E konsideroj t\u00eb r\u00ebnd\u00ebsish\u00ebm k\u00ebt\u00eb hap, sepse ai \u00ebsht\u00eb nj\u00eb reflektim ndaj nj\u00eb realiteti t\u00eb hidhur demografik t\u00eb dekad\u00ebs s\u00eb fundit, i cili ka cuar n\u00eb pak\u00ebsimin drastik t\u00eb grupmosh\u00ebs 15-35 vje\u00e7. P\u00ebr rrjedhoj\u00eb po zbrazen me shpejt\u00ebsi shkollat dhe universitetet e vendit, jo vet\u00ebm n\u00eb rrethe, por edhe n\u00eb Tiran\u00eb.<\/p>\n<p>P\u00ebrvec largimit nga vendi, n\u00eb k\u00ebto 12 vite \u00ebsht\u00eb ulur me 8%\u00a0 (nga 94% n\u00eb vitin 2013 sot \u00ebsht\u00eb 84-85%) p\u00ebrqindja e nx\u00ebn\u00ebsve q\u00eb vijojn\u00eb arsimin e mes\u00ebm, nj\u00eb regres ky p\u00ebr nj\u00eb vend q\u00eb synon t\u00eb pranohet n\u00eb familjen e vendeve t\u00eb BE. Kjo ulje lidhet me rritjen e varf\u00ebris\u00eb dhe ka prekur shtres\u00ebn m\u00eb t\u00eb varf\u00ebr dhe zonat m\u00eb t\u00eb varf\u00ebra t\u00eb vendit. P\u00ebr nj\u00eb vend si Shqip\u00ebria q\u00eb synon t\u00eb antar\u00ebsohet sa m\u00eb shpejt n\u00eb BE dhe familjen e vendeve t\u00eb zhvilluara cdo i ri dhe e re n\u00eb mosh\u00ebn 18-19 vjec duhet t\u00eb k\u00ebt\u00eb p\u00ebrfunduar arsimin e mes\u00ebm ose at\u00eb profesional, pra arsimi i mes\u00ebm duhet t\u00eb jet\u00eb i detyruesh\u00ebm.<\/p>\n<p>Ky diskutim publik \u00ebsht\u00eb i r\u00ebnd\u00ebsish\u00ebm p\u00ebr shfryt\u00ebzimin e kapaciteteve t\u00eb konsiderueshme njer\u00ebzore dhe infrastrukturore t\u00eb krijuara n\u00eb sistemin e arsimit t\u00eb lart\u00eb, t\u00eb cil\u00ebt p\u00ebrb\u00ebjn\u00eb nj\u00eb pasuri t\u00eb madhe komb\u00ebtare e k\u00ebrc\u00ebnuar nga n\u00ebnshfryt\u00ebzimi i saj n\u00eb dobi t\u00eb zhvillimit t\u00eb vendit, cka do t\u00eb ishte nj\u00eb humbje e madhe p\u00ebr vendin.<\/p>\n<p>Qasja e k\u00ebtij diskutimi mendoj se \u00ebsht\u00eb e jo e plot\u00eb, sepse i m\u00ebshon vet\u00ebm an\u00ebs s\u00eb dobis\u00eb q\u00eb i sjell vendit t\u00ebrheqja e student\u00ebve t\u00eb huaj, dhe shum\u00eb m\u00eb pak an\u00ebs tjet\u00ebr, madje m\u00eb t\u00eb r\u00ebnd\u00ebsishme, si dhe kur b\u00ebhet t\u00ebrheq\u00ebs nj\u00eb universitet shqiptar p\u00ebr student\u00ebt, m\u00eb s\u00eb pari shqiptar\u00eb, pastaj p\u00ebr ata t\u00eb huaj.<\/p>\n<p>Un\u00eb po jap\u00eb disa mendime modeste pik\u00ebrisht p\u00ebr k\u00ebt\u00eb aspekt, pra cfar\u00eb ndryshimesh duhet t\u00eb ndodhin n\u00eb universitete, n\u00eb m\u00ebnyr\u00eb q\u00eb ato t\u00eb b\u00ebhen t\u00ebrheq\u00ebse p\u00ebr student\u00ebt tan\u00eb dhe t\u00eb huaj.<\/p>\n<p>Megjith\u00ebse prirjet e student\u00ebve n\u00eb p\u00ebrzgjedhjen e universiteve dhe programeve jan\u00eb ende jo aq t\u00eb konsoliduara, mund t\u00eb vecojm\u00eb disa prej tyre. Vihet re se maturant\u00ebt tan\u00eb m\u00eb t\u00eb mir\u00eb k\u00ebrkojn\u00eb universitete dhe programe me cil\u00ebsi t\u00eb nivelit internacional. Prandaj shumica e tyre zgjedhin universitetet prestigjioze n\u00eb vendet e tjera.\u00a0 Grupi tjet\u00ebr i maturant\u00ebve t\u00eb mir\u00eb ose mbimesatar orientohen n\u00eb programe studimi p\u00ebr profesione q\u00eb i k\u00ebrkon edhe tregu internacional i pun\u00ebs (profesionet\u00a0e sh\u00ebndet\u00ebsis\u00eb, IT dhe ato inxhinierike). Grupi i tret\u00eb i maturant\u00ebve me rezultate af\u00ebr mesatares dhe n\u00ebnmesatare jan\u00eb t\u00eb zhg\u00ebnjyer me veten, pa besim n\u00eb vetvete, pa ambicie p\u00ebr formim solid universitar, dhe, p\u00ebr rrjedhoj\u00eb, m\u00eb pak t\u00eb orientuar n\u00eb p\u00ebrzgjedhjen e programeve. Shpesh maturant\u00ebt e k\u00ebtij grupi p\u00ebrzgjedhjen e programeve t\u00eb studimit ia besojn\u00eb shok\u00ebve t\u00eb tyre t\u00eb klas\u00ebs me rezultate t\u00eb larta, prind\u00ebrve ose m\u00ebsuesve. Nd\u00ebrsa maturant\u00ebt me rezultate t\u00eb ulta p\u00ebrgjith\u00ebsisht vijojn\u00eb studimet e larta pa ambicie, pa orientim p\u00ebr tu pun\u00ebsuar n\u00eb at\u00eb fush\u00eb, madje, fatkeq\u00ebsisht, edhe p\u00ebr status social (&#8220;t\u00eb kem shkoll\u00eb t\u00eb lart\u00eb&#8221;) n\u00eb familje dhe rrethin e tyre shoq\u00ebror. Nd\u00ebrsa dy grupet e para t\u00eb maturant\u00ebve k\u00ebrkojn\u00eb cil\u00ebsi dhe nxitin rritjen e nivelit t\u00eb universitetit, k\u00ebto dy grupet e fundit t\u00eb student\u00ebve nuk e nxitin rritjen e cil\u00ebsis\u00eb s\u00eb universitetit. Me k\u00ebt\u00eb risk ballafaqohen sot jo vet\u00ebm programet jo universitare profesionale 2 vjecare, por edhe shum\u00eb programe Bachelor dhe Master q\u00eb kan\u00eb student\u00eb t\u00eb nivelit n\u00ebnmesatar.<\/p>\n<p>Por universiteti zhvillohet dhe \u00ebsht\u00eb konkurues edhe n\u00eb Hap\u00ebsir\u00ebn Europiane t\u00eb Arsimit t\u00eb Lart\u00eb kur ka si objektiv madhor ofrimin e programeve dhe diplomave cil\u00ebsore q\u00eb k\u00ebrkojn\u00eb student\u00ebt e interesuar p\u00ebr formim solid universitar, i cili i p\u00ebrgatit\u00eb\/armatos ata me dije, kompetenca dhe aft\u00ebsi p\u00ebr jet\u00ebn dhe p\u00ebr gar\u00ebn e fort\u00eb n\u00eb tregun e pun\u00ebs, t\u00eb vendit dhe at\u00eb internacional. Ky \u00ebsht\u00eb objektivi madhor i nj\u00eb universiteti. K\u00ebt\u00eb nivel internacional t\u00eb universitetit e k\u00ebrkojn\u00eb student\u00ebt cil\u00ebsor\u00eb, shqiptar\u00eb dhe t\u00eb huaj.<\/p>\n<p>Student\u00ebt e huaj kur zgjedhin nj\u00eb universitet t\u00eb huaj p\u00ebr t\u00eb studjuar, nisen, m\u00eb s\u00eb pari, nga fakti n\u00ebse universiteti dhe programi kan\u00eb akreditim internacional ose t\u00eb njohur n\u00eb shkall\u00eb internacionale; nga vendi ku \u00ebsht\u00eb rankuar universiteti n\u00eb rankimet e njohura internacionale t\u00eb universiteteve, njohja internacionale e programit n\u00eb fjal\u00eb, cil\u00ebsia, si dhe kompetencat\/aft\u00ebsit\u00eb q\u00eb fiton studenti. Sigurisht, p\u00ebr t\u00eb rinjt\u00eb student\u00eb ka r\u00ebnd\u00ebsi edhe cil\u00ebsia e jet\u00ebs studentore q\u00eb afron vendi ku ata do t\u00eb studjojn\u00eb, si dhe mund\u00ebsit\u00eb e pun\u00ebsimit pas p\u00ebrfundimit t\u00eb studimeve universitare. Shqip\u00ebria \u00ebsht\u00eb n\u00eb Europ\u00eb, ka nj\u00eb pozicion t\u00eb mir\u00eb gjeografik (brenda 3-4 or\u00ebve arrin me avion n\u00eb cdo kryeqytet t\u00eb Europ\u00ebs), klim\u00eb shum\u00eb t\u00eb mir\u00eb, mund\u00ebsi t\u00eb mira pun\u00ebsimi p\u00ebr student\u00ebt gjat\u00eb koh\u00ebs s\u00eb studimeve, por, fatkeq\u00ebsisht, \u00ebsht\u00eb b\u00ebr\u00eb nj\u00eb vend me kosto t\u00eb lart\u00eb t\u00eb jetes\u00ebs p\u00ebr student\u00ebt.<\/p>\n<p>Pyetja \u00ebsht\u00eb shum\u00eb e thjesht, pse nj\u00eb student i huaj duhet t\u00eb zgjedh\u00eb t\u00eb studjoj\u00eb n\u00eb nj\u00eb universitet shqiptar dhe jo n\u00eb universitetet e Zagrebit, Ljubljan\u00ebs, Beogradit apo Novisadit, kur k\u00ebto universitete jan\u00eb brenda 1000 universiteteve m\u00eb t\u00eb mira t\u00eb bot\u00ebs, nd\u00ebrkoh\u00eb q\u00eb akoma asnj\u00eb universitet shqiptar nuk klasifikohet brenda 1000 universiteteve m\u00eb t\u00eb mira t\u00eb bot\u00ebs?<\/p>\n<p>Pa hyr\u00eb n\u00eb kritere dhe standarte t\u00eb tjera, mjaftojn\u00eb k\u00ebto q\u00eb p\u00ebrmend\u00ebm me lart p\u00ebr t\u00eb kuptuar se pse universitetet tona kan\u00eb shum\u00eb p\u00ebr t\u00eb b\u00ebr\u00eb\/p\u00ebrmir\u00ebsuar, p\u00ebr t\u00eb arritur standarte nd\u00ebrkomb\u00ebtare t\u00eb cil\u00ebsis\u00eb, n\u00eb m\u00ebnyr\u00eb q\u00eb ato t\u00eb b\u00ebhen t\u00ebrheq\u00ebse p\u00ebr student\u00ebt cil\u00ebsor\u00eb shqiptar\u00eb dhe sidomos ata t\u00eb huaj. Por ky ndryshim nuk mund t\u00eb b\u00ebhet vet\u00ebm nga universitetet. Duhet nj\u00eb politik\u00eb qeveritare e arsimit t\u00eb lart\u00eb, p\u00ebrmes s\u00eb cil\u00ebs universitetet mb\u00ebshteten fuqimisht p\u00ebr t\u00eb b\u00ebr\u00eb nj\u00eb hop cil\u00ebsor p\u00ebr nd\u00ebrkomb\u00ebtarizimin e diplomave dhe t\u00eb veprimtaris\u00eb s\u00eb k\u00ebrkimit shkencor.<\/p>\n<p>P\u00ebr t\u00eb p\u00ebrbushur k\u00ebt\u00eb objektiv, \u00ebsht\u00eb e domosdoshme nj\u00eb reform\u00eb e v\u00ebrtet\u00eb dhe t\u00ebr\u00ebsore e sistemit\u00a0t\u00eb arsimit t\u00eb lart\u00eb. Kjo reform\u00eb k\u00ebrkon t\u00eb pakt\u00ebn dyfishimim e investimit buxhetor dhe privat dhe duhet t\u00eb ket\u00eb objektiva e prioritete t\u00eb vecanta\/diferencuara sipas statusit t\u00eb institucioneve t\u00eb arsimit t\u00eb lart\u00eb (IAL), do t\u00eb thot\u00eb t\u00eb universiteteve, kolegjeve universitare, akademive dhe kolegjeve t\u00eb larta profesionale.<\/p>\n<p>Prioriteti kyc p\u00ebr IAL me status &#8220;universitet&#8221; duhet t\u00eb jet\u00eb transformimi i tyre real n\u00eb &#8220;Research-based university&#8221;, cka k\u00ebrkon jo vet\u00ebm nj\u00eb mb\u00ebshtetje t\u00eb madhe financiare, por edhe nj\u00eb reformim t\u00eb thell\u00eb t\u00eb brendsh\u00ebm t\u00eb universitetit n\u00eb t\u00eb tre shtyllat e misionit t\u00eb tyre, m\u00ebsimi, k\u00ebrkimi, transferimi i njohurive e inovacionit, si dhe n\u00eb modelin e vetqeverisjes e t\u00eb manaxhimit t\u00eb tyre. P\u00ebr IAL me statusin e kolegjeve universitare dhe akademive duhen p\u00ebrcaktuar prioritete t\u00eb tjera q\u00eb synojn\u00eb kryesisht internacionalizimin e programeve t\u00eb studimeve.<\/p>\n<p>Kjo iniciativ\u00eb duhet mb\u00ebshtetur p\u00ebrmes nj\u00eb politike qeveritare t\u00eb mir\u00ebstudjuar, investimeve t\u00eb rritura si dhe me asistenc\u00eb internacionale. Mendoj se gatishm\u00ebria e Bank\u00ebs Bot\u00ebrore (BB) p\u00ebr t\u00eb afruar asistenc\u00eb p\u00ebr reformimin e sistemit t\u00eb arsimit t\u00eb lart\u00eb p\u00ebr dekad\u00ebn tjet\u00ebr duhet shfryt\u00ebzuar, pasi BB zot\u00ebron nj\u00eb expertiz\u00eb t\u00eb nivelit shum\u00eb t\u00eb lart\u00eb n\u00eb reformimin e arsimit t\u00eb lart\u00eb dhe shkenc\u00ebs.<\/p>\n<p>Kuadri ligjor dhe n\u00ebnligjor aktual p\u00ebr sistemin e arsimit t\u00eb lart\u00eb nuk krijon hap\u00ebsir\u00eb t\u00eb plot\u00eb p\u00ebr nj\u00eb reform\u00eb t\u00eb till\u00eb. Ai duhet ndryshuar dhe modernizuar, sipas p\u00ebrvoj\u00ebs s\u00eb vendit ton\u00eb por edhe asaj t\u00eb vendeve t\u00eb zhvilluara.<\/p>\n<p>Por detyra m\u00eb e par\u00eb i takon qeveris\u00eb, p\u00ebr t\u00eb rritur me shpejt\u00ebsi investimin p\u00ebr k\u00ebrkimin shkencor, n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb intensifikohet dhe t\u00eb rritet cil\u00ebsia e k\u00ebrkimit shkencor, si rruga kryesore p\u00ebr t\u00eb rritur cil\u00ebsin\u00eb e programeve t\u00eb studimeve e t\u00eb diplomave. Vet\u00ebm universitetet me nj\u00eb k\u00ebrkim shkencor t\u00eb fuqish\u00ebm mund t\u00eb t\u00ebrheqin student\u00ebt shqiptar\u00eb dhe t\u00eb huaj dhe t\u00eb rinj t\u00eb talentuar p\u00ebr karrier\u00eb akademike si pedagog\u00eb dhe k\u00ebrkues, si dhe mund t\u00eb bindin p\u00ebr t\u2018u kthyer dhe pun\u00ebsuar n\u00eb universitetet tona t\u00eb rinj t\u00eb talentuar shqiptar\u00eb, t\u00eb cil\u00ebt kan\u00eb kryer studimet e masterit e t\u00eb doktorat\u00ebs n\u00eb universitetet e huaja. N\u00eb k\u00ebt\u00eb kontekst, rritja e pagave t\u00eb pedagog\u00ebve dhe k\u00ebrkuesve n\u00eb sistemin e arsimit t\u00eb lart\u00eb \u00ebsht\u00eb parakusht kryesor. Me pedagog\u00eb dhe k\u00ebrkues q\u00eb detyrohen t\u00eb b\u00ebjn\u00eb dy ose tre pun\u00eb, p\u00ebr t\u00eb mbajtur familjet e tyre, nuk mund t\u00eb pretendohet as p\u00ebr cil\u00ebsi t\u00eb lart\u00eb t\u00eb m\u00ebsimit e t\u00eb k\u00ebrkimit shkencor, as p\u00ebr nd\u00ebrkomb\u00ebtarizim t\u00eb universiteteve dhe as p\u00ebr t\u2019u b\u00ebr\u00eb t\u00ebrheq\u00ebs p\u00ebr student\u00ebt cil\u00ebsor\u00eb, shqiptar\u00eb ose t\u00eb huaj.<\/p>\n<p>Universitetet jo publike, q\u00eb synojn\u00eb v\u00ebrtet\u00eb t\u00eb b\u00ebhen t\u00eb suksessh\u00ebm n\u00eb rrug\u00ebn e nd\u00ebrkomb\u00ebtarizimit, i kan\u00eb t\u00eb gjitha hap\u00ebsirat ligjore p\u00ebr t\u00eb nd\u00ebrmarr\u00eb hapa t\u00eb shpejta dhe investime reale p\u00ebr t\u00eb rekrutuar mendjet m\u00eb t\u00eb mira akademike shqiptare, p\u00ebr t\u00eb reformuar ofert\u00ebn akademike sipas standarteve internacionale, si dhe p\u00ebr t\u00eb intensifikuar k\u00ebrkimin shkencor, cka do t\u2018i ndihmonte ato p\u00ebr t\u00eb hyr\u00eb n\u00eb akreditimet dhe rankimet internacionale, si rruga me efikase p\u00ebr t\u00eb t\u00ebrhequr student\u00eb t\u00eb huaj cil\u00ebsor\u00eb. Sigurisht, \u00ebsht\u00eb e domosdoshme edhe p\u00ebr universitetet jo publike mb\u00ebshtetja buxhetore p\u00ebr projekte k\u00ebrkimore t\u00eb pedagog\u00ebve t\u00eb tyre mbi baz\u00ebn e gar\u00ebs me projekte k\u00ebrkimore. Kjo \u00ebsht\u00eb alpha e liris\u00eb s\u00eb k\u00ebrkimit shkencor p\u00ebr cdo pedagog dhe k\u00ebrkues shqiptar pavar\u00ebsisht se ku \u00ebsht\u00eb i pun\u00ebsuar.
