{"id":94776,"date":"2024-11-11T09:09:36","date_gmt":"2024-11-11T09:09:36","guid":{"rendered":"https:\/\/rdnews.al\/?p=94776"},"modified":"2024-11-11T09:09:36","modified_gmt":"2024-11-11T09:09:36","slug":"arsimi-dhe-shkenca-nuk-jane-prioritet-ne-buxhetin-2025","status":"publish","type":"post","link":"https:\/\/rdnews.al\/index.php\/2024\/11\/11\/arsimi-dhe-shkenca-nuk-jane-prioritet-ne-buxhetin-2025\/","title":{"rendered":"Arsimi dhe shkenca nuk jan\u00eb prioritet n\u00eb buxhetin 2025"},"content":{"rendered":"<p><strong>Nga\u00a0Myqerem TAFAJ<\/strong><\/p>\n<p>Pavar\u00ebsisht nga premtimet e m\u00ebdha t\u00eb b\u00ebra nga kjo maxhoranc\u00eb q\u00eb kur erdhi n\u00eb pushtet n\u00eb vitin 2013, se arsimin do ta kishte prioritet t\u00eb prioriteteve dhe do t\u00eb investonte p\u00ebr arsimin 5 % t\u00eb PPB, faktet dhe statistikat tregojn\u00eb se qeveria nuk arriti as pas 12 vitesh t\u00eb p\u00ebrmbush\u00eb as gjysm\u00ebn e k\u00ebtij premtimi.<\/p>\n<p>Konkretisht, qeveria planifikon n\u00eb buxhetin e vitit 2025 p\u00ebr arsimin n\u00eb t\u00ebr\u00ebsi, p\u00ebrfshir\u00eb edhe arsimin profesional, vet\u00ebm 2,45 % t\u00eb PPB t\u00eb vendit, ku p\u00ebr arsimi parauniversitar t\u00eb p\u00ebrgjithsh\u00ebm planifikohet vet\u00ebm 1,79 % e PPB, p\u00ebr arsimin profesional planifkohet vet\u00ebm 0,17 % e PPB dhe p\u00ebr arsimin e lart\u00eb planifikohet vet\u00ebm 0,49% e PPB.<\/p>\n<p>Nd\u00ebrsa p\u00ebr t\u00eb gjor\u00ebn shkenc\u00eb qeveria planifikon n\u00eb k\u00ebt\u00eb buxhet vet\u00ebm 0,06 % t\u00eb PPB, edhe pse u b\u00eb nj\u00eb propagand\u00eb aq e madhe me nj\u00eb ligj t\u00eb ri, i cili u miratua vetem me votat e PS pik\u00ebrisht n\u00eb seancat kur gjysma e deputet\u00ebve t\u00eb opozit\u00ebs e kishin paradoksalisht t\u00eb ndaluar t\u00eb marrin pjes\u00eb n\u00eb t\u00eb gjith\u00eb veprimtarit\u00eb e Kuvendit, si n\u00eb komisione ashtu edhe n\u00eb seancat plenare.<\/p>\n<p>Me k\u00ebt\u00eb nivel t\u00eb investimit vendi yn\u00eb mbetet i fundit p\u00ebr nga investimi n\u00eb arsim edhe n\u00eb Rajonin e Ballkanit (n\u00eb vitin 2023: Kosova dhe Maqedonia e Veriut af\u00ebrsisht 4% t\u00eb PPB, nd\u00ebrsa Slovenia, Kroacia dhe Serbia 4,5 % t\u00eb PPB dhe m\u00eb e lart\u00eb). Por kjo nuk \u00ebsht\u00eb as c\u00ebshtje krahasimi me vendet e tjera dhe as c\u00ebshtje thjesht statistikash. Ajo q\u00eb \u00ebsht\u00eb e r\u00ebnd\u00ebsishme t\u00eb vler\u00ebsohet, \u00ebsht\u00ebsa i p\u00ebrgjigjet ky buxhet, pra ky nivel investimi, nevojave p\u00ebr nj\u00eb arsim cil\u00ebsor p\u00ebr cdo f\u00ebmij\u00eb e t\u00eb re\/ri n\u00eb cdo fshat dhe qytet t\u00eb vendit ton\u00eb.<\/p>\n<p>Par\u00eb nga ky k\u00ebndv\u00ebshtrim ia vlen t\u00eb p\u00ebrmendim shkurt disa nga faktet kryesore duke i\u2018u referuar edhe prioriteteve t\u00eb k\u00ebsaj qeverie p\u00ebr arsimin dhe shkenc\u00ebn, t\u00eb p\u00ebrshkruara n\u00eb relacionin e buxhetit 2025.<\/p>\n<p>Nevojat e arsimit t\u00eb detyruar ose baz\u00eb (9-vjecar) jan\u00eb shum\u00eb t\u00eb m\u00ebdha, sidomos n\u00eb zonat m\u00eb t\u00eb varf\u00ebra t\u00eb vendit, si ato rurale, qytetet e vogla dhe zonat e larg\u00ebta t\u00eb vendit, ku gjendja e arsimit, sipas PISA 2022, \u00ebsht\u00eb vajtuese dhe nx\u00ebn\u00ebsit e k\u00ebtyre zonave kan\u00eb nj\u00eb prapambetje n\u00eb formim prej af\u00ebrsisht 2 vite shkollore krahasuar me bashk\u00ebmoshatar\u00ebt e tyre n\u00eb qytetin e Tiran\u00ebs (nx\u00ebn\u00ebsi i klas\u00ebs s\u00eb 9-t\u00eb n\u00eb shkollat e zonave t\u00eb varf\u00ebra t\u00eb vendit ka nj\u00eb nivel arsimi t\u00eb nj\u00ebjt\u00eb me at\u00ebt\u00eb nx\u00ebn\u00ebsit t\u00eb klas\u00ebs s\u00eb 7-t\u00eb n\u00eb shkollat e qyteteve kryesore Tiran\u00eb, Durr\u00ebs, Elbasan, Shkod\u00ebr, Fier, Vlor\u00eb).<\/p>\n<p>Kjo gjendje injorohet plot\u00ebsisht n\u00eb prioritetet e qeveris\u00eb t\u00eb p\u00ebrshkruara edhe n\u00eb buxhetin 2025. Por kjo gjendje ka efekte shum\u00eb negative zinxhir p\u00ebr aksesin dhe suksesin e k\u00ebtyre nx\u00ebn\u00ebsve n\u00eb arsimin e mes\u00ebm dhe t\u00eb lart\u00eb, cka, dashur pa dashur, con n\u00eb krijimin e shtres\u00ebs s\u00eb qytetar\u00ebve t\u00eb dor\u00ebs s\u00eb dyt\u00eb n\u00eb vendin ton\u00eb. Nxjerrja nga prapambetja e thell\u00eb e arsimit t\u00eb detyruar n\u00eb k\u00ebto zona k\u00ebrkon investime shum\u00eb t\u00eb m\u00ebdha p\u00ebr shkolla t\u00eb p\u00ebrqendruara me infrastruktur\u00eb moderne shkollore, paga m\u00eb t\u00eb larta p\u00ebr m\u00ebsuesit e gatsh\u00ebm t\u00eb punojn\u00eb n\u00eb k\u00ebto zona, mb\u00ebshtetjen e nx\u00ebn\u00ebsve edhe me politika t\u00ebr\u00ebsisht t\u00eb reja, shkolla me drek\u00eb, konsultime pas m\u00ebsimit, transport, etj.<\/p>\n<p>Sic duket qeveria e ka harruar r\u00ebnien drastike t\u00eb cil\u00ebsis\u00eb s\u00eb arsimit baz\u00eb t\u00eb evidentuar n\u00eb PISA 2022 p\u00ebr gjith\u00eb sistemin e arsimit baz\u00eb. Kap\u00ebrcimi i k\u00ebsaj prapambetje k\u00ebrkon nj\u00eb investim shum\u00eb t\u00eb madh n\u00eb t\u00eb gjitha drejtimet, mb\u00ebshtetja e nx\u00ebn\u00ebsve, pagat e m\u00ebsuesve, kurrikulat dhe modernizimi i infrastruktur\u00ebs fizike dhe digjitale e shkollave.<\/p>\n<p>Arsimi i mes\u00ebm n\u00eb zonat m\u00eb t\u00eb varf\u00ebra t\u00eb vendit k\u00ebrkon investime t\u00eb m\u00ebdha p\u00ebr nj\u00eb ndryshim rr\u00ebnj\u00ebsor me shkolla moderne t\u00eb p\u00ebrqendruara, konvikte p\u00ebr nx\u00ebn\u00ebsit e zonave t\u00eb larg\u00ebta, transport, konsultim apo m\u00ebsim plot\u00ebsues p\u00ebr maturant\u00ebt dhe masa t\u00eb tjera, t\u00eb cilat mund\u00ebsojn\u00eb q\u00eb edhe vajzat dhe djemt\u00eb e k\u00ebtyre zonave t\u00eb ken\u00eb mund\u00ebsi t\u00eb aplikojn\u00eb p\u00ebr arsim t\u00eb lart\u00eb universitar dhe jo thjesht arsim t\u00eb lart\u00eb jo universitar profesional (2-vjecar), madje edhe n\u00eb deg\u00eb e profesione m\u00eb t\u00eb preferuara q\u00eb i duhen k\u00ebtyre zonave. Por edhe p\u00ebr gjith\u00eb n\u00ebnsektorin e arsimit t\u00eb mes\u00ebm qeveria ka objektiva t\u00eb vendeve t\u00eb bot\u00ebs s\u00eb tret\u00eb.<\/p>\n<p>Akoma qeveria mban si objektiv nj\u00eb akses n\u00eb arsimin e mes\u00ebm prej 87 % p\u00ebr vitin 2027, ose e th\u00ebn\u00eb ndryshe 87% e nx\u00ebn\u00ebsve q\u00eb kan\u00eb mbaruar arsimin e detyruar t\u00ebvijojn\u00eb n\u00eb arsimin e mes\u00ebm t\u00eb p\u00ebrgjithsh\u00ebm dhe profesional. Aktualisht kjo shif\u00ebr \u00ebsht\u00eb 84-85 % me nj\u00eb ulje prej 7-8 % krahasuar me vitin shkollor 2013\/14. Si mund t\u00eb pranohet q\u00eb nj\u00eb vend, q\u00eb ka hapur negociata p\u00ebr n\u00eb BE, t\u00eb toleroj 13 % t\u00eb nx\u00ebn\u00ebsve q\u00eb kan\u00eb mbaruar arsimin e detyruar pa arsim t\u00eb mes\u00ebm? Si do t\u00eb p\u00ebrballojn\u00eb k\u00ebta t\u00eb rinj, vet\u00ebm me formim minimal t\u00ebarsimit baz\u00eb, sfidat e zhvillimit t\u00eb k\u00ebtij shekulli t\u00eb Dijes n\u00eb 5-6 dekadat q\u00eb vijn\u00eb?<\/p>\n<p>Shqip\u00ebria e ka t\u00eb nevojshme, p\u00ebr t\u00eb mos th\u00ebn\u00eb imediate, t\u00eb shpall\u00eb politik\u00ebn e arsimit t\u00eb mes\u00ebm t\u00eb detyruar, n\u00eb m\u00ebnyr\u00eb q\u00eb cdo i ri\/e re t\u00eb ket\u00eb s\u00eb paku nj\u00eb arsimim t\u00eb mes\u00ebm, pra 12-vjecar, i p\u00ebrgjithsh\u00ebm ose profesional.<\/p>\n<p>Vet\u00ebm k\u00ebshtu brezi i ri do t\u00eb ket\u00eb shanse q\u00eb t\u00eb p\u00ebrballoj m\u00eb mir\u00ebsfidat e zhvillimit n\u00eb dekadat q\u00eb vijn\u00eb dhe Shqip\u00ebria t\u00ebp\u00ebrgatitet seriozisht p\u00ebr t\u2019u integruar n\u00eb BE dhe n\u00eb familjen e vendeve t\u00eb zhvilluara. Por kjo politik\u00eb e arsimit t\u00eb mes\u00ebm t\u00eb detyruar k\u00ebrkon s\u00eb paku nj\u00eb dyfishim t\u00eb investimit p\u00ebr arsimin e mes\u00ebm.<\/p>\n<p>Cil\u00ebsia e ul\u00ebt e arsimit t\u00eb lart\u00eb n\u00eb vendin ton\u00eb k\u00ebrkon nj\u00eb investim t\u00eb shum\u00ebfishuar p\u00ebr krijimin e kushteve normale t\u00eb m\u00ebsimit p\u00ebr student\u00ebt, auditore me infrastrukrur\u00eb moderne fizike e digjitale, mb\u00ebshtetjen e student\u00ebve t\u00eb zonave t\u00eb varf\u00ebra t\u00eb vendit dhe t\u00eb familjeve t\u00eb varf\u00ebra, shp\u00ebrblimin e pedagog\u00ebve, si dhe mb\u00ebshtetjen me p\u00ebrpar\u00ebsi t\u00eb kualifikimit t\u00eb brezit t\u00eb ri t\u00eb pedagog\u00ebve.<\/p>\n<p>Niveli i investimit prej 0,49% t\u00eb PPB p\u00ebr arsimin e lart\u00eb publik \u00ebsht\u00eb vite drit\u00eb larg nevojave reale t\u00eb universiteteve dhe nuk premton asgj\u00eb p\u00ebr rritjen e cil\u00ebsis\u00eb s\u00eb tyre. Me nj\u00eb investim t\u00eb till\u00eb nuk mund t\u00eb arrihet asgj\u00eb dometh\u00ebnese n\u00eb arsimin e lart\u00eb dhe student\u00ebt m\u00eb t\u00eb mir\u00eb do t\u00eb vazhdojn\u00eb t\u00eb largohen nga vendi p\u00ebr t\u00eb studjuar n\u00eb universitetet e huaja.<\/p>\n<p>N\u00eb prioritetet e p\u00ebrshkruar n\u00eb relacionin e ligjit t\u00eb buxhetit as nuk p\u00ebrmendet mb\u00ebshtetja e universiteteve p\u00ebr reformimin e tyre si nj\u00eb hap i domosdosh\u00ebm p\u00ebr t\u2018iu p\u00ebrshtatur m\u00eb mir\u00eb nevojave t\u00eb zhvillimit t\u00eb gjithansh\u00ebm t\u00eb vendit, k\u00ebrkesave t\u00eb tregut t\u00eb pun\u00ebs t\u00eb vendit dhe at\u00eb rajonal, si dhe p\u00ebr t\u2019iu p\u00ebrgjigjur m\u00eb mir\u00eb pritshm\u00ebrive t\u00eb student\u00ebve dhe t\u00eb pun\u00ebdh\u00ebn\u00ebsve.<\/p>\n<p>Investimi i planifikuar p\u00ebr shkenc\u00ebn n\u00eb buxhetin 2025 nuk jep asnj\u00eb mesazh pozitiv p\u00ebr k\u00ebrkuesit shkencor\u00eb n\u00eb universitete apo jasht\u00eb tyre, sepse ai vazhdon t\u00eb jet\u00eb disa her\u00eb m\u00eb i ul\u00ebt se sa n\u00eb vendet e Rajonit. P\u00ebr cudi vet\u00ebm Shqip\u00ebria dhe Kosova vazhdojn\u00eb t\u00eb injorojn\u00eb investimin p\u00ebr k\u00ebrkimin shkencor, cka ka dhe do t\u00eb ket\u00eb efekte t\u00eb m\u00ebdha negative n\u00eb t\u00eb ardhmen e dijes n\u00eb trojet shqiptare n\u00eb Ballkan.<\/p>\n<p>Kjo rrjedhoj\u00eb kaq negative p\u00ebr t\u00eb ardhmen e zhvillimit t\u00eb gjithansh\u00ebm t\u00eb Shqip\u00ebris\u00eb nuk po kuptohet akoma. Dhe kjo i ka rr\u00ebnj\u00ebt n\u00eb mentalitetin e trash\u00ebguar nd\u00ebr dekada, sipas t\u00eb cilit, k\u00ebrkimi shkencor \u00ebsht\u00eb c\u00ebshtje elite dhe duhet t\u2018a b\u00ebj\u00eb vet\u00ebm nj\u00eb grup i vog\u00ebl k\u00ebrkuesish t\u00eb p\u00ebrzgjedhur. Kjo \u00ebsht\u00eb nj\u00eb qasje fatale tipike p\u00ebr vendet e bot\u00ebs s\u00eb tret\u00eb dhe nj\u00eb paradoks i madh kur mendon se Shqip\u00ebpria synon t\u00eb integrohet n\u00eb BE brenda vitit 2030. Po si do t\u00eb shkojm\u00eb ne n\u00eb BE? Me investim qesharak 0,06 % t\u00eb PPB p\u00ebr shkenc\u00ebn, kur Turqia, Kroacia, Slovenia, madje edhe Serbia investojm\u00eb mbi 10 her\u00eb m\u00eb shum\u00eb (mbi 0,7 % t\u00eb GDP)!<\/p>\n<p>Qeveria dhe gjith\u00eb politika duhet t\u00eb kuptojn\u00eb se \u00ebsht\u00eb e domosdoshme q\u00eb Shqip\u00ebria t\u00eb shum\u00ebfishoj\u00eb investimin nga buxheti, me q\u00ebllim q\u00eb cdo k\u00ebrkues e pedagog t\u00eb ket\u00eb mund\u00ebsi t\u00eb zhvilloj k\u00ebrkime shkencore n\u00eb interes t\u00eb zhvillimit ekonomik e social t\u00eb vendit. Shqip\u00ebria nuk ka luksin t\u00eb mos shfryt\u00ebzoj k\u00ebt\u00eb potencial t\u00eb madh krijues q\u00eb zot\u00ebron komuniteti akademik shkencor i vendit ton\u00eb(vet\u00ebm n\u00eb sistemin e arsmit t\u00eb lart\u00eb punojn\u00eb me koh\u00eb t\u00eb plot\u00eb 5600 pedagog\u00eb dhe k\u00ebrkues dhe gati 40% e tyre jan\u00eb n\u00ebn 40 vjec).<\/p>\n<p>Me nj\u00eb investim t\u00eb till\u00eb kaq t\u00eb ul\u00ebt, praktikisht nuk mund t\u00eb shfryt\u00ebzohet as 10-15% e k\u00ebtij potenciali. N\u00eb relacion \u00ebsht\u00eb shkruar q\u00eb qeveria synon t\u00eb arrihet q\u00eb Shqip\u00ebria t\u00eb ket\u00eb n\u00eb vitin 2027 nj\u00eb num\u00ebr k\u00ebrkuesish\/1000 banor\u00eb ose t\u00eb pun\u00ebsuar n\u00eb mesataren e vendeve t\u00eb OECD (8,8 k\u00ebrkues\/1000 t\u00eb pun\u00ebsuar), cka do t\u00eb thot\u00eb q\u00eb numri i k\u00ebrkuesve t\u00eb rritet af\u00ebrsishtt\u00eb pakt\u00eb 2,5 her\u00eb! Si do t\u00eb arrihet ky objektiv me k\u00ebt\u00eb nivel financimi? Q\u00eb t\u00eb arrihet kjo rritje duhen programe mb\u00ebshtetje p\u00ebr projekte k\u00ebrkimore q\u00eb mb\u00ebshtetin me vende pune ose bursa student\u00ebt ekselent\u00eb p\u00ebr studimet e doktorant\u00ebs. Sot ata largohen n\u00eb universitetet e huaja, sepse vendi i tyre nuk i mb\u00ebshtet.<\/p>\n<p>T\u00eb mos b\u00ebjm\u00eb fjal\u00eb p\u00ebr nevojat shum\u00eb t\u00eb m\u00ebdha p\u00ebr laborator\u00eb k\u00ebrkimor\u00eb modern n\u00eb universitete, n\u00eb m\u00ebnyr\u00eb q\u00eb grupet k\u00ebrkimore t\u00eb ken\u00eb mund\u00ebsi t\u00eb aplikojn\u00eb p\u00ebr projekte k\u00ebrkimore n\u00eb kuad\u00ebr t\u00eb programit Horizont\u00eb BE si dhe t\u00eb arrijn\u00eb n\u00eb rezultate dhe botime t\u00eb nivelit t\u00eb vertet\u00eb internacional.<\/p>\n<p>Nj\u00eb investim i rritur p\u00ebr shkenc\u00ebn duhet t\u00eb krijoj\u00eb kushte atraktive t\u00eb pages\u00ebs dhe t\u00eb pun\u00ebs edhe p\u00ebr k\u00ebkruesit e talentuar shqiptar\u00eb q\u00eb punojn\u00eb sot n\u00eb universitete dhe qendra k\u00ebrkimore t\u00eb vendeve t\u00eb tjera, thjesht sepse Atdheu i tyre nuk e vler\u00ebson potencialin e tyre t\u00eb jasht\u00ebzakonsh\u00ebm krijues shkencor q\u00eb mund t\u00eb ishte shum\u00eb i dobish\u00ebm p\u00ebr zhvillimin e gjithansh\u00ebm t\u00eb vendit ton\u00eb.
