Por t\u00eb dh\u00ebnat e Buxhetit t\u00eb Shtetit, t\u00eb publikuara n\u00eb faqen zyrtare t\u00eb parlamentit, sugjerojn\u00eb se pjesa m\u00eb e madhe e fondeve t\u00eb k\u00ebrkuara p\u00ebr k\u00ebto projekte t\u00eb nisura jan\u00eb l\u00ebn\u00eb p\u00ebr t\u2019u financuar \u201cpas vitit 2027\u201d, gj\u00eb q\u00eb do t\u00eb thot\u00eb q\u00eb shqiptar\u00ebt do t\u00eb duhet t\u00eb presin edhe shum\u00eb e shum\u00eb vite para se t\u00eb shohin pun\u00eb realisht t\u00eb p\u00ebrfunduara.<\/p>\n<p>Lista e Projekteve t\u00eb Investimeve Publike, nj\u00eb dokument q\u00eb publikohet \u00e7do vit bashk\u00eb me projekt-buxhetin p\u00ebr vitin pasardh\u00ebs tregon se aktualisht sektori i rrug\u00ebve ka n\u00eb zbatim apo t\u00eb konceptuara investime t\u00eb p\u00ebrgjithshme me vler\u00eb 157 miliard\u00eb lek\u00eb t\u00eb financuara nga burime t\u00eb brendshme dhe 78 miliard\u00eb lek\u00eb me financime nga burime t\u00eb huaja, t\u00eb cilat jan\u00eb kredi ose dhurata nga Bashkimi Evropian. Por 38 miliard\u00eb nga investimet e planifikuara me burime t\u00eb brendshme dhe 45 miliard\u00eb me burime t\u00eb huaja jan\u00eb l\u00ebn\u00eb \u201cpas vitit 2027\u201d, gj\u00eb q\u00eb do t\u00eb thot\u00eb se shqiptar\u00ebt do t\u00eb duhet t\u00eb durojn\u00eb edhe p\u00ebr shum\u00eb dhe shum\u00eb vite trafik dhe ndotje t\u00eb shkaktuar si nga trafiku, ashtu edhe nga punimet.<\/p>\n<p><strong style=\"font-style: inherit;\">Unaza e Tiran\u00ebs<\/strong><\/p>\n<p>Nj\u00eb num\u00ebr i lart\u00eb zyrtar\u00ebsh publik\u00eb, p\u00ebrfshir\u00eb ministren e infrastruktur\u00ebs Belinda Balluku, publikuan gjat\u00eb jav\u00ebve t\u00eb fundit video propagandistike mbi nj\u00eb ur\u00eb q\u00eb po nd\u00ebrtohet mbi Lumin e Tiran\u00ebs dhe q\u00eb \u00ebsht\u00eb pjes\u00eb e Unaz\u00ebs s\u00eb Tiran\u00ebs. Punimet p\u00ebr Unaz\u00ebn e Tiran\u00ebs kan\u00eb nisur q\u00eb n\u00eb vitin 2010. Unaza e Tiran\u00ebs \u00ebsht\u00eb gjithsej 27 kilometra e gjat\u00eb.<\/p>\n<p><span style=\"font-style: inherit; font-weight: inherit;\">Segmentet aktualisht n\u00eb nd\u00ebrtim jan\u00eb ndar\u00eb n\u00eb 14 kontrata apo shtesa kontratash p\u00ebr nj\u00eb kosto totale t\u00eb planifikuar prej 23.7 miliard\u00eb lek\u00ebsh. K\u00ebtu nuk p\u00ebrfshihen segmentet e nd\u00ebrtuara m\u00eb par\u00eb. Deri n\u00eb fund t\u00eb k\u00ebtij viti jan\u00eb kryer apo planifikohet t\u00eb kryhen 14 miliard\u00eb lek\u00eb punime, nd\u00ebrsa p\u00ebr vitet 2025-2027 jan\u00eb planifikuar q\u00eb n\u00eb k\u00ebt\u00eb segment t\u00eb shpenzohen vet\u00ebm 1 miliard\u00eb lek\u00eb. Projektbuxheti i Shqip\u00ebris\u00eb mb\u00ebshtetet n\u00eb planifikim trevje\u00e7ar t\u00eb investimeve publike k\u00ebshtu q\u00eb, projektet e l\u00ebna p\u00ebr pas k\u00ebsaj periudhe p\u00ebrshkruhen thjesht\u00eb si \u201cp\u00ebr t\u2019u paguar pas vitit 2027\u201d. Dhe n\u00eb lidhje me Unaz\u00ebn e Tiran\u00ebs, shuma e l\u00ebn\u00eb p\u00ebr t\u2019u financuar n\u00eb vitin 2028 e m\u00eb tutje \u00ebsht\u00eb n\u00eb mas\u00ebn 7.9 miliard\u00eb lek\u00eb ose 33% e t\u00eb gjith\u00eb kostos s\u00eb segmenteve aktualisht n\u00eb nd\u00ebrtim.<\/span><\/p>\n<p>Sipas parashikimit, Loti 3 i Unaz\u00ebs, i cili p\u00ebrfshin segmentin nga Pallati me Shigjeta te ish-Shqiponja, pritet t\u00eb mos p\u00ebrfundoj\u00eb as n\u00eb vitin 2027 pasi p\u00ebr vitin 2028 e n\u00eb vijim jan\u00eb l\u00ebn\u00eb t\u00eb paguhen edhe 148 milion\u00eb lek\u00eb nga kostoja e p\u00ebrgjithshme prej 4.7 miliard\u00eb lek\u00ebsh. Loti 4, i cili p\u00ebrfshin zgjatimin nga ura e re mbi Lan\u00eb p\u00ebr n\u00eb zon\u00ebn e Kinostudios pritet t\u00eb vijoj\u00eb pas vitit 2028 pavar\u00ebsisht se ka prodhuar deri tani nj\u00eb num\u00ebr t\u00eb lart\u00eb videosh promocionale t\u00eb shp\u00ebrndara nga Rama apo nga Balluku. Qeveria ka p\u00ebrcaktuar 722 milion\u00eb lek\u00eb ose 30% t\u00eb t\u00eb gjith\u00eb kostos s\u00eb segmentit p\u00ebr t\u2019u paguar \u201cpas vitit 2027\u201d.<\/p>\n<p>Lotet 6 dhe 7 duket sikur nuk do t\u00eb p\u00ebrfundojn\u00eb kurr\u00eb pasi p\u00ebr k\u00ebto, 55 dhe 61% e financimit respektivisht jan\u00eb l\u00ebn\u00eb p\u00ebr \u201cpas vitit 2027\u201d.<\/p>\n<p><strong style=\"font-style: inherit;\">Tiran\u00eb-Durr\u00ebs<\/strong><\/p>\n<p>Zgjerimi i autostrad\u00ebs Tiran\u00eb \u2013 Durr\u00ebs me nj\u00eb korsi shtes\u00eb n\u00eb secil\u00ebn an\u00eb \u00ebsht\u00eb projekti tjet\u00ebr q\u00eb ka nisur me fanfara por q\u00eb, n\u00ebse shikohet plani i financimit, do t\u00eb duhen edhe shum\u00eb e shum\u00eb vite durim para se t\u00eb b\u00ebhet realitet. Sipas projektbuxhetit, ky investim do t\u00eb kushtoj\u00eb 12.5 miliard\u00eb lek\u00eb por vet\u00ebm faza e par\u00eb dhe faza e dyt\u00eb, t\u00eb cilat nisin nga Tirana, pritet t\u00eb mbarojn\u00eb, n\u00ebse nuk do t\u00eb ket\u00eb vonesa, n\u00eb vitin 2027 nd\u00ebrsa faza e tret\u00eb, e kat\u00ebrt dhe e pest\u00eb, do t\u00eb nis\u00eb n\u00eb vitin 2027 p\u00ebr t\u00eb p\u00ebrfunduar n\u00eb nj\u00eb koh\u00eb t\u00eb pacaktuar diku \u201cpas vitit 2027\u201d.<\/p>\n<p>Segmenti tjet\u00ebr, Kombinat \u2013 Ndroq \u2013 Plepa, \u00ebsht\u00eb premtuar gjithashtu t\u00eb zgjerohet dhe t\u00eb rind\u00ebrtohet. Ky segment i nd\u00ebrtuar gjat\u00eb koh\u00ebs s\u00eb pushtimit fashist ka p\u00ebsuar ndryshime t\u00eb pakta p\u00ebrgjat\u00eb dekadave dhe kuptuesh\u00ebm, \u00ebsht\u00eb n\u00eb gjendje shum\u00eb t\u00eb degraduar. Taksapaguesve u \u00ebsht\u00eb k\u00ebrkuar t\u00eb shpenzojn\u00eb 4.8 miliard\u00eb lek\u00eb p\u00ebr rikonstruksionin e k\u00ebtij segmenti, por plani i financimit parashikon q\u00eb 2.3 miliard\u00eb lek\u00eb t\u00eb p\u00ebrdoren \u201cpas vitit 2027\u201d, pra rruga mbetet praktikisht p\u00ebr t\u2019u g\u00ebzuar diku n\u00eb mandatin e pest\u00eb ose t\u00eb gjasht\u00eb.<\/p>\n<p><strong style=\"font-style: inherit;\">Korridori 8<\/strong><\/p>\n<p>Segmenti nga dalja e qytetit t\u00eb Elbasanit p\u00ebr n\u00eb Qaf\u00eb Than\u00eb ka filluar sakaq t\u00eb punohet p\u00ebr t\u2019u nd\u00ebrtuar. Kostoja totale e projektit e vler\u00ebsuar aktualisht \u00ebsht\u00eb 22 miliard\u00eb lek\u00eb. Nga k\u00ebto, 9 miliard\u00eb lek\u00eb mbeten \u201cp\u00ebr t\u2019u paguar pas vitit 2027\u201d. Qeveria ka n\u00eb plan t\u00eb nd\u00ebrtoj\u00eb edhe nj\u00eb segment t\u00eb ri nga Elbasani p\u00ebr n\u00eb Lekaj t\u00eb Kavaj\u00ebs me kosto 18 miliard\u00eb lek\u00eb. Ky segment planifikohet t\u00eb p\u00ebrfundoj\u00eb n\u00eb vitin 2027, n\u00ebse nuk do t\u00eb ket\u00eb vonesa.<\/p>\n<p><strong style=\"font-style: inherit;\">Perspektiv\u00eb e larg\u00ebt p\u00ebr By-Pass-et<\/strong><\/p>\n<p>Qyteti i Elbasanit \u00ebsht\u00eb kthyer aktualisht n\u00eb pik\u00ebn ndoshta m\u00eb t\u00eb ngarkuar t\u00eb transportit rrugor n\u00eb Shqip\u00ebri p\u00ebr shkak se qyteti disponon vet\u00ebm nj\u00eb unaz\u00eb por jo nj\u00eb by-pass. Projekti p\u00ebr nj\u00eb by-pass \u00ebsht\u00eb konceptuar, por punimet p\u00ebr t\u00eb pritet t\u00eb vijojn\u00eb p\u00ebrtej vitit 2028. Konkretisht, sipas dokumentit t\u00eb Ministris\u00eb s\u00eb Financave p\u00ebr investimet publike, p\u00ebr k\u00ebt\u00eb segment nuk \u00ebsht\u00eb gjetur ende nj\u00eb financues i huaj nd\u00ebrsa kostoja e p\u00ebrgjithshme e planifikuar \u00ebsht\u00eb 22.3 miliard\u00eb lek\u00eb. Dokumenti cakton se 21.4 miliard\u00eb lek\u00eb ose 96% e projektit \u00ebsht\u00eb \u201cvler\u00eb e bartur pas vitit 2027\u201d.<\/p>\n<p>Po k\u00ebshtu, \u2018by-pass\u2019-i i Tiran\u00ebs, i cili duhet t\u00eb lidh\u00eb autostrad\u00ebn e veriut dhe at\u00eb Tiran\u00eb- Durr\u00ebs me autostrad\u00ebn e Elbasanit, planifikohet t\u00eb kushtoj\u00eb 24 miliard\u00eb lek\u00eb.
