Ky segment \u00ebsht\u00eb pjes\u00eb e t\u00eb ashtuquajturit Korridori Adriatiko-Jonian ose si\u00e7 njihet ndryshe Korridori Blu, t\u00eb cilin qeveria ka vendosur q\u00eb ta nd\u00ebrtoj\u00eb t\u00eb gjithin me koncesion.<\/div>\n<div class=\"readmore-text-here\">\n<p>Deri tani qeveria shqiptare ka tenderuar 3 segmente t\u00eb k\u00ebtij Korridori. I pari, q\u00eb \u00ebsht\u00eb realizuar tashm\u00eb \u00ebsht\u00eb autostrada Thuman\u00eb-Kashar, nd\u00ebrsa dy segmente t\u00eb tjera nga Kashari deri n\u00eb Fier jan\u00eb tenderuar, por ndon\u00ebse jan\u00eb shpallur dhe fituesit prej gati dy vitesh tashm\u00eb, kontratat nuk jan\u00eb n\u00ebnshkruar.<\/p>\n<p>Milot-Balldre \u00ebsht\u00eb segmenti i kat\u00ebrt koncesionar. Ai ka nj\u00eb gjat\u00ebsi 17 kilomet\u00ebr t\u00eb gjat\u00eb dhe do t\u00eb kushtoj\u00eb 182.5 milion\u00eb euro p\u00ebr vet\u00ebm si kosto nd\u00ebrtimi. N\u00ebse p\u00ebrfshihen dhe kostot e projektimit, ato t\u00eb mir\u00ebmbajtjes dhe t\u00eb operimit, investimi i privatit \u00ebsht\u00eb parashikuar 365 milion\u00eb euro p\u00ebr t\u00eb gjith\u00eb periudh\u00ebn 35 vje\u00e7are t\u00eb koncesionit.<\/p>\n<p><strong>Por \u00e7far\u00eb do t\u00eb paguajn\u00eb qytetar\u00ebt shqiptar\u00eb p\u00ebr k\u00ebt\u00eb rrug\u00eb?<\/strong><\/p>\n<p>Sipas dokumentave t\u00eb tenderit, qeveria ka vendosur se tarifa referenc\u00eb e kalimit n\u00eb segmentin Milot Balldre do t\u00eb jet\u00eb 0.12 euro p\u00ebr \u00e7do kilomet\u00ebr. Kjo do t\u00eb thot\u00eb se p\u00ebr 17 kilometrat e rrug\u00ebs automjetet e thjeshta do t\u00eb paguajn\u00eb 4.1 euro p\u00ebr \u00e7do kalim.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.syri.net\/uploads\/syri.net\/images\/2024\/December\/20\/auto_oferta-1734685430.jpg\" alt=\"Image\" \/><\/p>\n<p>Kjo e b\u00ebn k\u00ebt\u00eb aks nj\u00eb nga m\u00eb t\u00eb shtrenjt\u00ebt n\u00eb Europ\u00eb, nd\u00ebrkoh\u00eb q\u00eb edhe n\u00eb vendet e zhvilluara t\u00eb Bashkimit Europian, tarifat e kalimit jan\u00eb 0.07 euro p\u00ebr kilomet\u00ebr ose gati dy her\u00eb m\u00eb lir\u00eb.<\/p>\n<p><strong>Tirana, moll\u00eb e ndaluar p\u00ebr veriun<\/strong><\/p>\n<p>Me k\u00ebto kosto kalimi, veriu i Shqip\u00ebris\u00eb praktikisht izolohet p\u00ebr t\u00eb l\u00ebvizur drejt Tiran\u00ebs. N\u00ebse nj\u00eb qytetar i Shkodr\u00ebs do t\u00eb udh\u00ebtoj\u00eb drejt Jugut, atij do t\u2019i duhet t\u00eb paguaj\u00eb t\u00eb pakt\u00ebn 7.5 euro p\u00ebr t\u00eb ardhur deri n\u00eb Tiran\u00eb, nj\u00eb shif\u00ebr q\u00eb del nga tarifa e kalimit nga Balldreni n\u00eb Milot prej 4 euro dhe m\u00eb pas nga Milot n\u00eb Kashar prej 3.3 euro t\u00eb tjera me gjith\u00eb TVSH.<\/p>\n<p>Por kjo shif\u00ebr nuk p\u00ebrfshin koston e segmentit tjet\u00ebr nga Balldreni n\u00eb Shkod\u00ebr. Sipas qeveris\u00eb edhe ky segment do t\u00eb jepet me koncesion. Dhe n\u00ebse kostot e kalimit do t\u00eb jen\u00eb t\u00eb p\u00ebraf\u00ebrta me segmentet e tjera, at\u00ebher\u00eb fatura e udh\u00ebtimit nga Shkodra n\u00eb Tiran\u00eb do t\u00eb jet\u00eb rreth 12 euro vet\u00ebm n\u00eb nj\u00eb drejtim. Nd\u00ebrsa vajtje ardhje do t\u00eb kushtoj\u00eb gati 25 euro. M\u00eb lir\u00eb kushtojn\u00eb avion\u00ebt e \u00c7etit p\u00ebr Lond\u00ebr, Firence dhe Sevilje.<\/p>\n<p>Kjo kosto praktikisht e b\u00ebn kryeqytetin nj\u00eb moll\u00eb t\u00eb ndaluar p\u00ebr qytetar\u00ebt e veriut. Nd\u00ebrsa jugu i vendit do t\u00eb jet\u00eb pa diskutim m\u00eb i shtrenjt\u00eb se sa udh\u00ebtimi jasht\u00eb shtetit.<\/p>\n<p>Milot Balldre \u00ebsht\u00eb nj\u00eb rrug\u00eb, e cila nuk ka tunele dhe as vepra t\u00eb jasht\u00ebzakonshme arti, t\u00eb cilat rrisin koston. Por problemi i tarifave t\u00eb r\u00ebnda t\u00eb kalimit nis q\u00eb me fryrjen artificiale t\u00eb kostove t\u00eb nd\u00ebrtimit, mir\u00ebmbajtjes dhe operimit nga koncesionari privat. Mbi k\u00ebto shtohet kostoja e kapitalit dhe sigurisht edhe fitimi i koncesionarit privat n\u00eb t\u00eb gjith\u00eb periudh\u00ebn 35 vje\u00e7are t\u00eb koncesionit.<\/p>\n<p>Sipas t\u00eb dh\u00ebnave n\u00eb dokumentat e tenderit p\u00ebr Milot Balldre parashikohet q\u00eb privati t\u00eb ket\u00eb nj\u00eb kosto prej 365 milion\u00eb eurosh pa tvsh. Por kjo shif\u00ebr nuk p\u00ebrfshin koston e kapitalit dhe fitimin e tij.
