Pyetja m\u00eb logjike q\u00eb q\u00ebndron n\u00eb k\u00ebt\u00eb pik\u00eb \u00ebsht\u00eb: Pse duhet t\u00eb kemi rregulla t\u00eb posa\u00e7me ad hoc n\u00eb nj\u00eb periudh\u00eb aq t\u00eb gjat\u00eb kohore kur ligji p\u00ebr prokurimin publik ka procedura shum\u00eb t\u00eb mir\u00ebp\u00ebrcaktuara p\u00ebr k\u00ebt\u00eb drejtim dhe q\u00eb \u00ebsht\u00eb vler\u00ebsuar edhe nga institucionet nd\u00ebrkomb\u00ebtare si nj\u00eb ligj shum\u00eb i mir\u00eb n\u00eb p\u00ebrputhje me direktivat e Bashkimit Europian\u201d,\u00a0tha n\u00eb tubim zoti Gumi.<\/p>\n<p>Studiuesit theksuan q\u00eb Kuvendi nevojitet t\u00eb heq\u00eb dor\u00eb nga ndryshimi i buxhetit t\u00eb shtetit me Akte Normative, t\u00eb cilat aplikohen edhe gjat\u00eb vitit apo periudh\u00ebs zgjedhore, nd\u00ebrsa n\u00eb ligjin p\u00ebr sistemin buxhetor duhet t\u00eb shtohen mekanizma parandalues t\u00eb abuzimit t\u00eb mundsh\u00ebm n\u00eb rastin e viteve zgjedhore ose pak p\u00ebrpara dat\u00ebs s\u00eb zgjedhjeve t\u00eb p\u00ebrgjithshme dhe vendore.<\/p>\n<p>Ekspertja e ekonomis\u00eb dhe auditimit publik, Lindita Lati, theksoi pasojat q\u00eb sjellin mbi ekonomin\u00eb gjat\u00eb viteve zgjedhore shpenzimet e larta jofitimprur\u00ebse, politizimi i buxhetit, evazioni fiskal dhe ulja e t\u00eb ardhurave, transparenca dhe llogaridh\u00ebnia e ul\u00ebt, si dhe rritja e deficitit buxhetor.<\/p>\n<p>\u201cLoja q\u00eb b\u00ebhet me deficitin buxhetor \u00ebsht\u00eb nj\u00eb loj\u00eb aspak e k\u00ebndshme nga pik\u00ebpamja jon\u00eb si auditues. Viti 2017 na tregoi q\u00eb qeveria pik\u00ebrisht p\u00ebr t\u00eb deklaruar se e kishte deficitin buxhetor n\u00ebn 2 p\u00ebr qind t\u00eb GDP-s\u00eb, \u00e7ka \u00ebsht\u00eb nj\u00eb detyrim ligjor, ne pam\u00eb q\u00eb ishin kryer manipulime t\u00eb teknik\u00ebs s\u00eb metologjis\u00eb s\u00eb vler\u00ebsimit t\u00eb deficitit buxhetor. Pa p\u00ebrmendur k\u00ebtu deficitin e fshehur buxhetor, q\u00eb vjen prej pagesave t\u00eb prapambetura\u201d,\u00a0tha zonja Lati.<\/p>\n<p>N\u00eb Kodin Zgjedhor thuhet se kat\u00ebr muaj para dat\u00ebs s\u00eb zgjedhjeve deri n\u00eb formimin e qeveris\u00eb s\u00eb re pas zgjedhjeve ndalohet propozimi, miratimi ose nxjerrja e akteve ligjore a n\u00ebnligjore p\u00ebr t\u00eb dh\u00ebn\u00eb p\u00ebrfitime p\u00ebr kategori t\u00eb caktuara t\u00eb popullsis\u00eb si rritje pagash, pensionesh, mb\u00ebshtetje ekonomike e sociale, ulje ose heqje taksash, amnisti fiskale, privatizime apo dh\u00ebnie pasurish apo shp\u00ebrblimesh, p\u00ebrve\u00e7se n\u00eb gjendje t\u00eb fatkeq\u00ebsis\u00eb natyrore.<\/p>\n<p>Ekspert\u00ebt pohuan se ky nen ka nevoj\u00eb t\u00eb detajohet p\u00ebr t\u00eb shtuar kufizimet, nd\u00ebrsa Komisioneri Shtet\u00ebror i Zgjedhjeve, Ilirjan Celibashi, tha se p\u00ebr p\u00ebrmir\u00ebsimin e k\u00ebtij neni dhe p\u00ebr shum\u00eb t\u00eb tjer\u00eb, nevojitet vullneti politik i partive n\u00eb Kuvend.<\/p>\n<p>\u201cP\u00ebr t\u00eb gjith\u00eb parashikimet e Kodit Zgjedhor dhe p\u00ebr t\u00eb gjith\u00eb problemet n\u00eb diskutim mendoj q\u00eb ne do t\u00eb duhet ta modernizojm\u00eb dhe ta b\u00ebjm\u00eb m\u00eb t\u00eb v\u00ebrtet\u00eb gjith\u00eb kuadrin rregullator t\u00eb zhvillimit t\u00eb zgjedhjeve n\u00eb Shqip\u00ebri. Kemi n\u00eb fuqi nj\u00eb kod t\u00eb vitit 2008, i cili \u00ebsht\u00eb arnuar vazhdimisht.
