Ndryshe nga format e p\u00ebrdorur deri me tani p\u00ebrmes tenderit klasik ose Partneritetit Publik Privat n\u00eb rrug\u00ebn e Arbrit dhe at\u00eb Orikum-Dukat, ku nd\u00ebrtimi \u00ebsht\u00eb financuar gjithmon\u00eb nga parat\u00eb e qytetar\u00ebve, Thuman\u00eb-Kashar \u00ebsht\u00eb nj\u00eb autostrad\u00eb p\u00ebr nd\u00ebrtimin e t\u00eb cil\u00ebs taksapaguesit nuk kan\u00eb paguar asgj\u00eb, p\u00ebrve\u00e7 kostove t\u00eb shpron\u00ebsimit, q\u00eb jan\u00eb gjithmon\u00eb t\u00eb shtetit. Ky \u00ebsht\u00eb nj\u00eb ndryshim jo i vog\u00ebl.<\/p>\n<p>Kompania koncesionare e ka nd\u00ebrtuar rrug\u00ebn me kapitalet e saj dhe kredit\u00eb q\u00eb ka marr\u00eb n\u00eb banka. N\u00eb k\u00ebmbim ajo do t\u00eb ket\u00eb t\u00eb drejt\u00ebn e mbledhjes s\u00eb pages\u00ebs 2.1 euro p\u00ebr \u00e7do mjet n\u00eb 35 vitet e ardhshme. Dhe kjo formul\u00eb ngre problemin e p\u00ebrballueshm\u00ebris\u00eb. A \u00ebsht\u00eb tarifa 2.1 euro, e cila s\u00eb bashku me TVSH-n\u00eb shkon 2.5 euro, e p\u00ebrballueshme p\u00ebr standardin e jetes\u00ebs s\u00eb shqiptar\u00ebve?<\/p>\n<p>N\u00eb vendin fqinj t\u00eb Italis\u00eb, tarifat e kalimit n\u00eb autostrada variojn\u00eb sipas zonave dhe v\u00ebshtir\u00ebsis\u00eb s\u00eb nd\u00ebrtimit t\u00eb rrug\u00ebs. Por mesatarja e tyre n\u00eb rang komb\u00ebtar luhatet n\u00eb rreth 7 cent t\u00eb euros p\u00ebr kilomet\u00ebr. Nd\u00ebrkoh\u00eb n\u00eb Thuman\u00eb-Kashar, kostoja e kalimit do t\u00eb jet\u00eb 10 cent p\u00ebr kilomet\u00ebr ose 30 p\u00ebr qind m\u00eb e lart\u00eb n\u00eb vler\u00eb absolute dhe shum\u00eb m\u00eb teper n\u00eb vler\u00eb relative, n\u00ebse merret parasysh standardi i mir\u00ebq\u00ebnies s\u00eb dy vendeve. N\u00eb rastin e Thuman\u00eb-Kashar, qytetar\u00ebt do t\u00eb ken\u00eb gjithmon\u00eb t\u00eb drejt\u00ebn t\u00eb p\u00ebrdorin rrug\u00ebn q\u00eb \u00ebsht\u00eb sot, e cila mbetet pa pages\u00eb. Ndaj strikt, \u00e7\u00ebshtja e tarif\u00ebs n\u00eb k\u00ebt\u00eb rast \u00ebsht\u00eb m\u00eb shum\u00eb vendimarrje biznesi, n\u00eb loj\u00ebn e ekuilbrit k\u00ebrkes\u00eb-ofert\u00eb si \u00e7do mall n\u00eb treg, me kushtin thelb\u00ebsor q\u00eb publikut t\u2019i ruhet rruga ekzistuese n\u00eb parametrat optimal\u00eb.<\/p>\n<p>Privati mund t\u00eb mbaj\u00eb nj\u00eb tarif\u00eb t\u00eb lart\u00eb dhe t\u00eb ket\u00eb m\u00eb pak qarkullim n\u00eb rrug\u00eb ose t\u00eb vendos\u00eb nj\u00eb tarif\u00eb t\u00eb ul\u00ebt dhe t\u00eb ket\u00eb m\u00eb shum\u00eb mjete. Nd\u00ebrsa qytetar\u00ebt mund t\u00eb zgjedhin t\u00eb kalojn\u00eb n\u00eb rrug\u00ebn me pages\u00eb n\u00ebse kostot q\u00eb u shkurtohen jan\u00eb m\u00eb t\u00eb larta se tarifa ose t\u00eb p\u00ebrdorin rrug\u00ebn ekzistuese n\u00ebse mendojn\u00eb se tarifa \u00ebsht\u00eb m\u00eb e madhe se kursimi n\u00eb kosto. N\u00eb k\u00ebt\u00eb \u00e7\u00ebshtje debati i v\u00ebrtet\u00eb \u00ebsht\u00eb vet\u00ebm nj\u00eb. Pse shqiptar\u00ebt t\u00eb mos ken\u00eb autostrada pa pages\u00eb? Pse qytetar\u00ebt e Veriut sot dhe ata t\u00eb Jugut dhe Shqip\u00ebris\u00eb s\u00eb Mesme nes\u00ebr duhet t\u00eb paguajn\u00eb para p\u00ebr t\u00eb kaluar n\u00eb autostrada? Pse ato t\u00eb mos nd\u00ebrtohen nga buxheti dhe t\u00eb jen\u00eb falas, por duhet t\u00eb koncesiohen me pages\u00eb. Kjo \u00ebsht\u00eb mir\u00ebfilltazi nj\u00eb vendimarrje politike.<\/p>\n<p>N\u00eb bot\u00ebn e zhvilluar sot ka dy modele. I pari \u00ebsht\u00eb modeli gjerman, ku autostradat nd\u00ebrtohen me parat\u00eb e buxhetit dhe jan\u00eb t\u00eb gjitha pa pages\u00eb p\u00ebr qytetar\u00ebt. Nd\u00ebrsa modeli i dyt\u00eb \u00ebsht\u00eb ai italian, francez etj, ku shteti nd\u00ebrton vet\u00ebm infrastruktur\u00ebn baz\u00eb, nd\u00ebrsa autostradat jan\u00eb nd\u00ebrtuar nga privat\u00ebt dhe kalohen me pages\u00eb. Qeveria shqiptare ka zgjedhur modelin e dyt\u00eb, por jo n\u00eb m\u00ebnyr\u00eb t\u00eb ndershme. P\u00ebr dy arsye.<\/p>\n<p>S\u00eb pari, ka akse ky\u00e7e t\u00eb vendit, si rruga e Kombit, t\u00eb cilat edhe pse nuk kan\u00eb alternativ\u00eb, jan\u00eb b\u00ebr\u00eb me pages\u00eb. K\u00ebtu pagesa merr form\u00ebn e kostos detyruese. Ndaj n\u00eb k\u00ebt\u00eb rast formula m\u00eb e p\u00ebrshtatshme do t\u00eb ishte ajo e mir\u00ebmbajtjes m\u00eb pages\u00eb buxhetore, jo me tarif\u00eb kalimi. Pavar\u00ebsisht n\u00ebse sh\u00ebrbimi i mir\u00ebmbajtjes koncesionohet apo prokurohet me tender klasik.<\/p>\n<p>S\u00eb dyti, q\u00eb \u00ebsht\u00eb edhe m\u00eb e r\u00ebnd\u00ebsishmja, trar\u00ebt e pagesave ndryshojn\u00eb rregullat e loj\u00ebs. Qeveria duhet sa m\u00eb par\u00eb t\u00eb heq\u00eb taks\u00ebn e qarkullimit, e cila paguhet 35.4 lek\u00eb p\u00ebr \u00e7do lit\u00ebr naft\u00eb q\u00eb qytetar\u00ebt blejn\u00eb n\u00eb treg. Ky \u00ebsht\u00eb taksim i dyfisht\u00eb dhe tashm\u00eb me vendosjen e trar\u00ebve n\u00eb rrug\u00eb, taksa e qarkullimit \u00ebsht\u00eb qartazi antikushtetuese.<\/p>\n<p>Sot t\u00eb gjith\u00eb qytetar\u00ebt e veriut t\u00eb Shqip\u00ebris\u00eb po paguajn\u00eb nj\u00eb taks\u00eb antikushtetuese. Ky \u00ebsht\u00eb shkopi i qeveris\u00eb, i cili dhemb m\u00eb shum\u00eb se trar\u00ebt e oligarkis\u00eb. Kurse llogarit\u00eb e kamionave dhe batalionave, t\u00eb cilat krahasojn\u00eb parat\u00eb e shpenzuara sot me ato t\u00eb fituara p\u00ebr 35 vjet, pa marr\u00eb parasysh koston e kapitalit, vler\u00ebn n\u00eb koh\u00eb t\u00eb paras\u00eb apo shpenzimet e funksionimit jan\u00eb populiz\u00ebm, p\u00ebrvecse tollovi padije ekonomike.\u00a0 P\u00ebr shembull, me 1 milion\u00eb lek\u00eb 30 vite m\u00eb para blije apartamente dhe dyqane n\u00eb qendr\u00ebn e Tiran\u00ebs.
