Skema 5D e Bashkis\u00eb Tiran\u00eb, ku drejtor\u00eb dhe n\u00ebpun\u00ebs t\u00eb administrat\u00ebs shtet\u00ebrore i jepnin vetes tender\u00eb publik\u00eb n\u00ebp\u00ebrmjet bizneseve q\u00eb po vet\u00eb zot\u00ebronin, \u00ebsht\u00eb kthyer n\u00eb model menaxhimi ne qeverin\u00eb e keqmanexhimit.<\/p>\n

Nj\u00eb model q\u00eb ndiqet edhe n\u00eb Ministrin\u00eb e Infrastruktur\u00ebs dhe Energjetik\u00ebs.<\/p>\n

Partia Demokratike ka vendosur t\u2019i p\u00ebrcjell\u00eb organeve t\u00eb drejt\u00ebsis\u00eb dhe SPAK nj\u00eb rast t\u00eb ri t\u00eb k\u00ebtij modeli, at\u00eb t\u00eb I.D.K KONSTRUKSION.<\/p>\n

Nj\u00eb kompani q\u00eb ka p\u00ebrfituar n\u00eb vitet e fundit mbi 30 milion euro tender\u00eb publik\u00eb, nd\u00ebrkoh\u00eb q\u00eb ka dyshime t\u00eb arsyeshme se ajo sh\u00ebrbente si nj\u00eb kompani guack\u00eb p\u00ebr transferta t\u00eb dyshimta drejt familjar\u00ebve t\u00eb pronar\u00ebve t\u00eb saj, drejtues t\u00eb nivelit m\u00eb t\u00eb lart\u00eb pran\u00eb Ministris\u00eb s\u00eb Infrastruktur\u00ebs dhe Energjetik\u00ebs.<\/p>\n

Rikujtojm\u00eb se Ministria e Infrastruktur\u00ebs dhe Energjetik\u00ebs \u00ebsht\u00eb prekur nga fenomeni i drejtor\u00ebve me biznese fiktive edhe n\u00eb rastin e Autoritetit Rrugor Shqiptar, drejtuesi i t\u00eb cilit, Evis Berberi, shpallte fitues kompanin\u00eb \u201cNet Group\u201d dhe \u201cDAAM\u201d, kompani q\u00eb zot\u00ebroheshin praktikisht nga ai vet\u00eb.<\/p>\n

Kompania q\u00eb Partia Demokratike denoncon sot, I.D.K KONSTRUKSION \u00ebsht\u00eb n\u00eb pron\u00ebsi t\u00eb familjar\u00ebve t\u00eb Administratorit t\u00eb OSSH, Operatorit t\u00eb Sistemit t\u00eb Shp\u00ebrndarjes, Blendian Dalipi. Ai rezulton gjithashtu pronar i kompanis\u00eb ABNID, e cila gjat\u00eb viteve t\u00eb fundit, ka p\u00ebrfituar mbi 10 milion euro n\u00ebn-kontraktime t\u00eb drejtp\u00ebrdrejta nga kompania I.D.K KONSTRUKSION.<\/p>\n

P\u00ebrve\u00e7 lidhjes familjare, dhe k\u00ebtyre transfertave miliona euroshe nga tendera publik\u00eb, IDK dhe ABNID ndanin edhe punonj\u00ebsit mes tyre. N\u00eb nj\u00eb rast, administratori i kompanis\u00eb ABNID, n\u00eb pron\u00ebsi t\u00eb Drejtorit t\u00eb OSSH, duket se ka punuar si nj\u00eb pun\u00ebtor i thjesht\u00eb krahu p\u00ebr kompanin\u00eb I.D.K KONSTRUKSION.<\/p>\n

Kjo \u00ebsht\u00eb qartazi nj\u00eb rast tjet\u00ebr i virusit 5D t\u00eb Bashkis\u00eb Tiran\u00eb apo Net Group i ARRSH. Ky model i pahasur m\u00eb par\u00eb n\u00eb k\u00ebto 33 vite tranzicion, duhet t\u00eb marr\u00eb fund. Nj\u00eb model sipas t\u00eb cilit, Drejtor\u00ebt e administrat\u00ebs publike jan\u00eb kthyer n\u00eb pronar\u00eb biznesesh fiktive t\u00eb cil\u00ebt kan\u00eb si fokus jo mbrojtjen e taksapagueseve shqiptar\u00eb, n\u00ebp\u00ebrmjet zhvillimit t\u00eb procedurave t\u00eb tenderimit kompetitive e t\u00eb drejta, por kan\u00eb si q\u00ebllim kryesor transferimin e parave publike n\u00eb llogarit\u00eb e tyre personale.<\/p>\n

Ky model \u00ebsht\u00eb anti-biznes, \u00ebsht\u00eb anti-konkurrenc\u00eb dhe nuk \u00ebsht\u00eb thjesht\u00eb korrupsion, \u00ebsht\u00eb shum\u00eb m\u00eb shum\u00eb.
