Kjo edhe pse jemi nd\u00ebr vendet m\u00eb t\u00eb varfra t\u00eb rajonit dhe Europ\u00ebs, th\u00ebn\u00eb ndryshe me pag\u00ebn m\u00eb t\u00eb ul\u00ebt mesatare dhe minimale dhe t\u00eb ardhurat m\u00eb t\u00eb ul\u00ebta t\u00eb disponueshme p\u00ebr frym\u00eb.<\/p>\n<p>Sipas renditjes s\u00eb Global Petrol Price, ne jemi vendi i 11 n\u00eb bot\u00eb p\u00ebr \u00e7mimin m\u00eb t\u00eb lart\u00eb t\u00eb naft\u00ebs, me 1.93 dollar\u00eb p\u00ebr lit\u00ebr. Me k\u00ebt\u00eb nivel \u00e7mimi, nafta dhe benzina shiten te ne shum\u00eb m\u00eb shtrenjt\u00eb se n\u00eb t\u00eb gjitha vendet e tjera t\u00eb rajonit. N\u00eb Ballkanin Per\u00ebndimor, vendi me \u00e7mimin m\u00eb t\u00eb lir\u00eb t\u00eb naft\u00ebs \u00ebsht\u00eb shum\u00eb af\u00ebr nesh, Maqedonia e Veriut me 1.43 dollar\u00eb p\u00ebr lit\u00ebr.<\/p>\n<p>\u201cKarburantet jan\u00eb shitur gjithmon\u00eb shum\u00eb shtrenjt\u00eb n\u00eb Shqip\u00ebri. Nj\u00eb treg q\u00eb ka xhiruar milion\u00eb euro dhe ka qen\u00eb me leverdi p\u00ebr operator\u00ebt privat\u00eb dhe qeverin\u00eb, pasi taksat q\u00eb mblidhen n\u00eb \u00e7do lit\u00ebr naft\u00eb jan\u00eb t\u00eb sigurta p\u00ebr buxhetin e shtetit dhe leht\u00ebsisht t\u00eb llogaritshme. Nga ana tjet\u00ebr, pasojat i kan\u00eb vuajtur drejtuesit e mjeteve dhe t\u00eb gjith\u00eb qytetar\u00ebt, pasi nafta \u00ebsht\u00eb l\u00ebnda baz\u00eb n\u00eb prodhimin e pjes\u00ebs m\u00eb t\u00eb madhe t\u00eb produkteve dhe sh\u00ebrbimeve.<\/p>\n<p>Ekspert\u00ebt e ekonomis\u00eb rendisin disa arsye q\u00eb shpjegojn\u00eb pse \u00e7mimet e karburanteve jan\u00eb n\u00eb nivele t\u00eb tilla, kaq t\u00eb larta n\u00eb Shqip\u00ebri. Mungesa e kontrollit t\u00eb tregut nga institucionet shtet\u00ebrore \u00ebsht\u00eb faktori kryesor sipas tyre, q\u00eb kusht\u00ebzon nj\u00eb situat\u00eb t\u00eb till\u00eb kaq diskriminuese p\u00ebr qytetar\u00ebt. Ata shpjegojn\u00eb se kompanit\u00eb abuzojn\u00eb me \u00e7mimin dhe askush nuk i kontrollon.<\/p>\n<p>Kjo \u00ebsht\u00eb edhe arsyeja, pse n\u00eb vite n\u00eb Shqip\u00ebri ka ndodhur nj\u00eb dukuri, q\u00eb tashm\u00eb duket se nuk shqet\u00ebson ask\u00ebnd. Nd\u00ebrsa n\u00eb tregjet financiare nd\u00ebrkomb\u00ebtare \u00e7mimi i naft\u00ebs \u00ebsht\u00eb ulur, n\u00eb Shqip\u00ebri kjo nuk \u00ebsht\u00eb reflektuar fare ose \u00ebsht\u00eb reflektuar n\u00eb m\u00ebnyr\u00eb thuajse t\u00eb pandjeshme. Por sipas tyre, Autoriteti i Konkurrenc\u00ebs, institucioni q\u00eb me ligj monitoron tregun dhe e mbron nga situata t\u00eb tilla abuzuese nuk ka arritur t\u00eb v\u00ebrtetoj\u00eb at\u00eb q\u00eb ndodh realisht.<\/span><\/p>\n<p>Abuzimet me \u00e7mimet n\u00eb treg dhe mungesa e kontrolleve nga institucionet jan\u00eb dy arsyet e para pse shqiptar\u00ebt I paguajn\u00eb shtrenjt\u00eb naft\u00ebn dhe benzin\u00ebn. Nj\u00eb tjet\u00ebr faktor i r\u00ebnd\u00ebsish\u00ebm jan\u00eb taksat e larta. T\u00eb gjitha qeverit\u00eb, n\u00eb vite, kan\u00eb rritur dhe shtuar taksat mbi karburantet. Nj\u00eb fatur\u00eb e r\u00ebnd\u00eb q\u00eb e paguajm\u00eb t\u00eb gjith\u00eb ne dhe q\u00eb po shkon, jo vet\u00ebm p\u00ebr t\u00eb mbushur buxhetin e shtetit, por edhe p\u00ebr llogari private. Kjo duke pasur parasysh se nj\u00eb pjes\u00eb e taksave jan\u00eb p\u00ebr sh\u00ebrbime t\u00eb ofruara nga koncensionar\u00ebt n\u00eb tregun e karburanteve.<\/p>\n<p>Aktualisht qytetar\u00ebt shqiptar\u00eb paguajn\u00eb plot 8 taksa mbi \u00e7mimin e karburanteve, \u00e7ka p\u00ebrb\u00ebn nj\u00eb rast t\u00eb paprecedent\u00eb, jo vet\u00ebm n\u00eb Evrop\u00eb por edhe n\u00eb shkall\u00eb globale. Por cilat jan\u00eb taksat q\u00eb paguhen aktualisht mbi karburantet dhe sa r\u00ebndojn\u00eb ato n\u00eb \u00e7mimin final?<\/p>\n<p>N\u00eb \u00e7do lit\u00ebr naft\u00eb q\u00eb shitet n\u00eb treg, qeveria shqiptare mbledh 38 lek\u00eb akciz\u00eb, 27 lek\u00eb taks\u00eb qarkullimi, 3 lek\u00eb taks\u00eb karboni dhe 7 deri n\u00eb 10 lek\u00eb taks\u00eb riliencimi.<\/p>\n<p>K\u00ebtyre kat\u00ebr taksave q\u00eb shkojn\u00eb n\u00eb buxhetin e shtetit u shtohen dy t\u00eb tjera q\u00eb paguhen p\u00ebr koncesionar\u00ebt privat\u00eb. Ato jan\u00eb tarifa e markimit dhe ajo e skanimit, t\u00eb cilat t\u00eb dyja bashk\u00eb r\u00ebndojn\u00eb 3 lek\u00eb n\u00eb \u00e7do lit\u00ebr karburant. K\u00ebtyre dy tarifave private iu shtohet edhe tarifa e kontrollit t\u00eb pompave, 2 lek\u00eb p\u00ebr \u00e7do lit\u00ebr karburant. N\u00eb fund, mbi kat\u00ebr taksat shtet\u00ebrore dhe tre private, shtohet edhe tatimi mbi vler\u00ebn e shtuar. TVSH-ja mbi naft\u00ebn \u00ebsht\u00eb 20 p\u00ebr qind e \u00e7mimit final, ose rreth 30 lek\u00eb p\u00ebr lit\u00ebr. Kjo e \u00e7on barr\u00ebn totale t\u00eb taksave q\u00eb qytetar\u00ebt paguajn\u00eb p\u00ebr nj\u00eb lit\u00ebr naft\u00eb plot 113 lek\u00eb.<\/p>\n<p>Pra n\u00eb nj\u00eb lit\u00ebr naft\u00eb, q\u00eb sot n\u00eb treg shitet mesatarisht me rreth 187 lek\u00eb, vlera e produktit \u00ebsht\u00eb vet\u00ebm 74 lek\u00eb, nd\u00ebrsa 113 lek\u00eb jan\u00eb taksa, q\u00eb qytetar\u00ebt i paguajn\u00eb jo vet\u00ebm p\u00ebr qeverin\u00eb, por tashm\u00eb edhe p\u00ebr koncesionar\u00ebt privat\u00eb. Kjo \u00ebsht\u00eb dhe arsyeja kryesore se pse Shqip\u00ebri \u00ebsht\u00eb n\u00eb 11 vendet me \u00e7mimin m\u00eb t\u00eb lart\u00eb t\u00eb naft\u00ebs n\u00eb bot\u00eb, n\u00eb vler\u00eb absolute. Nd\u00ebrsa n\u00ebse krahasohet sipas fuqis\u00eb bler\u00ebse t\u00eb qytetar\u00ebve, Shqip\u00ebria \u00ebsht\u00eb vendi ku karburanti kushton me shtrenjt\u00eb se kudo tjet\u00ebr n\u00eb planet.<\/p>\n<p>\u00c7mimet e larta t\u00eb karburanteve r\u00ebndojn\u00eb jo pak buxhetet e qytetar\u00ebve, kostot e biznesit dhe rrjedhimisht, ekonomin\u00eb. (GR 4) Kjo pasi nafta dhe benzina ndikojn\u00eb drejtp\u00ebrdrejt\u00eb n\u00eb rritjen e kostove t\u00eb transportit, jo vet\u00ebm atyre q\u00eb zot\u00ebrojn\u00eb nj\u00eb automjet, por edhe rritjes s\u00eb \u00e7mimit t\u00eb biletave n\u00eb transportin urban dhe interurban. Nga ana tjet\u00ebr, karburantet jan\u00eb l\u00ebnd\u00eb e par\u00eb n\u00eb prodhimin e pjes\u00ebs m\u00eb t\u00eb madhe t\u00eb produkteve. Kjo do t\u00eb thot\u00eb se rriten kostot e prodhimit dhe rrjedhimisht, ato shkarkohen tek konsumatori me shtrenjtim t\u00eb \u00e7mimit t\u00eb produkteve.<\/p>\n<p>P\u00ebr shkak t\u00eb ndryshimit t\u00eb m\u00ebnyr\u00ebs s\u00eb jetes\u00ebs, t\u00eb pasurit e nj\u00eb makine nuk \u00ebsht\u00eb m\u00eb nj\u00eb luks. Kjo do t\u00eb thot\u00eb se qytetar\u00ebt po shpenzojn\u00eb gjithmon\u00eb e m\u00eb shum\u00eb p\u00ebr karburantet.<\/p>\n<p>Sipas t\u00eb dh\u00ebnave t\u00eb Institutit t\u00eb Statistikave, n\u00eb vitin 2021, transporti zinte 6.3% n\u00eb buxhetin mujor t\u00eb nj\u00eb familje. Kjo pesh\u00eb \u00ebsht\u00eb rritur n\u00eb vitin 2022, q\u00eb \u00ebsht\u00eb edhe e dh\u00ebna e fundit zyrtare, n\u00eb 6.9%.<\/p>\n<p>Zhvillimi i ekonomis\u00eb imponon nj\u00eb rritje t\u00eb konsumit t\u00eb karburanteve n\u00eb vend.
