Nj\u00eb nism\u00eb q\u00eb u mir\u00ebprit nga qytetar\u00ebt, por edhe nga tregu i pasurive t\u00eb patundshme, q\u00eb prej nj\u00eb viti ishte n\u00ebn ndikimin e rritjes s\u00eb \u00e7mimit t\u00eb referencave, q\u00eb fillimisht u b\u00eb p\u00ebr kryeqytetin dhe q\u00eb pritej t\u00eb shtrihej n\u00eb t\u00eb gjith\u00eb Shqip\u00ebrin\u00eb n\u00ebp\u00ebrmjet asaj q\u00eb quhet harta e referencave.<\/p>\n<p>Nisma e deputetes socialiste do t\u00eb q\u00ebndronte e arkivuar n\u00eb Kuvend p\u00ebr gati dy muaj, e pap\u00ebrfshir\u00eb n\u00eb agend\u00ebn e diskutimeve t\u00eb komisioneve parlamentare. Deklarata e kryeministrit riktheu shpresat tek qytetar\u00ebt dhe tregu, q\u00eb prisnin konkrertizimin e k\u00ebsaj leht\u00ebsie.<\/p>\n<p>Tre muaj t\u00eb tjer\u00eb pritje kaluan, teksa m\u00eb 5 n\u00ebntor, ministri i Financave, Petrit Malaj do t\u00eb njoftonte t\u00ebrheqjen e p\u00ebrkohshme t\u00eb qeveris\u00eb nga rivler\u00ebsimi i pronave dhe shtyrjen n\u00eb koh\u00eb t\u00eb k\u00ebsaj nisme.<\/p>\n<p>Por, a jan\u00eb referencat arsyeja e v\u00ebrtet\u00eb q\u00eb qeveria nuk e nd\u00ebrmerr tani rivler\u00ebsimin e pronave?<\/p>\n<p>N\u00ebse nj\u00eb nism\u00eb e till\u00eb do t\u00eb hynte n\u00eb fuqi, ajo do t\u00eb shoq\u00ebrohej me rritje t\u00eb numrit t\u00eb pronave t\u00eb rivler\u00ebsuara dhe rrjedhimisht, edhe me m\u00eb shum\u00eb para n\u00eb buxhetin e shtetit. Aktualisht, qeveria ka n\u00eb buxhet nj\u00eb suficit t\u00eb ardhurash prej 690 milion\u00eb euro, t\u00eb cilat duhet t\u00eb shpenzohen deri n\u00eb fund t\u00eb dhjetorit q\u00eb p\u00ebrfundon edhe viti buxhetor. Ajo q\u00eb nuk i duhet tani qeveris\u00eb jan\u00eb t\u00eb ardhura t\u00eb tjera, \u00e7ka do ta shtonte shkall\u00ebn e v\u00ebshtir\u00ebsis\u00eb p\u00ebr shpenzimin e tyre.<\/p>\n<p>Le t\u00eb sjellin si shembull rivler\u00ebsimin e fundit q\u00eb b\u00ebri qeveria, rreth dy vite m\u00eb par\u00eb. N\u00eb at\u00eb koh\u00eb, me tatimin 3%, u rivler\u00ebsuan mbi 162 mij\u00eb prona dhe qeveria p\u00ebrfitoi 12,7 miliard\u00eb lek\u00eb ose rreth 127 milion\u00eb euro t\u00eb ardhura nga i gjith\u00eb procesi.<\/p>\n<p>Nisma u konsiderua e suksesshme p\u00ebr koh\u00ebn dhe n\u00ebse do t\u00eb zbatohej s\u00ebrish n\u00eb k\u00ebt\u00eb moment, bazuar edhe n\u00eb pritshm\u00ebrit\u00eb e tregut, numri i pronave q\u00eb do t\u00eb rivler\u00ebsoheshin do t\u00eb ishte i madh dhe rrjedhimisht, t\u00eb konsiderueshme edhe t\u00eb ardhurat q\u00eb do t\u00eb gjeneroheshin.<\/p>\n<p>Amnistit\u00eb e rivler\u00ebsimit t\u00eb pronave jan\u00eb nd\u00ebrmarr\u00eb edhe n\u00eb t\u00eb kaluar\u00ebn disa her\u00eb dhe gjithmon\u00eb n\u00eb periudhat p\u00ebrpara zgjedhjeve. N\u00eb 13 vitet e fundit jan\u00eb b\u00ebr\u00eb 4 rivler\u00ebsime pronash dhe t\u00eb gjitha kan\u00eb ndodhur p\u00ebrpara zgjedhjeve vendore ose t\u00eb p\u00ebrgjithshme parlamentare, me tarifa q\u00eb kan\u00eb variuar nga 1% n\u00eb vitin 2011 n\u00eb 3% n\u00eb rivler\u00ebsimin e fundit dhe n\u00eb 5% n\u00eb at\u00eb q\u00eb u propozua t\u00eb zbatohej nga shtatori dhe q\u00eb \u00ebsht\u00eb shtyr\u00eb tashm\u00eb p\u00ebr vitin e ardhsh\u00ebm, sipas vendimit t\u00eb fundit t\u00eb qeveris\u00eb.<\/p>\n<p>Agjent\u00ebt imoboliar\u00eb shpjegojn\u00eb se tregu i pasurive t\u00eb patundshme ka nevoj\u00eb p\u00ebr nj\u00eb taks\u00eb fikse dhe ndjesh\u00ebm m\u00eb t\u00eb ul\u00ebt se ajo aktuale prej 15% p\u00ebr rivler\u00ebsimin e pronave, e ngjashme me at\u00eb q\u00eb zbatohet edhe n\u00eb vendet e tjera europiane. Sipas tyre, kjo do t\u00eb nxis\u00eb qytetar\u00ebt t\u00eb rivler\u00ebsojn\u00eb pronat n\u00eb var\u00ebsi t\u00eb ecuris\u00eb s\u00eb tregut dhe do t\u00eb formalizoj\u00eb k\u00ebt\u00eb t\u00eb fundit, duke gjeneruar t\u00eb ardhura t\u00eb sigurta dhe t\u00eb vazhdueshme p\u00ebr qeverin\u00eb.<\/p>\n<p>Por, me shtyrjen e procesit t\u00eb rivler\u00ebsimit, \u00e7far\u00eb pritet t\u00eb ndodh\u00eb tani me tregun e pasurive t\u00eb patundshme dhe me qytetar\u00ebt q\u00eb ishin n\u00eb pritje p\u00ebr t\u00eb rivler\u00ebsuar pronat e tyre me tatim t\u00eb ul\u00ebt?<\/p>\n<p>Shtyrja e procesit t\u00eb rivler\u00ebsimit do t\u00eb sh\u00ebrbej\u00eb si nj\u00eb faktor m\u00eb shum\u00eb q\u00eb do t\u00eb shtoj\u00eb presionin mbi tregun e pasurive t\u00eb patundshme dhe \u00e7mimet. Kjo pasi do t\u00eb shtrenjtohen apartamentet ekzistuese, q\u00eb kan\u00eb nevoj\u00eb p\u00ebr rivler\u00ebsim dhe q\u00eb blihen kryesisht nga shtresa e mesme. Nd\u00ebrkoh\u00eb q\u00eb apartamentet n\u00eb pallatet e reja nuk kan\u00eb nevoj\u00eb t\u00eb rivler\u00ebsohen.
