00eb.<\/p>\n<p>Ky sistem, presupozon nj\u00eb ndarje t\u00eb kontributit n\u00eb dy pjes\u00eb, kontribut shoq\u00ebror p\u00ebr skem\u00ebn shtet\u00ebrore PAYG dhe kontribut individual p\u00ebr skem\u00ebn vet\u00ebkapitalizuese.<\/p>\n<p>P\u00ebr rrjedhoj\u00eb, p\u00ebrfitimet n\u00eb mosh\u00ebn e tret\u00eb vijn\u00eb nga dy burime, pension shtet\u00ebror aq sa shoq\u00ebria p\u00ebr vitet e pun\u00ebsimit e nivelit ekonomik afron dhe pension privat t\u00eb formuar nga kontributet e derdhura dhe fitimi i realizuar nga ivestimi i tyre.<\/p>\n<p>K\u00ebto modele krahas t\u00eb gjith\u00eb v\u00ebndeve t\u00eb zhvilluara si Austria, Gjermania, Franca, Italia etj, i gjejm\u00eb edhe n\u00eb Poloni, Hungari, Kroaci, Bullgari, Estoni, Rumani,\u00c7eki, Sllovaki, madje edhe ne Kosov\u00eb, Maqedonin\u00eb e Veriut, etj, t\u00eb cil\u00ebt sipas kushteve konkrete kan\u00eb b\u00ebr\u00eb ndarjen e kontributeve dhe ndjekin n\u00eb dinamik evolimin e k\u00ebtyre proceseve.<\/p>\n<p>Pensionet Private kan\u00eb si q\u00ebllim ruajtjen e standartit t\u00eb jetes\u00ebs q\u00eb \u00e7do njeri ka arritur n\u00ebp\u00ebrjmet pun\u00ebs edhe gjat\u00eb koh\u00ebs s\u00eb pensionit.<\/p>\n<p>Ato kryejn\u00eb dy funksione t\u00eb r\u00ebnd\u00ebsishme:<\/p>\n<ol>\n<li>Ofrojn\u00eb Pension Pleq\u00ebrie p\u00ebr ata q\u00eb nuk kan\u00eb kushte p\u00ebr Pension Shtet\u00ebror<\/li>\n<li>Ofrojn\u00eb pension shtes\u00eb mbi at\u00eb q\u00eb jep skema shtet\u00ebrore<\/li>\n<\/ol>\n<p>Pensionet private kan\u00eb nj\u00eb s\u00ebr\u00eb avantazhesh n\u00eb raport me skemat shtet\u00ebrore.<\/p>\n<p><strong>S\u00eb pari,<\/strong> ofrojn\u00eb p\u00ebrfitime 5 vjet m\u00eb par\u00eb se skemat shtet\u00ebrore,duke krijuar mundesine qe profesionet e veshtira si dhe ato persona qe ne kete mosh nuk gjejn vend ne tregun e punes te perfitojne nje pension.<\/p>\n<p><strong>S\u00eb dyti<\/strong>, ofrojn\u00eb p\u00ebrfitime m\u00eb t\u00eb larta se skema shtet\u00ebrore. Mbasi kontributet ivestohen n\u00eb istrumenta financiare afatgjata dhe me norma t\u00eb larta fitimi.<\/p>\n<p><strong>S\u00eb treti<\/strong>,\u00a0 shum\u00eb e r\u00ebnd\u00ebsishme dhe dalluese nga skemat shteterore \u00ebsht\u00eb edhe fakti q\u00eb perfitimet n\u00eb \u00e7do rast jan\u00eb t\u00eb trash\u00ebgueshme.<\/p>\n<p><strong>S\u00eb kat\u00ebrti<\/strong>, kan\u00eb nj\u00eb sistem fiskal mjaft favorizues. P\u00ebr ta b\u00ebr\u00eb sistemin m\u00eb t\u00eb pranuesh\u00ebm e nxites, sistemi fiskal q\u00eb vepron p\u00ebr Fondet e Pensioneve Private \u00ebsht\u00eb mjaft favorizues, ku kontributi p\u00ebr pension privat deri n\u00eb nivelin e pag\u00ebs minimale, zbritet nga t\u00eb ardhurat personale p\u00ebr efekt tatami, fitimi q\u00eb realizohet nga investimi i kontributeve nuk i n\u00ebnshtrohet tatimit dhe kontributet e pun\u00ebdh\u00ebn\u00ebsit (SUBJEKTIT) konsiderohen si shpenzime t\u00eb zbritshme p\u00ebr tatim mbi fitimin.<\/p>\n<p><strong>S\u00eb pesti<\/strong>, jan\u00eb mjaft transparente p\u00ebr an\u00ebtar\u00ebt e Fondit. Sistemi lejon q\u00eb \u00e7do an\u00ebtar t\u00eb njihet n\u00eb \u00e7do kohe me kontributet e derdhura, fitimin e realizuar dhe t\u00eb jete i lir\u00eb p\u00ebr t\u00eb vepruar me asetet q\u00eb ka n\u00eb fond.<\/p>\n<p>K\u00ebto jan\u00eb edhe\u00a0 arsyet q\u00eb sot pensionet private (vet\u00ebkapitalizuese) po zhvillohen me ritme t\u00eb larta n\u00eb t\u00eb gjith\u00eb v\u00ebndet e bot\u00ebs, duke u b\u00ebr\u00eb nj\u00eb domosdosshm\u00ebri e kohes.<\/p>\n<p>P\u00ebr kushtet e\u00a0 Shqip\u00ebris\u00eb, mendojm\u00eb q\u00eb futja e sistemit privat paraqitet si m\u00eb i p\u00ebrshtatsh\u00ebm e funksional, mbasi:<\/p>\n<ul>\n<li><strong>S\u00eb pari, <\/strong>n\u00eb Shqip\u00ebri afro 75-80% e GDP vijn\u00eb nga sektori privat, prandaj ska asnj\u00eb arsye t\u00eb mos vler\u00ebsohet edhe n\u00eb k\u00ebt\u00eb fush\u00eb.<\/li>\n<\/ul>\n<ul>\n<li><strong>S\u00eb dyti<\/strong>, Shqip\u00ebria \u00ebsht\u00eb nj\u00eb v\u00ebnd Europian dhe p\u00ebrafrimi i ligjislacionit edhe n\u00eb fush\u00ebn e sigurimeve shoq\u00ebrore \u00ebsht\u00eb kusht p\u00ebr tu an\u00ebtar\u00ebsuar n\u00eb k\u00ebt\u00eb<\/li>\n<\/ul>\n<ul>\n<li><strong>S\u00eb treti<\/strong>, k\u00ebto skema, p\u00ebr vet\u00eb konfigurimin e tyre ndihmojn\u00eb m\u00eb mir\u00eb ekonomin\u00eb e v\u00ebndit duke mobilizuar parat e lira t\u00eb popullat\u00ebs n\u00ebp\u00ebrmjet investimeve t\u00eb tyre n\u00eb instrumenta financiar afatgjat\u00eb 5-10-15 vje\u00e7are (Obligacione Shtet\u00ebrore).<\/li>\n<\/ul>\n<p>Vendosja e sistemit t\u00eb detyruesh\u00ebm privat t\u00eb pensioneve duke ndar\u00eb 3-5% t\u00eb kontributit p\u00ebr skemat vet\u00ebkapitalizuese kusht\u00ebzohet edhe nga nevoja q\u00eb ka shteti Shqip\u00ebtar p\u00ebr burime financiare. N\u00ebp\u00ebrmjet vendosjes s\u00eb skem\u00ebs vet\u00ebkapitalizuese rriten investimet n\u00eb ekonomi duke\u00a0 mobilizuar asetet e t\u00eb siguruarve q\u00eb jan\u00eb investuar ne obligacione shtet\u00ebrore afatgjat\u00eb, 5-10-15 vje\u00e7are.<\/p>\n<p>Nga shifrat q\u00eb publikon Instituti i Sigurimeve Shoq\u00ebrore, nga disa p\u00ebrllogaritje, n\u00eb k\u00ebto skema p\u00ebr nj\u00eb vit grumbullohen 13.5 miliard\u00eb lek\u00eb, ose 96.5 milion\u00eb Euro, t\u00eb cilat rriten \u00e7do vit progresivisht dhe vet\u00ebm pas 10 viteve ato arrijn\u00eb n\u00eb 230-250 miliard\u00eb lek\u00eb ose 1.750 milion\u00eb Euro.<\/p>\n<p>Mund\u00ebsia e mobilizimit t\u00eb tyre p\u00ebr ekonomin\u00eb e v\u00ebndit do t\u00eb k\u00ebrkonte q\u00eb t\u00eb specifikohet n\u00eb ligj, si shum\u00eb v\u00ebnde n\u00eb zhvillim q\u00eb 10 vitet e para t\u00eb investohet vet\u00ebm n\u00eb instrumenta financiar br\u00ebnda v\u00ebndit.<\/p>\n<p>Fondet e pensioneve private jan\u00eb nj\u00eb domosdoshm\u00ebri aq urgjente, sa nuk mund te presin sa t\u00eb zhvillohet mjedisi i tregut t\u00eb kapitaleve vendas p\u00ebr t\u00eb filluar aktivitetin e tyre, p\u00ebrkundrazi, si n\u00eb shum\u00eb v\u00ebnde Europiane\u00a0 n\u00eb zhvillim, do jen\u00eb pik\u00ebrisht\u00a0 ato q\u00eb do t\u00eb kusht\u00ebzojn\u00eb krijimin e zhvillimin e\u00a0 k\u00ebtij tregu.<\/p>\n<p>Pjes\u00eb shum\u00eb e r\u00ebnd\u00ebsishme\u00a0 e veprimtaris\u00eb s\u00eb aktivitetit t\u00eb fondeve t\u00eb pensioneve private jan\u00eb edhe ivestimi i kontributeve t\u00eb an\u00ebtar\u00ebve.<\/p>\n<p>Kontributet e tyre investohen me synim p\u00ebr t\u00eb rritur kthimin nga investimi dhe p\u00ebr tu siguruar atyre nj\u00eb t\u00eb ardhme t\u00eb sigurt.<\/p>\n<p>N\u00eb ligj jan\u00eb t\u00eb p\u00ebrcaktuara qart\u00eb llojet e instrumenteve financiare dhe t\u00eb \u00e7do aseti tjet\u00ebr, n\u00eb t\u00eb cilin mund t\u00eb investohet fondi i pensionit, kufijt dhe rregullat p\u00ebr ruajtjen e tyre. Shoq\u00ebrit\u00eb administruese, n\u00eb zbatim t\u00eb k\u00ebrkesave ligjore ka ngritur struktura te specializuara q\u00eb ndjekin mbar\u00ebvajtjen e ketij procesi.<\/p>\n<p>Investimi b\u00ebhet n\u00eb p\u00ebrputhje me disa parime t\u00eb r\u00ebnd\u00ebsishme, si\u00e7 \u00ebsht\u00eb ai i <strong>siguris\u00eb <\/strong>ku asetet e fondit investohen n\u00eb instrumenta me kredibilitet t\u00eb lart\u00eb i<strong> diversifikimit t\u00eb portofolit,<\/strong> ku asetet e Fondit investohen n\u00eb instrumenta t\u00eb llojeve dhe karakteristikave t\u00eb ndryshme,<strong> i ruajtjes s\u00eb nivelit t\u00eb mjaftuesh\u00ebm te likuiditetit <\/strong>per te garantuar n\u00eb \u00e7do rast pagesat e an\u00ebtar\u00ebve, etj.<\/p>\n<p>Aktualisht asetet e an\u00ebtar\u00ebve n\u00eb fondet e pensionit privat jan\u00eb t\u00eb investuara n\u00eb instrumenta financiare shtet\u00ebrore, si\u00e7 jan\u00eb ato t\u00eb obligacioneve t\u00eb qeverise Shqiptare me maturim t\u00eb gjat\u00eb 5,7, 10 e 15 vje\u00e7ar, nga ku \u00ebsht\u00eb siguruar nj\u00eb norm\u00eb e k\u00ebnaqshme t\u00eb kthimit t\u00eb investimit.<\/p>\n<p>Nj\u00eb aspekt shum\u00eb i r\u00ebnd\u00ebsish\u00ebm i veprimtaris\u00eb s\u00eb fondeve t\u00eb pensionit privat \u00ebsht\u00eb edhe mbrojtja e aseteve t\u00eb an\u00ebtar\u00ebve. N\u00eb ligj \u00ebsht\u00eb p\u00ebrcaktuar qart\u00eb tre pika q\u00eb sigurojn\u00eb e garantojn\u00eb asetet e anetar\u00ebve ku:<\/p>\n<p><strong>S\u00eb pari<\/strong>, asetet e\u00a0 nuk mund\u00a0 t\u00eb jen\u00eb pjes\u00eb e procedurave t\u00eb falimentimit,<\/p>\n<p><strong>S\u00eb dyti<\/strong>, ato nuk mund t\u00eb jen\u00eb pjes\u00eb e ekzekutimeve, sekuestrove etj t\u00eb kreditor\u00ebve t\u00eb Shoq\u00ebris\u00eb Administruese<\/p>\n<p><strong>S\u00eb treti<\/strong>, \u00ebsht\u00eb absolutisht e pavlefsheme \u00e7do p\u00ebrpjekje p\u00ebr t\u00eb l\u00ebn\u00eb si garanci ose p\u00ebr t\u00eb p\u00ebrdorur p\u00ebr q\u00ebllime t\u00eb ngjashme asetet e pensionit t\u00eb an\u00ebtarit t\u00eb fondit t\u00eb pensionit ose p\u00ebr t\u2019i b\u00ebr\u00eb objekt ekzekutimi apo pjes\u00eb t\u00eb falimentimit t\u00eb mundsh\u00ebm.<\/p>\n<p>Vler\u00ebsojm\u00eb shum\u00eb ligjin e ri p\u00ebr \u201cFondet e Pensioneve Private\u201d me t\u00ebr\u00eb kompleksitetin e vet\u00eb, q\u00eb Autoriteti Mbikqyrjes Financiare, bashk\u00eb me grupet e interesit miratoi s\u00eb fundmi n\u00eb Parlament.<\/p>\n<p>Mendoj se ky ligj \u00ebsht\u00eb m\u00eb i <strong>pranuesh\u00ebm <\/strong>p\u00ebr koh\u00ebn, duke i b\u00ebr\u00eb pal\u00ebt pjes\u00ebmarr\u00ebse m\u00eb t\u00eb interesuara, duke p\u00ebrshkruar siguri, garanci e interes n\u00ebp\u00ebrmjet sistemit fiskal.<\/p>\n<p>\u00cbsht\u00eb m\u00eb i plot\u00eb duke lejuar fondet e pensionit t\u00eb <strong>hapura<\/strong> p\u00ebr t\u00eb gjith\u00eb individ\u00ebt e subjektet e t\u00eb <strong>mbyllura <\/strong>p\u00ebr grupe t\u00eb caktuara.<\/p>\n<p>\u00cbsht\u00eb nj\u00eb ligj i azhornuar me dispozitat nd\u00ebrkomb\u00ebtare q\u00eb rregullojn\u00eb mar\u00ebr\u00ebdh\u00ebniet n\u00eb k\u00ebt\u00eb fush\u00eb.<\/p>\n<p>Por mendoj se, n\u00eb vij\u00ebmsi duhen par\u00eb me kujdes dipozitat q\u00eb stimulojn\u00eb subjektet, ve\u00e7an\u00ebrisht ato me profesione t\u00eb v\u00ebshtira apo biznese t\u00eb medha, p\u00ebr ti motivuar e krijuar mund\u00ebsin\u00eb p\u00ebr fuksionimin e Fondeve Profesionale.<\/p>\n<p><strong><u>DISA NGA MASAT\u00a0 Q\u00cb MENDOJM\u00cb SE DUHET T\u00cb MERREN N\u00cb FUSH\u00cbN E PENSIONEVE<\/u><\/strong><\/p>\n<p>Mendoj se gjendja dihet, nuk do shum\u00eb koment. E r\u00ebnd\u00ebsishme \u00ebsht\u00eb ajo \u00e7far\u00eb do t\u00eb b\u00ebjm\u00eb.<\/p>\n<p>Nd\u00ebr masat q\u00eb duhet t\u00eb merren p\u00ebr p\u00ebrmir\u00ebsimin e tregut t\u00eb pensoneve mund t\u00eb themi me bindje t\u00eb plot\u00eb \u00ebsht\u00eb <strong>zhvillimi i skemave private vet\u00ebkapitalizuese t\u00eb pensioneve<\/strong>.<\/p>\n<p>Me t\u00eb drejt\u00eb sot ky sistem konsiderohet si nj\u00eb k\u00ebrkes\u00eb e domosdosshme e koh\u00ebs.<\/p>\n<p>Legjislacioni shqiptar aktualisht lejon fuksionimin e dy sistemeve (kolonave): Sistemi shteteror dhe ai privat vullnetar suplementar.<\/p>\n<p>P\u00ebr t\u00eb rritur shkall\u00ebn e z\u00ebvend\u00ebsimit (raportin midis pag\u00ebs masatare me pensionin mesatar), i cili aktualisht \u00ebsht\u00eb 35-40%, kundrejt 70 &#8211; 75% q\u00eb duhet t\u00eb jet\u00eb, k\u00ebrkohet t\u00eb zhvillohen skemat private.<\/p>\n<p><strong>S\u00eb pari<\/strong>, t\u00eb inkurajohet skema vullnetare suplementare.
