Ai u themelua m\u00eb 27 dhjetor 1945. Q\u00ebllimi primar i themelimit t\u00eb tij ishte q\u00eb t\u00eb realizonte nj\u00eb bashk\u00ebpunim monetar mes vendeve t\u00eb porsadala nga Lufta e Dyt\u00eb Bot\u00ebrore, si dhe nj\u00eb stabilitet monetar e financiar t\u00eb tyre, p\u00ebr t\u00eb shpejtuar rritjen ekonomike dhe p\u00ebr t\u00eb ngritur nivelin e pun\u00ebsimit n\u00eb bot\u00eb.<\/p>\n<p><strong><em>I. Profili historik dhe aktual i FMN-s\u00eb<\/em><\/strong><\/p>\n<p>Roli i Fondit Monetar Nd\u00ebrkomb\u00ebtar \u00ebsht\u00eb unik dhe i paz\u00ebvend\u00ebsuesh\u00ebm n\u00eb mbikqyrjen e sistemit monetar nd\u00ebrkomb\u00ebtar dhe n\u00eb monitorimin e politikave ekonomike dhe financiare t\u00eb 185 vendeve an\u00ebtare t\u00eb tij.<\/p>\n<p>Mbikqyrja e FMN-s\u00eb ofron vler\u00ebsim t\u00eb specializuar t\u00eb zhvillimeve ekonomike dhe financiare globale dhe rajonale. Fondi jep po ashtu k\u00ebshilla rreth rreziqeve q\u00eb i kanosen stabilitetit dhe rritjes ekonomike t\u00eb seicilit vend an\u00ebtar.<\/p>\n<p>Fondi jep kontributin e tij n\u00eb tre qasje t\u00eb ndryshme. S\u00eb pari, ai mbikqyr dhe monitoron zhvillimet financiare dhe ekonomike globale, rajonale dhe t\u00eb seicilit vend an\u00ebtar, duke dh\u00ebn\u00eb k\u00ebshilla profesionale mbi politikat e ndjekura nga shtetet e ndryshme, q\u00eb synojn\u00eb t\u00eb shmangin krizat ekonomike.<\/p>\n<p>S\u00eb dyti, FMN u huazon para vendeve n\u00eb v\u00ebshtir\u00ebsi n\u00eb bilancin e pagesave, p\u00ebr t\u2019u dh\u00ebn\u00eb financim t\u00eb p\u00ebrkohsh\u00ebm dhe suport n\u00eb korrigjimin e problemeve akute q\u00eb kan\u00eb.<\/p>\n<p>S\u00eb treti, Fondi u jep vendeve asistenc\u00eb teknike dhe trajnim n\u00eb fushat e tij t\u00eb ekspertiz\u00ebs.<\/p>\n<p>FMN ka aplikuar mbikqyrjen dhe asistenc\u00ebn teknike n\u00eb zhvillimin e standarteve dhe kodeve t\u00eb praktik\u00ebs s\u00eb mir\u00eb, n\u00eb fushat e saj t\u00eb p\u00ebrgjegj\u00ebsis\u00eb, duke kontribuar n\u00eb forcimin e financave publike te shume vendeve ne bote. Fondi luan gjithashtu nj\u00eb rol t\u00eb r\u00ebnd\u00ebsish\u00ebm n\u00eb luft\u00ebn kund\u00ebr pastrimit t\u00eb parave dhe terrorizmit.<\/p>\n<p><strong><em>\u00a0II. 11 vite k\u00ebshilla t\u00eb injoruara t\u00eb FMN-s\u00eb n\u00eb Shqip\u00ebri!<\/em><\/strong><\/p>\n<p>FMN ka kontribuar ndjesh\u00ebm n\u00eb periudh\u00ebn e v\u00ebshtir\u00eb t\u00eb tranzicionit 34 vje\u00e7ar t\u00eb vendit ton\u00eb. Shqip\u00ebria u b\u00eb vend an\u00ebtar i FMN-s\u00eb n\u00eb vitin 1991. N\u00eb vitin 2014, pavar\u00ebsisht se Fondit i mori hua 330 milion\u00eb euro p\u00ebr mb\u00ebshtetje buxhetore, sekti n\u00eb qeverisje n\u00eb Shqip\u00ebri e rrudhi dhe e pak\u00ebsoi shum\u00eb rolin aktiv dhe gati p\u00ebrcaktues q\u00eb ka patur FMN n\u00eb vitet e m\u00ebparshme, duke e kufizuar bashk\u00ebpunimin me FMN-n\u00eb n\u00eb vet\u00ebm rolin e k\u00ebshilluesit, sipas Nenit 4 t\u00eb Marr\u00ebveshjes me FMN.<\/p>\n<p>Gjat\u00eb k\u00ebtyre 11 viteve t\u00eb misioneve t\u00eb tij faktmbledh\u00ebse, FMN ka k\u00ebrkuar n\u00eb vijim\u00ebsi transparenc\u00eb t\u00eb plot\u00eb p\u00ebr menaxhimin e kontratave koncesionare dhe PPP, si dhe p\u00ebrfshirjen e pagesave t\u00eb tyre n\u00eb bilancin e Buxhetit t\u00eb Shtetit t\u00eb \u00e7do viti buxhetor. Duke par\u00eb se, po ta b\u00ebnte k\u00ebt\u00eb, borxhi publik do t\u00eb rritej ndjesh\u00ebm me gati 20 p\u00ebrqind t\u00eb GDP-s\u00eb, sekti n\u00eb qeverisje e ka injoruar plot\u00ebsisht k\u00ebt\u00eb rekomandim t\u00eb bazuar n\u00eb praktikat m\u00eb t\u00eb mira dhe parimet e mir\u00ebqeverisjes s\u00eb OECD-s\u00eb.<\/p>\n<p>FMN ka k\u00ebrkuar transparenc\u00eb edhe p\u00ebr fondet e rind\u00ebrtimit, duke rip\u00ebrs\u00ebritur k\u00ebrkes\u00ebn p\u00ebr t\u00eb qen\u00eb pjes\u00eb e kontrollit t\u00eb menaxhimit t\u00eb financave publike, nj\u00eblloj si dhe p\u00ebr fondet p\u00ebr Pandemin\u00eb nga Covid-19.<\/p>\n<p>Fondi ka t\u00ebrhequr v\u00ebmendjen p\u00ebr risqet fiskale t\u00eb shtuara n\u00eb skemat e garancis\u00eb p\u00ebr sektorin privat dhe n\u00eb mb\u00ebshtetjen pa kriter p\u00ebr sip\u00ebrmarrjet shtet\u00ebrore, si OSHEE, uj\u00ebsjell\u00ebsit, etj., duke theksuar se nevojitet reform\u00eb urgjente n\u00eb sektorin e energjis\u00eb dhe ujit.<\/p>\n<p>FMN ka k\u00ebrkuar q\u00eb v\u00ebmendja duhet t\u00eb p\u00ebrqendrohet t\u00eb dob\u00ebsit\u00eb e sektorit t\u00eb pasurive t\u00eb paluajtshme, \u00a0si dhe te risqet q\u00eb paraqesin asetet virtuale t\u00eb k\u00ebtij sektori, duke i hapur rrug\u00eb pastrimit t\u00eb parave.<\/p>\n<p>Ka rekomanduar rishikimim e skem\u00ebs s\u00eb mbrojtjes sociale, e cila \u00ebsht\u00eb m\u00eb e ul\u00ebta n\u00eb Ballkanin Per\u00ebndimor, p\u00ebr t\u00eb ofruar nj\u00eb mbulim m\u00eb t\u00eb mir\u00eb, duke ndihmuar ata q\u00eb kan\u00eb m\u00eb shum\u00eb nevoj\u00eb.<\/p>\n<p>Asnj\u00eb nga k\u00ebto rekomandime dhe k\u00ebshilla shum\u00eb t\u00eb vlefshme dhe aktuale t\u00eb specialist\u00ebve t\u00eb FMN-s\u00eb nuk jan\u00eb marr\u00eb n\u00eb konsiderat\u00eb nga qeveria e Sektit Rama.<\/p>\n<p><strong><em>III. Asnj\u00eb rrug\u00ebzgjidhje e dh\u00ebn\u00eb nga FMN p\u00ebr sistemin fiskal nuk \u00ebsht\u00eb pranuar nga Rama<\/em><\/strong><\/p>\n<p>P\u00ebr Fondin Monetar Nd\u00ebrkomb\u00ebtar, sistemi yn\u00eb aktual i taksave \u00ebsht\u00eb kompleks dhe i fragmentuar. Ndryshimet e shpeshta n\u00eb t\u00eb kan\u00eb minuar stabilitetin dhe transparenc\u00ebn e sistemit.<\/p>\n<p>Fondi k\u00ebshillon p\u00ebr nj\u00eb sistem tatimor m\u00eb transparent, m\u00eb t\u00eb drejt\u00eb, m\u00eb efikas dhe m\u00eb t\u00eb thjesht\u00eb, i cili do ta b\u00ebnte Shqip\u00ebrin\u00eb m\u00eb t\u00ebrheq\u00ebse p\u00ebr investimet e huaja. Edhe kjo qasje e ofruar nga FMN \u00ebsht\u00eb injoruar totalisht.<\/p>\n<p>Ekspert\u00ebt e institucionit nd\u00ebrkomb\u00ebtar kan\u00eb propozuar q\u00eb t\u00eb hiqen p\u00ebrjashtimet e ndryshme t\u00eb b\u00ebra me\u00a0<a href=\"https:\/\/shqiptarja.com\/tag\/2502\" target=\"_blank\" rel=\"noopener\">taksat<\/a>,\u00a0si tek arsimi privat, tek sh\u00ebndet\u00ebsia, etj.<\/p>\n<p>FMN ka hedhur me t\u00eb drejt\u00eb dyshime edhe mbi menaxhimin e vendimit p\u00ebr p\u00ebrjashtimin nga TVSH t\u00eb bizneseve q\u00eb kan\u00eb xhiro vjetore deri n\u00eb 10 milion\u00eb lek\u00eb. Sipas Fondit, synimi p\u00ebr uljen e pragut ishte adresimi i informalitetit, por administrata tatimore nuk ka kapacitete p\u00ebr t\u00eb monitoruar n\u00eb m\u00ebnyr\u00eb efektive k\u00ebt\u00eb segment t\u00eb madh t\u00eb taksapaguesve. P\u00ebr m\u00eb tep\u00ebr, ekzistojn\u00eb pragje t\u00eb shum\u00ebfishta p\u00ebr sektor\u00eb t\u00eb ndrysh\u00ebm, te cilat minojn\u00eb thjesht\u00ebsin\u00eb e sistemit.<\/p>\n<p>Institucioni nd\u00ebrkomb\u00ebtar q\u00eb ka 34 vite q\u00eb na k\u00ebshillon, ka propozuar q\u00eb p\u00ebrjashtimet e b\u00ebra p\u00ebr bizneset n\u00eb sektorin e turizmit t\u00eb rishikohen, pasi TVSH-ja p\u00ebr akomodimin n\u00eb hotel \u00ebsht\u00eb taks\u00eb q\u00eb u takon t\u00eb huajve, jo qytetar\u00ebve, dhe k\u00ebta t\u00eb fundit mund t\u00eb jen\u00eb m\u00eb pak t\u00eb ndjesh\u00ebm ndaj nj\u00eb \u00e7mimi, n\u00ebse sh\u00ebrbimi i biznesit \u00ebsht\u00eb unik.<\/p>\n<p>FMN ka terhequr vemendjen qe te mos menaxhohet Buxheti i Shtetit permes akteve normative, si nj\u00eb rrug\u00eb q\u00eb shmang shqyrtimin parlamentar t\u00eb ndryshimeve n\u00eb Buxhet dhe shton paqart\u00ebsit\u00eb p\u00ebr objektivat, politikat dhe synimet e planit kryesor ekonomik t\u00eb qeveris\u00eb dhe vendit.<\/p>\n<p>xxx<\/p>\n<p>Asnj\u00eb nga k\u00ebto propozime t\u00eb vlefshme dhe profesionale, nga k\u00ebto k\u00ebmbana alarmi p\u00ebr rrug\u00ebn pa krye q\u00eb ka marre disiplina buxhetore, financiare dhe fiskale e Shqip\u00ebris\u00eb nuk \u00ebsht\u00eb marr\u00eb parasysh nga Rama.<\/p>\n<p>Qeveria vijon me kok\u00ebfort\u00ebsi t\u00eb injoroj\u00eb \u00e7do konstatim dhe v\u00ebrejtje t\u00eb Fondit Monetar Nd\u00ebrkomb\u00ebtar, e vendosur n\u00eb rrug\u00ebn e saj t\u00eb aventurave fiskale dhe minimit t\u00eb qendrueshm\u00ebris\u00eb s\u00eb financave publike t\u00eb vendit.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Nga Bujar Leskaj Fondi Monetar Nd\u00ebrkomb\u00ebtar(FMN) p\u00ebrfaq\u00ebson nj\u00eb nga tre institucionet e dala nga Konferenca e Bretton Woods-it 80 vite m\u00eb par\u00eb.
