P\u00ebrdorimi p\u00ebr politik\u00eb i fondit t\u00eb investimeve la qendr\u00ebn e vendit n\u00eb Rajonin Fush\u00eb-Kruj\u00eb-Tiran\u00eb-Durr\u00ebs-Rinas me mungesa t\u00eb thella infrastrukturore, teksa investimet vijojn\u00eb t\u00eb p\u00ebrqendrohen n\u00eb skaje si n\u00eb Rrug\u00ebn e Arbrit, Tunelin e Llogoras\u00eb, Quk\u00ebs, Qaf\u00eb-Than\u00eb, Kor\u00e7\u00eb -Ersek\u00eb etj. Shmangia p\u00ebr dy dekada e projekteve n\u00eb Korridorin 8 dhe n\u00eb Korridorin 10 dhe l\u00ebnia pa zgjidhje e infrastruktur\u00ebs n\u00eb zon\u00ebn e qendr\u00ebs ka zbehur p\u00ebrfitimet e vendit, ka v\u00ebshtir\u00ebsuar l\u00ebvizjen dhe ka rritur kostot p\u00ebr popullsin\u00eb e qendr\u00ebs dhe t\u00eb Veriut.<\/strong><\/p>\n<p>N\u00eb vitin 2004, kompania austriake Strabag AG, nga m\u00eb t\u00eb m\u00ebdhat\u00eb n\u00eb Europ\u00eb, i propozoi qeveris\u00eb shqiptare nd\u00ebrtimin me koncesion t\u00eb Autostrad\u00ebs Thuman\u00eb-Rrogozhin\u00eb, kundrejt pages\u00ebs, p\u00ebr t\u00eb cil\u00ebn kishte gati edhe nj\u00eb studim fizibiliteti.<\/p>\n<p>Kat\u00ebr vite m\u00eb von\u00eb, e nj\u00ebjta kompani i propozoi qeveris\u00eb shqiptare nd\u00ebrtimin e Autostrad\u00ebs Durr\u00ebs-Tiran\u00eb-Elbasan, rreth 80 kilomet\u00ebr, me kosto 468 milion\u00eb euro.<\/p>\n<p>Kompania mori p\u00ebrsip\u00ebr nd\u00ebrtimin e akseve p\u00ebr nj\u00eb periudhe dyvje\u00e7are nga data e fillimit. Pasi kishte studiuar nevojat e Shqip\u00ebris\u00eb p\u00ebr transportin rrugor, kompania austriake vler\u00ebsoi se Shqip\u00ebria duhet t\u00eb investonte n\u00eb infrastruktur\u00ebn e autostradave t\u00eb kategoris\u00eb A fillimisht n\u00eb qendr\u00ebn e vendit, p\u00ebrkat\u00ebsisht nga Thumana n\u00eb Rrogozhin\u00eb dhe nga Durr\u00ebsi n\u00eb Elbasan, duke vler\u00ebsuar projeksionet p\u00ebr rritje t\u00eb madhe t\u00eb popullsis\u00eb dhe aktiviteteve ekonomike n\u00eb qendr\u00ebn e vendit.<\/p>\n<p>Kompania austriake Strabag AG, pas studimeve, vler\u00ebsoi k\u00ebto dy segmente me fizibilitet t\u00eb lart\u00eb p\u00ebr t\u2019u nd\u00ebrtuar, kundrejt pages\u00ebs (maksimumi 0.06 cent p\u00ebr kilomet\u00ebr) p\u00ebr shkak t\u00eb fluksit t\u00eb lart\u00eb t\u00eb l\u00ebvizjes. T\u00eb p\u00ebrzgjedhura sipas vler\u00ebs, n\u00eb krye t\u00eb projekteve m\u00eb t\u00eb shtrenjta q\u00ebndron Rruga e Arbrit, me financim buxhetor total 33,8 miliard\u00eb lek\u00eb, nga t\u00eb cilat jan\u00eb disbursuar deri n\u00eb fund t\u00eb marsit t\u00eb k\u00ebtij viti 15,2 miliard\u00eb lek\u00eb.<\/p>\n<p>N\u00eb vend t\u00eb dyt\u00eb p\u00ebr nga shuma e financimit buxhetor \u00ebsht\u00eb rind\u00ebrtimi i banesave individuale, me nj\u00eb vler\u00eb prej 27 miliard\u00eb lek\u00ebsh dhe m\u00eb pas n\u00eb renditje vijn\u00eb segmentet e Rrug\u00ebs s\u00eb Kombit nga Rr\u00ebshen-Kalimash me 21 miliard\u00eb lek\u00eb, Tuneli i Llogoras\u00eb me 20 miliard\u00eb lek\u00eb.<\/p>\n<p>Projektet me financimet m\u00eb t\u00eb m\u00ebdha t\u00eb viteve t\u00eb fundit jan\u00eb kontrata e koncesionit t\u00eb Rrug\u00ebs s\u00eb Kombit, investimet n\u00eb Unaz\u00ebn e Madhe t\u00eb Tiran\u00ebs, investimet n\u00eb Quk\u00ebs-Qaf\u00eb-Pllo\u00e7\u00eb, Kardhiq-Delvin\u00eb dhe Kor\u00e7\u00eb-Ersek\u00eb, n\u00eb infrastruktur\u00ebn e Jugut dhe sidomos n\u00eb Qarkun e Vlor\u00ebs.<\/p>\n<p>Inxhinieri Faruk Kaba thot\u00eb se k\u00ebto projekte investimesh duhej t\u00eb ishin zhvilluar pasi t\u00eb kishte p\u00ebrfunduar infrastruktura e qendr\u00ebs nga Thumana n\u00eb Rrogozhin\u00eb dhe nga Durr\u00ebsi n\u00eb Tiran\u00eb dhe Elbasan me bypass.<\/p>\n<p>P\u00ebr m\u00eb tep\u00ebr, ekspert\u00ebt pohojn\u00eb se moskontraktimi i nj\u00ebhersh\u00ebm i k\u00ebtyre akseve vet\u00ebm sa e r\u00ebndon situat\u00ebn, n\u00eb vend q\u00eb jap\u00eb zgjidhje.<\/p>\n<p>Hapja s\u00eb fundmi e autostrad\u00ebs Thuman\u00eb-Kashar, q\u00eb u nd\u00ebrtua me koncesion, n\u00eb vend q\u00eb t\u00eb leht\u00ebsoj\u00eb l\u00ebvizjen, e v\u00ebshtir\u00ebsoi m\u00eb shum\u00eb. I gjith\u00eb trafiku i Veriut shkarkohet n\u00eb Autostrad\u00ebn Tiran\u00eb-Durr\u00ebs, duke v\u00ebshtir\u00ebsuar l\u00ebvizjen n\u00eb k\u00ebt\u00eb aks, duke rritur kostot dhe duke mos kursyer koh\u00eb.<\/p>\n<p>Nisja mbrapsht e investimeve n\u00eb rrug\u00eb p\u00ebr t\u00eb ardhur nga periferia drejt qendr\u00ebs e ka nd\u00ebrlikuar qarkullimin, ka rritur kostot p\u00ebr qytetar\u00ebt dhe i ka b\u00ebr\u00eb m\u00eb t\u00eb v\u00ebshtira zgjidhjet.<\/p>\n<p>N\u00eb nj\u00eb koh\u00eb q\u00eb Shqip\u00ebria po shnd\u00ebrrohet n\u00eb nj\u00eb destinacion t\u00eb preferuar turistik n\u00eb Mesdhe, mungesa e rrug\u00ebve dhe transportit publik t\u00eb denj\u00eb po ndikon p\u00ebr keq edhe n\u00eb turiz\u00ebm.<\/p>\n<p><strong>Pasojat<\/strong><\/p>\n<p><em>Nisja mbrapsht e investimeve n\u00eb rrug\u00eb p\u00ebr t\u00eb ardhur nga periferia drejt qendr\u00ebs e ka nd\u00ebrlikuar qarkullimin, ka rritur kostot p\u00ebr qytetar\u00ebt dhe i ka b\u00ebr\u00eb m\u00eb t\u00eb v\u00ebshtira zgjidhjet. N\u00eb nj\u00eb koh\u00eb q\u00eb Shqip\u00ebria po shnd\u00ebrrohet n\u00eb nj\u00eb destinacion t\u00eb preferuar turistik n\u00eb Mesdhe, mungesa e rrug\u00ebve dhe transportit publik t\u00eb denj\u00eb po ndikon p\u00ebr keq edhe n\u00eb turiz\u00ebm.<\/em><\/p>\n<p><strong><b>Projektet n\u00eb zhvillim, gabimet q\u00eb po b\u00ebhen<\/b><\/strong><\/p>\n<p>Nj\u00eb nga ekspert\u00ebt e njohur t\u00eb rrug\u00ebve, q\u00eb k\u00ebrkoi t\u00eb ruaj\u00eb anonimatin, l\u00ebshoi kritika t\u00eb r\u00ebnda mbi gabimet teknike me kosto t\u00eb larta n\u00eb projektet e m\u00ebdha t\u00eb infrastruktur\u00ebs.<\/p>\n<p>Inxhinieri tha se Tuneli i Llogoras\u00eb mund t\u00eb kishte p\u00ebrgjysmuar kostot e larta n\u00ebse do t\u00eb nd\u00ebrtohej mbi Dukat. Gjat\u00ebsia e tunelit ulej nga 6 km n\u00eb 3.7 kilometra, duke dh\u00ebn\u00eb t\u00eb nj\u00ebjtin rezultat n\u00eb l\u00ebvizje me gjysm\u00ebn e koh\u00ebs aktuale.<\/p>\n<p>Ai renditi si nj\u00eb zhvillim t\u00eb gabuar k\u00ebputjen n\u00eb mes t\u00eb Bulevardit t\u00eb Ri t\u00eb Tiran\u00ebs. Ky aks u nis si nj\u00eb projekt q\u00eb do t\u00eb zgjatej m\u00eb tej p\u00ebrmes Paskuqanit p\u00ebr t\u2019u lidhur me akset komb\u00ebtare t\u00eb Veriut.<\/p>\n<p>Vazhdimi i bulevardit \u00ebsht\u00eb zgjidhja e vetme p\u00ebr t\u00eb liruar trafikun n\u00eb kryeqytet, tha eksperti. Shqip\u00ebria l\u00eb pas p\u00ebr \u00e7mimin e lart\u00eb t\u00eb naft\u00ebs vendet super t\u00eb pasura t\u00eb bot\u00eb, t\u00eb tilla si Hong-Kong, Monako, Holand\u00eb, Izrael, Singapor, Zvic\u00ebr, Finland\u00eb, Itali, teksa edhe Greqia renditet me \u00e7mim m\u00eb t\u00eb lart\u00eb.<\/p>\n<p>E llogaritur me fuqin\u00eb bler\u00ebse, Shqip\u00ebria pa dyshim renditet e para p\u00ebr \u00e7mimin e lart\u00eb t\u00eb naft\u00ebs, pasi t\u00eb ardhurat p\u00ebr frym\u00eb n\u00eb vitin 2023 nuk ishin m\u00eb shum\u00eb se 34% e mesatares s\u00eb BE-s\u00eb me t\u00eb dh\u00ebnat e Eurostat.<\/p>\n<p>Vitin e kaluar, buxheti i shtetit ka ark\u00ebtuar nga taksa e qarkullimit q\u00eb vilet te shitja e naft\u00ebs rreth 19,5 miliard\u00eb lek\u00eb, ose 190 milion\u00eb euro, me rritje vjetore 7%.<\/p>\n<p>Taksa e qarkullimit mbi benzin\u00ebn dhe naft\u00ebn \u00ebsht\u00eb 27 lek\u00eb p\u00ebr lit\u00ebr.\u00a0S\u00eb paku deri vitin e kaluar, fondet e gjeneruara nga taksa e qarkullimit kan\u00eb qen\u00eb shum\u00eb m\u00eb t\u00eb larta se fondet e brendshme q\u00eb akordon buxheti p\u00ebr rrug\u00ebt.<\/p>\n<p>N\u00eb vitin 2023, t\u00eb ardhurat nga taksa e qarkullimit ishin 19,5 miliard\u00eb lek\u00eb, nd\u00ebrsa financimi i brendsh\u00ebm nga buxheti p\u00ebr programin e transportit rrugor ishte 15,2 miliard\u00eb lek\u00eb, sipas t\u00eb dh\u00ebnave nga buxheti 2023.<\/p>\n<p>Taksa e qarkullimit ka p\u00ebr q\u00ebllim t\u00eb grumbulloj\u00eb t\u00eb ardhura nga p\u00ebrdoruesit e transportit dhe taksa vilet gjat\u00eb blerjes s\u00eb karburantit, p\u00ebr \u00e7do lit\u00ebr t\u00eb konsumuar dhe zakonisht ndihmon buxhetin t\u00eb gjeneroj\u00eb fonde, q\u00eb m\u00eb pas mund t\u00eb rialokohen p\u00ebr nd\u00ebrtimin dhe mir\u00ebmbajtjen e rrug\u00ebve.<\/p>\n<p>Konsulent\u00ebt e jasht\u00ebm kan\u00eb v\u00ebn\u00eb n\u00eb dukje se, Shqip\u00ebria mbledh nj\u00eb shum\u00eb t\u00eb konsiderueshme taksash nga p\u00ebrdoruesit e rrug\u00ebs, por nuk i kthen t\u00eb gjitha tek rrug\u00ebt.<\/p>\n<p>Komisioni Europian, n\u00ebp\u00ebrmjet programit IPA ka dh\u00ebn\u00eb konsulenc\u00eb teknike p\u00ebr planin e mir\u00ebmbajtjes s\u00eb rrug\u00ebve q\u00eb po zbaton qeveria, konstaton se shpenzimet buxhetore p\u00ebr mir\u00ebmbajtjen e rrjetit rrugor komb\u00ebtar jan\u00eb m\u00eb t\u00eb ul\u00ebta se pagesat e p\u00ebrdoruesve t\u00eb mbledhura (taksat e akciz\u00ebs s\u00eb karburantit, taksat e karburantit t\u00eb qarkullimit).<\/p>\n<p>Por kostove t\u00eb shtrenjta t\u00eb naft\u00ebs po u shtohen edhe tarifat e larta t\u00eb pages\u00ebs n\u00eb autostradat q\u00eb po ofrohen me pages\u00eb, t\u00eb cilat jan\u00eb gjithashtu n\u00eb nivelet m\u00eb t\u00eb larta europiane.<\/p>\n<p>Autostrada Thuman\u00eb \u2013 Kashar, e cila u hap p\u00ebr trafikun s\u00eb fundmi, do t\u00eb jet\u00eb nj\u00eb nga kat\u00ebr autostradat m\u00eb t\u00eb shtrenjta n\u00eb Europ\u00eb sa i p\u00ebrket tarif\u00ebs, nd\u00ebrsa e krahasuar me fuqin\u00eb bler\u00ebse, ajo \u00ebsht\u00eb m\u00eb e shtrenjta n\u00eb Europ\u00eb.<\/p>\n<p>\u201cMonitor\u201d ka p\u00ebrpunuar tarifat p\u00ebr kilomet\u00ebr t\u00eb rreth 59 akseve me pages\u00eb n\u00eb t\u00eb gjith\u00eb Europ\u00ebn, me t\u00eb dh\u00ebna t\u00eb marra nga portali i tarifave t\u00eb pagesave sipas shteteve\u00a0<a href=\"https:\/\/www.tolls.eu\/european-countries\" target=\"_blank\" rel=\"noopener\">https:\/\/www.tolls.eu\/european-countries<\/a>.<\/p>\n<p>K\u00ebto t\u00eb dh\u00ebna u verifikuan me tarifat zyrtare t\u00eb secilit nga shtetet.<\/p>\n<p>N\u00eb krahasim jan\u00eb p\u00ebrfshir\u00eb vet\u00ebm autostradat me pages\u00eb, nj\u00eb pjes\u00eb e t\u00eb cilave kan\u00eb edhe tunele (duke p\u00ebrjashtuar tarifat p\u00ebr veprat e rralla inxhinierike t\u00eb tilla si Kanali i La Manshit, tunelet dhe urat n\u00eb Belgjik\u00eb dhe Holand\u00eb etj., pasi nuk jan\u00eb t\u00eb krahasueshme me rrug\u00ebn Thuman\u00eb-Kashar).<\/p>\n<p>Autostrada Thuman\u00eb \u2013 Kashar n\u00eb Shqip\u00ebri \u00ebsht\u00eb e gjat\u00eb 21 kilometra, me tarif\u00eb 2.1 euro pa TVSH ose 2.53 euro me TVSH, ose 0.12 euro p\u00ebr kilomet\u00ebr.<\/p>\n<p>Me k\u00ebt\u00eb \u00e7mim p\u00ebr kilomet\u00ebr, Thuman\u00eb \u2013 Kashar \u00ebsht\u00eb e kat\u00ebrta m\u00eb e shtrenjta n\u00eb mesin e 59 autostradave me pages\u00eb n\u00eb Europ\u00eb.<\/p>\n<p>Autostrada \u201cCannock \u2013 Kingsbury\u201d n\u00eb Britanin\u00eb e Madhe renditet e para me 0.2 euro p\u00ebr kilomet\u00ebr. Aksi \u00ebsht\u00eb 35 kilomet\u00ebr i gjat\u00eb dhe kushton 8.2 euro (7 paund).<\/p>\n<p>Autostrada e dyt\u00eb m\u00eb e shtrenjt\u00eb n\u00eb Europ\u00eb \u00ebsht\u00eb \u201cNavan North \u2013 Kells\u201d n\u00eb Irland\u00eb me 0.136 euro p\u00ebr kilomet\u00ebr. Aksi \u00ebsht\u00eb 11 kilomet\u00ebr dhe kushton 1,5 euro.<\/p>\n<p>Aksi i tret\u00eb m\u00eb i shtrenjt\u00eb \u00ebsht\u00eb gjithashtu n\u00eb Irland\u00eb \u201cSpringhill \u2013 Slieverue\u201d me 0,125 euro p\u00ebr kilomet\u00ebr.
