Ekonomik\u00a0 si dhe <\/u><\/em>dhe LPP neni 126 pika 1 dhe VKM neni 89.<\/p>\n<p>Ish nr 2 i qeveris\u00eb Rama deklaroi se kompania shqiptare zbatoi kontrat\u00ebn p\u00ebr nd\u00ebrtimin e tunelit t\u00eb llogaras\u00eb n\u00eb mas\u00ebn 100% dhe kontraktori turk nuk u investua fare n\u00eb k\u00ebto punime nd\u00ebrtimore.<\/p>\n<p>N\u00ebse kjo ka ndodhur \u00ebsht\u00eb shkelje e t\u00eb pakt\u00ebn nenit 126 pika 2 t\u00eb LPP dhe nenit 89 t\u00eb VKM resektive p\u00eb rregullat\u00a0 e prokurimit publik ku nd\u00ebr t\u00eb tjera shkruhet:<\/p>\n<p><em><u>N\u00eb asnj\u00eb rast ZVK Balluku me an\u00eb t\u00eb Aktit normativ nr.17 dt 1 Dhjetor 2022 dhe aktit normativ nr.19 dt 29 dhjetor 2022, miratoi ndryshime n\u00eb buxhetin e shtetit p\u00ebr t\u2019i shtuar 50 milion\u00eb euro ministris\u00eb q\u00eb drejtonte vet\u00eb.<\/p>\n<p>Kontrolli i Lart\u00eb i Shtetit ka konstatuar se miratimi i akteve normative \u00ebsht\u00eb b\u00ebr\u00eb n\u00eb tejkalim afati dhe pa analiza t\u00eb detajuara.<\/p>\n<p>Sipas neni 101 t\u00eb Kushtetut\u00ebs s\u00eb Shqip\u00ebris\u00eb \u201cK\u00ebshilli i Ministrave, n\u00eb rast nevoje dhe urgjence, n\u00ebn p\u00ebrgjegj\u00ebsin\u00eb e tij, mund t\u00eb nxjerr\u00eb akte normative q\u00eb kan\u00eb fuqin\u00eb e ligjit, p\u00ebr marrjen e masave t\u00eb p\u00ebrkohshme.\u201d<\/p>\n<p>P\u00ebrdorimi i akteve normative p\u00ebr q\u00ebllime t\u00eb cilat nuk kan\u00eb lidhje me nevoja emergjence t\u00eb krijuara si pasoj\u00eb e pandemis\u00eb, krizave energjitike apo fatkeq\u00ebsit\u00eb natyrore krijojn\u00eb dyshime p\u00ebr q\u00ebllimin e v\u00ebrtet\u00eb t\u00eb tyre.<\/p>\n<p>Audituesit konstatuan pagesa pjesore t\u00eb faturave, n\u00eb kund\u00ebrshtim me ligjin nr. 9936 dat\u00eb 26.6.2008 \u201cMbi zbatimin e sistemit buxhetor n\u00eb Republik\u00ebn e Shqip\u00ebris\u00eb\u201d, i ndryshuar.\u201d dhe nj\u00eb nga pagesat \u00ebsht\u00eb b\u00ebr\u00eb pik\u00ebrisht p\u00ebr nd\u00ebrtimin e tunelit t\u00eb Llogaras\u00eb.<\/p>\n<p>Sipas spending data, kompania turke \u201cINTEKAR \u2013 ASL\u201d me p\u00ebrfaq\u00ebsues Abdulkadir Kart ish deputetin dhe mikun e presidentit Erdogan, deri n\u00eb 17 Korrik 2024 \u00ebsht\u00eb paguar 178 milion Euro nga Ministria e Infrastruktur\u00ebs p\u00ebr punimet e tunelit t\u00eb Llogaras\u00eb<\/p>\n<figure bashkim operator\u00ebsh pjes\u00eb e t\u00eb cilit ishte kompania Net Group shpk n\u00eb hije e ish Drejtorit t\u00eb ARRSH Evis Berberit i cili s\u00eb bashku me pronarin n\u00eb letra t\u00eb k\u00ebsaj shoq\u00ebrie u arrestuan\u00a0 p\u00ebr korrupsion dhe pastrim parash. Inertet e mbetjeve t\u00eb tunelit shtrihen p\u00ebrgjat\u00eb faqes s\u00eb malit duke shkat\u00ebrruar vitalitetin e bim\u00ebsis\u00eb s\u00eb eg\u00ebr t\u00eb zon\u00ebs.<\/p>\n<figure
